HomeMy WebLinkAbout08-25-2003 COUNCIL PROCEEDiNGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA August 25, 2003 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Je£fersonville, Indiana, at 8:00 P.M. on Monday, August 25, 2003. Council President Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present was Deputy Clerk Barbara Hollis. Council President Waiz welcomed all in attendance, asking all those present to stand as Councilperson Run Grooms gave the invocation. Council President Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Les Merkley, Denny Frantz, Rob Waiz, Ron Grooms, and Vicki Conlin. Absent: Councilpersons Ron Ellis and Barbara Wilson. Councilperson Grooms made the motion to amend the agenda to add item #12A, an ordinance regarding city auctions and approving the agenda as presented, second by Councilperson Merkley, passing on a vote of 5-0. Council President Waiz presented the minutes of the meeting of August 18, 2003 for consideration by the Council. Councilperson Conlin made the motion to approve the minutes as presented, second by Councilperson Merkley, passing on a vote of 5-0. Clerk Treasurer Peggy Wilder presented the claim list for consideration by the Council explaining one additional claim. Councilperson Grooms made the motion to approve the claims as presented as well as the additional, second by Councilperson Conlin, passing on a vote of 5-0. PUBLIC COMMENT: There was no public comment. AGENDA ITEMS: Clerk Treasurer Wilder presented Ordinance No. 2003-OR-28; An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For the Year 2004 (Police and Fire), explaining this includes a 4% August 25, 2003 2 increase, and has passed on the first reading. Councilperson Conlin made the motion to pass Ordinance No. 2003-OR-28 on the second reading, second by Councilperson Merkley, passing on a vote of 5-0. Clerk Treasurer Wilder next presented Ordinance No. 2003-OR-29, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2004, saying this also includes a 4% increase. Councilperson Merkley made the motion to pass Ordinance No. 2003-OR-29 on the second reading, second by Councilperson Conlin passing on a vote of 5-0. Clerk Treasurer Wilder introduced Ordinance No. 2003-OR-30, An Ordinance Of Appropriations And Tax Rates announcing this meeting has been advertised as a public hearing. Council President Waiz asked for public comment. There was no public comment. Following discussion, Councilperson Merkley made the motion to pass Ordinance No. 2003-OR-30 on the first reading, second by Councilperson Conlin, passing on a vote of 5-0. Councilperson Grooms presented Ordinance No. 2003-OR-31, An Ordinance Fixing The Time And Dates For Disposal Of Personal Property Owned By The City Of Jeffersonville By Public Auction or Sale Or Otherwise Disposal. Councilperson Grooms said the intent is to set a time every year for the disposal of equipment. He was displeased with the way the auction was announced and the reasons given by the Mayor. Councilperson Grooms feels April is a better time so that the Council will know what money is available at budget time. This ordinance does not pertain to real property, only personal property. Councilperson Grooms then made the motion to pass Ordinance No. 2003-OR-31 on the first reading, second by Councilperson Conlin, passing on a vote of 5-0. Councilperson Grooms thanked the Council for allowing the addition to the agenda as he feels the timing is necessary. COUNCIL AND MAYOR COMMENTS: Councilperson Grooms thanked Denny for getting to this meeting and those who have been working on the budget when he has not been able to be there. Council President Waiz announced a budget workshop for Thursday, August 28, 2003 at 6:30 P.M. The next meeting will be Thursday, September 4, 2003 at 7:30 P.M.
