OF JEFFERSONVILLE, INDIANA
August 18, 2003
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Multi-Propose Meeting Room in the City-County Building, Jeffersonville, Indiana,
at 7:30 P.M. on Monday, August 18, 2003.
Council President Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk,
called the meeting to order. Also present was Deputy Clerk Barbara Hollis. Council
President Waiz welcomed all in attendance, asking all those present to stand as
Councilperson Ron Ellis gave the invocation. Council President Waiz then asked all
those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Ron Ellis, Les
Merkley, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms and Vicki Conlin.
Absent: None.
Councilperson Merkley made the motion to approve the agenda as presented,
second by Councilperson Grooms, passing on a vote of 6-0. Council President Waiz did
not vote.
Council President Waiz presented the minutes of the meting of August 4, 2003 for
consideration by the Council. Councilperson Wilson made the motion to approve the
minutes as presented, second by Councilperson Ellis, passing on a vote of 6-0. Council
President Waiz did not vote.
Deputy Clerk Hollis presented the claim list for consideration by the Council
explaining two additional claims. Councilperson Conlin made the motion to approve the
claims as presented as well as the additional, second by Councilperson Wilson.
Councilperson Merkley made the motion to table the additional claim payable to Lincoln
Crum for a decision on the appropriation, second by Councilperson Conlin, passing on a
vote of 6-0. Council President Waiz did not vote. The vote to approve the motion as
amended passed on a vote of 6-0. Council President Waiz did not vote.
PUBLIC COMMENT:
There was no public comment.

AGENDA ITEMS:
Council President Waiz presented Resolution No. 2003-R-17, A Resolution Of
The City Council Of The City Of Jeffersonville, Indiana, Authorizing The Submittal Of
A Community Focus Fund Application To The Indiana Department Of Commerce And
Addressing Related Matters. Councilperson Conlin made the motion to pass Resolution
No. 2003-R-17, second by Councilpcn'son Ellis, passing on a vote of 6-0. Council
President Waiz did not vote.
Council President Waiz presented Ordinance No. 2003-OR-28; An Ordinance
Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of
Jeffersonville, Indiana For the Year 2004 (Police and Fire), explaining this includes a 4%
increase. Councilperson Conlin made the motion to pass Ordinance No. 2003-OR-28 on
the first reading, second by Councilperson Merkley. Following discussion,
Councilperson Conlin made the motion to amend Ordinance No. 2003-OR-28 by adding
3 firefighters for the last six months of 2004, second by Councilperson Merkley, passing
on a vote of 6-0. Council President Waiz did not vote. The motion to pass Ordinance
No. 2003-OR-28 on the first reading as amended passed on a vote of 6-0. Council
President Waiz did not vote.
Council President Waiz next presented Ordinance No. 2003-OR-29, An
Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of
Jeffersonville, Indiana For The Year 2004. Councilperson Merkley made the motion to
pass Ordinance No. 2003-OR-29 on the first reading, second by Councilperson Conlin
passing on a vote of 5-1. Councilperson Grooms voted against passage and Council
President Waiz did not vote.
Council Presidcmt Waiz then presented Ordinance No. 2003-OR-30, An
Ordinance Amending Ordinance 2002-OR-51, Fixing Basic Salaries Of Appointed
Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2003.
Drainage Board Member Tom Locke introduced himself and Board Members Ken
Johnson, Skip Leonard, Grant Morton, Charlie White; and Les Kavanaugh. Board

Member Ken Johnson gave a history of the establishment of the Board. Mr. Johnson said
the fees were established in July of 2000. He then reviewed the goals of the Board and
the current and furore projects. Mr. Johnson said in the future the Board might ask the
Council to approve a bond issue. The request for tonight is for two additional laborers.
Councilperson Conlin made the motion to pass Ordinance No. 2003-OR-30 on the first
and second readings, second by Councilperson Grooms. Board Member Grant Morton
asked if it was possible to pass the Ordinance on all three readings tonight.
Councilperson Grooms withdrew his second and Councilperson Conlin withdrew her
motion. Councilperson Conlin then made the motion to suspend the roles for Ordinance
No. 2003-OR-30, second by Councilperson Grooms. Councilperson Ellis said his
feelings are known regarding passage of an ordinance on all three readings, but due to
knowing what is needed and how many problems are in his district, he will vote to
suspend. The vote to suspend passed unanimously. Councilperson Conlin then made the
motion to pass Ordinance No. 2003-OR-30 on all three readings, second by
Councilperson Grooms. Councilperson Merkley asked if the Construction Crew did any
of the drainage work. Clerk Treasurer Wilder said the questions raised by the State
Board Of Accounts Auditors had to due with the Construction Crew doing Sewer work;
there were no problems with Drainage. Councilperson Wilson asked if any that have
been laid off recently could be hired. This will be looked into. Councilperson Grooms
asked whom the employees report to. City Engineer Miller answered he or Mike Lanum.
Councilperson Grooms asked what equipment is needed. Board Member Johnson said
the Board is looking at purchasing chain saws, a truck, a grinder, weed eaters, a tractor, a
bush hog, and a chipper. Board Member Morton said the City has a one-ton truck listed
for the auction the Drainage Board would like. Councilperson Conlin would like to ask
the administration to look at the equipment. Council President Waiz is working on a
letter addressed to Mayor Galligan regarding auctioning of items. Clerk Treasurer
Wilder noted the Drainage Board would have to purchase equipment from another fund
for a fair price, but it would not have to be auctioned. At the conclusion of all discussion,
the motion to pass Ordinance No. 2003-OR-30 on all three readings passed on a vote of
6-0. Council President Waiz did not vote.

Clerk Treasurer Wilder explained the need for passage of Ordinance No. 2003-
OR-31, An Ordinance Establishing A Riverboat Revenue Sharing Non-Reverting Fund.
Councilperson Grooms made the motion to suspend the rules for Ordinance No. 2003-
OR-31, second by Councilperson Conlin, passing unanimously. Councilperson Grooms
then made the motion to pass Ordinance No. 2003-OR-31 on all three readings, second
by Councilperson Wilson passing on a vote of 6-0. Council President Waiz did not vote.
Clerk Treasurer Wilder said the Council, was wise to not budget this money and to allow
it to be saved for emergencies.
COUNCIL AND MAYOR COMMENTS:
Councilperson Frantz welcomed Jimmy Nichols, Managing Editor of the Evening
News back to the City of Jeffersonville.
Councilperson Conlin said welcome home Jimmy (Nichols).
As there was no further business to come before the Council, the meeting was
adjourned at 8:30 P.M.
