HomeMy WebLinkAboutFebruary 3, 2020 City Council Minutes COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA FEBRUARY 3,2020 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 p.m.,on February 3, 2020. Councilperson Owen along with City Clerk Gill called the meeting to order at 7:00 p.m. Councilperson Ellis gave the invocation and Councilperson Owen asked those in attendance to please stand for the Pledge of Allegiance. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson Dustin White, Councilperson Bill Burns,Councilperson Joe Paris,Council Vice President Scottie Maples,Councilperson Donnie Croft, Council President Matt Owen,Councilperson Steve Webb,Councilperson Scott Hawkins and Councilperson Ron Ellis—all members present. MINUTES TO BE APPROVED: Councilperson Burns made a motion to APPROVE the minutes of the January 21,2019 regular meeting with Councilperson White seconding,and motion PASSES on 9-0. APPROVAL OF THE AGENDA: Councilperson Burns made a motion to approve the agenda,seconded by Councilperson Croft and motion passes 9-0. CLAIMS TO BE APPROVED: City Controller Heather Metcalf presented the Civil Claims in the amount of$1,255,539.40. Councilperson White made a motion to APPROVE the Claims with Councilperson Burns seconding, PASSING on a vote,9-0. City Controller Heather Metcalf presented the Parks Claims in the amount of$95,621.62. Ms. Metcalf reported that there is a hand carry request in the amount of$60,000. Parks Director Paul Northam presented the claim. The River Stage barge is leaking. Research was done on replacement as well as repair and this option at$177,500 to fill the inside hull with foam insulation should provide up to 15-20 years additional life. This$60,000 down payment will be funded out of Parks Budget and seek a grant for the balance and work would be complete in March. Councilperson Webb requested checking with local supplier McBride. Cost for new upward of$1,400,000. Councilperson White made a motion to APPROVE the news Parks claims total of$155,621.62 with Councilperson Maples seconding, PASSING on a vote,9-0. REPORT OF THE CLERK: City Clerk Gill reminded the Council that the next scheduled meeting is on President's Day,so the next regular meeting will take place Tuesday, February 18`h, at 7:00 pm. UNFINISHED BUSINESS: 1. 2020-OR-4 An Ordinance Amending 2019-OR-57 and An Ordinance Fixing the Salaries of Appointed Officers and Employees Council President Owen indicated there were no 1 changes. Councilperson Burns made the motion to pass the ordinance on the final reading, seconded by Councilperson Webb and motion passes 9-0. 2. 2020-OR-5 An Ordinance Transferring Funds within Same Department City Controller Metcalf indicated there were no changes. Councilperson Maples made the motion to amend the Ordinance removing$6,031.40 Animal Shelter Director's increase, seconded by Councilperson White. Councilperson Ellis inquired why? Councilperson Maples disagrees with the performance. Motion passes 6-3 (Paris, Hawkins and Ellis). Councilperson Maples made the motion to approve the amended Ordinance on the 2nd and 3rd reading,Councilperson White seconded the motion and motion passes 7-2 (Ellis and Paris) 3. 2020-OR-6 (Public Hearing)An Ordinance of Additional Appropriation City Controller Metcalf indicated there were no changes. Public Hearing opened at 7:21 p.m.—no speakers appeared; public hearing closed at 7:22 p.m. Councilperson Burns made the motion to approve the Ordinance on the final reading, seconded by Councilperson Hawkins and motion passes 9-0. 4. 2020-OR-7 (Public Hearing)An Ordinance of Additional Appropriation City Controller Metcalf indicated there were no changes. Public Hearing opened at 7:23 p.m.—no speakers appeared; public hearing closed at 7:23 p.m. Councilperson Hawkins made the motion to approve the Ordinance on the final reading, seconded by Councilperson Paris and motion passes 9-0. 5. 2020-OR-8 (Public Hearing)An Ordinance of Additional Appropriation City Controller Metcalf indicated there were no changes. Public Hearing opened at 7:24 p.m.—no speakers appeared; public hearing closed at 7:24 p.m. Councilperson Webb made the motion to approve the Ordinance on the final reading, seconded by Councilperson Maples and motion passes 9-0. NEW BUSINESS: 1. Les Merkley 2020-OR-9 An Ordinance Changing the Zoning Map of a Certain Tract of Property Located at 4514 Middle Road From R1-Low Density Residential to I1-Business Park/Light Industrial. Public Hearing Counsel Merkley presented the Ordinance indicating this is some housekeeping work that comes with a favorable recommendation from Planning Commission. Owner Micah McRae,8422 County Line Road Sellersburg was present to take any questions and indicated he purchase the property last year and we will be doing speculative building; it will sit idle for a while. Councilperson Hawkins made the motion to approve the zoning request,seconded by Councilperson Burns and motion passes 9-0. 2. Les Merkiey 2020-OR-10 An Ordinance Changing the Zoning Map of a Certain Tract of Property Located at 3440 Charlestown Pike From Mi-Low Density Multifamily Residential to R3-Old City Residential. Public Hearing Counsel Merkley presented the Ordinance indicating this comes with a favorable recommendation from Planning Commission. Owner Stewart Winchell not present. Councilperson Burns made the motion to approve the zoning request, seconded by Councilperson Webb and motion passes 9-0. 2 3. Les Merkley 2020-OR-11 An Ordinance Changing the Zoning Map of a Certain Tract of Property Located at 406 Ewing Lane from IS-Institutional to R3-Old City Residential. Public Hearing Counsel Merkley presented the Ordinance indicating this comes with a favorable recommendation from Plan Commission. Mr.John Kraft,Attorney 126 West Spring Street representing Millennial Builders presented details of the zoning change which will include 10 lots with a large common area. Councilperson Burns made the motion to approve the zoning change request,seconded by Councilperson White and motion passes 9-0. ATTORNEY COMMENTS: None DEPARTMENT HEAD REPORTS: Parks Director Northam presented a request for a compact wheel loader to help with clearing debris from the docks as well as other task. Parks does have money in the budget and we have a favorable recommendation from the Parks Authority but we would like approval to do a 36 month lease to own, with$1 to purchase at end of lease. After discussion of Council approving a lease for future Council budget-Councilperson Hawkins made the motion to approve Parks entering into this lease which falls under this Council's term,seconded by Councilperson Maples and motion passes 9-0. Human Resources Director Calabro spoke to Council regarding pay equity history with an unbiased consultant. Encouraged Council to contact her for a meeting to review City procedures with regards to how these pay grade changes occur. Councilperson Maples inquired if employee benefit package was included? Director Calabro said it only included longevity but not benefits at this time,although she agreed and that is something she hopes to do this year is a total compensation statement for each employee. She did not believe she has funds in her budget at this time to pay for the additional research to include benefits. She believes staying at reviews every two years to not get to far off the market value. PUBLIC COMMENTS: None COUNCIL COMMENTS: Councilperson White—inquired about the Negotiation Committee with Police and Fire; indicating he would like to serve on this committee. Committee should be less than five. After discussion Councilperson Maples motioned the committee would consist of Councilpersons White, Burns,Croft and Hawkins,seconded by Councilperson Webb and motion passes 9-0. Councilperson Burns—no comment Councilperson Paris—no comment Councilperson Maples—no comment Councilperson Croft—good meeting and we got a lot accomplished Councilperson Webb—agreed this was a good meeting and hopes the photograph stays this way for a while. 3 Councilperson Hawkins—no comment Councilperson Ellis—no comment Council President Owen- indicated at the request of another Councilperson he would like to take step back and remove himself as Council appointment to Parks Authority. Councilperson White made the motion to appoint Councilperson Burns,seconded by Councilperson Maples and motion passes 9-0. Council President Owen asked if all Councilpersons can have their apparel order by the end of the week for City apparel. The Council may also need a small transfer to cover the increase cost of National League of City's membership. A request was made to move processing property and casualty claims to Brian Smith,Safety Manger. Premiums will still be processed in the Clerk's office. No objections to these changes. The"Council Rules"committee met and will be meeting again and hopefully we can present soon.
