JEFFERSONVILLE, INDIANA
April 6,2020
The Common Council of the City of Jeffersonville, Indiana met in regular session in the Mayor's
Conference Room 101,500 Quartermaster Court,Jeffersonville, Indiana on April 6, 2020.
Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:02 p.m.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and those present were Council President Matt Owen,
and Councilperson Steve Webb. Those teleconferencing(Covid-19)were Councilperson Dustin White,
Councilperson Bill Burns,Councilperson Joe Paris,Council Vice President Scottie Maples,and
Councilperson Scott Hawkins. Members present 7. Councilperson Donnie Croft and Councilperson Ron
Ellis absent(Councilperson Ellis joined the meeting at 7:15 via telephone).
MINUTES TO BE APPROVED:
Councilperson Hawkins made a motion to approve the minutes of the March 16,2020 regular meeting
with Council Vice President Maples seconding, roll call vote:

Council President Owen made a request to add item 10A—A Resolution Waiving certain Procedures and
Formalities during Disaster Emergency. Councilperson Webb made the motion to approve the agenda
with the addition of item 10A,seconded by Councilperson Burns, roll call vote:

City Controller Heather Metcalf presented (via teleconference)the Civil City Claims in the amount of
$2,090,614.71 with no changes. Councilperson Burns made a motion to approve the Claims,seconded
by Council Vice President Maples, roll call vote:

City Controller Metcalf presented the Parks'Claims in the amount of$142,981.91 with no changes.

1. Nick Creevy—Spring Street Grant Application(Public Hearing)
Council President Owen requested this item to be removed from the agenda because Grants
are cut off until further notice. Council Vice President Maples made the motion to remove
the item from the agenda,seconded by Councilperson Burns, roll call vote:

NEW BUSINESS:
1. Les Merkley,City Counsel—2020-R-5 A Resolution Waiving certain procedures and formalities
during Disaster Emergency

Mr. Merkley presented the resolution,as per State Statue and the Governor's State of
Emergency,to appropriate money for additional expense due to the Covid 19 virus. The request
is to waive the public notice and public hearing,this one time, because of the challenges
presented with the stay at home Executive Order. Council Attorney Wilder agreed. Council Vice
President Maples made the motion to pass the resolution, seconded by Councilperson Burns,
roll call vote:

2. Heather Metcalf—2020-OR-22 Additional Appropriation for Covid-19 Expenses
President Owen-indicated several departments have already spent outside their budget line;
currently$27,000 added because of Covid-19 expenses. This additional appropriation will
purchase public safety equipment for employees and civil services. It will come out of our Rainy
Day Fund which stands at about$4 million. The Clerk's office will process the claims for the
departments so they are in a central location to track for Federal reimbursement from FEMA.
Council Vice President Maples made a motion to suspend the rules with the anticipation of
passing unanimously on all three readings, seconded by Councilperson Hawkins, roll call vote:

3. Larry Wilder 2020-R-6—A Resolution to Address Covid-19 Response Services
Council President Owen—this resolution outlines how this money is to be used and processed.

ATTORNEY COMMENTS:
Mr.Wilder,Council Attorney—spoke to the Council that we are in uncharted waters and he feels
comfortable from a legal position that things are being done correctly—great job to everyone.
Mr. Merkley,City Attorney—agreed with Mr.Wilder. The Administration is trying to do the best we can
with uninterrupted essential services.

COUNCIL COMMENTS:
Councilperson White—have you been able to get information on how to get Federal dollars to pay for
sick and family leave? Mr. Merkley,City Attorney-we are not eligible;we are following the Ordinance
the Council adopted.
Councilperson Burns—thanked the employees who are providing our essential services,and also the
local hospital.
Councilperson Paris—Is there an update on the River Stage repair? Mr. Merkley,City Attorney—it is as
expected, but this happened. Crews pulled off,so I'm not sure,will check tomorrow. Councilperson
Webb—foam was delivered.
Council Vice President Maples—echo Councilperson Burns'thoughts and appreciated everyone
following Governor Holcomb's order to stay home. We will get through this.

Councilperson Hawkins—no comment
Councilperson Ellis—stated that he has been in the hospital 3 times since the last meeting and wanted
to thank the health care workers and the many well-wishers. He is doing better; and stated it is not
Covid-19 and hopes to be back to normal soon.

Council President Owen—expressed his well wishes for a speedy recovery to Councilperson Ellis. He
also thanked everyone for the continued service and how well the administration has handled this, it
has not let up, it is different and I appreciated all the effort.
