HomeMy WebLinkAboutCC December 23, 2019 Special Meeting MEETING MINUTES SPECIAL MEETING DECEMBER 23, 2019 MEETING CALLED TO ORDER 12:05 PM. The meeting was called to Order at the request of Mr. Ronald Ellis. Roll Call was conducted by Mr. Scott Hawkins. In attendance was Councilman, Ronald Ellis, Scott Hawkins, Scott Maples, Dustin White and Joseph Paris. Absent at the initial Roll Call was Councilmembers Ed Zastawny (President), Lisa Gill (Vice-President), Nathan Samuel and Matt Owen. Councilman Owen joined the meeting at 12:15 p.m., however. CONDUCT OF MEETING: Mr. Hawkins inquired as to how/who should Chair the meeting in the absence of the President and Vice-President. It was determined that the body in attendance should select someone to Chair the meeting by vote of the majority. Mr. Maples made the motion to nominate Mr. Hawkins to Chair. The motion was seconded by Mr. White. The vote was unanimous and Mr. Hawkins assumed the gavel. OLD BUSINESS: Mr. Hawkins acknowledged that the meeting was convened for the singular purpose of addressing the Elected Officials Salary Ordinance Number 2019-OR-72. The Ordinance was passed setting forth the Mayor's "General Fund" salary at the sum of $80,000 and his Sewage Board salary as President of $20,000 and $5,000 for membership on the Board itself. Mr. White requested that the membership table discussion of the Elected Official Salary Ordinance to allow them to discuss the potential of passing a Resolution Establishing Longevity Pay for the Mayor of the City of Jeffersonville. Mr. Hawkins seconded the motion to table and moved to discuss the Resolution adopting Longevity Pay. 1 The members discussed the proposed resolution. The membership requested that changes be made to the proposed Resolution. After further discussion was held with consideration being made for the changes the council voted. Mr. Maples made a motion to adopt A Resolution Establishing Longevity Pay for The Mayor of the City of Jeffersonville as presented with changes. Mr. Owen seconded the motion. Mr. White, Owen, Maples, Hawkins and Paris voted to pass the Resolution as amended during discussion. Mr. Ellis voted no. The Resolution passed. Mr. Hawkins moved the council resurrect the previously tabled discussion regarding the Elected Officials' Salary Ordinance. Mr. Maples seconded the Motion and the motion carried unanimously. Mr. Maples proposed that Ordinance Number 2019-OR-72 be amended to provide that the Mayor's General Fund Salary should be raised to $96,500. Mr. White seconded Mr. Maple's motion to amend. The members engaged in discussion. Mr. Hawkins called for the vote upon Mr. Maple's proposed amendment. The motion to amend failed. The vote was as follows: In favor of the amendment: Mr. White, Hawkins, Owen, Maples. Against: Mr. Ellis and Mr. Paris. The request for discussion was raised among the members as to whether there was a compromise that may exist among the membership. The members engaged in further discussion regarding an agreeable increase in the General Fund Salary of the Mayor. Mr. White made a motion that Ordinance Number 2019-OR-72 be amended to reflect that the Mayor's General Fund Salary shall be set at $90,250. The members' engaged in discussion. Mr. Maples moved that the body vote on the amendment. Mr. Hawkins' seconded the motion to call the question. The body voted. 2 • In favor: Mr. Maples, Hawkins, White, Owen and Paris Against: Mr. Ellis The amended Salary Ordinance passed on the first two readings. The council acknowledged that they will meet again on Friday, December 27, 2019 to take up any new business and to address old business as well. The meeting was called to Order at the request of Mr. Maples Roll Call was conducted by Mr. Scott Hawkins. In attendance was Councilman, Scott Hawkins, Scott Maples, Dustin White, Matt Owen and Joseph Paris. Absent was Councilmembers Ed Zastawny (President), Lisa Gill (Vice-President), Nathan Samuel, and Ron Ellis. CONDUCT OF MEETING: Mr. Maples requested that the meeting be called to order and that Mr. Hawkins chair the gathering as he had done on December 23rd. It was unanimous and Mr. Hawkins proceeded. OLD BUSINESS: Mr. Hawkins acknowledged that the meeting was convened for the singular purpose of addressing the amendement to the Elected Officials Salary Ordinance Number 2019-OR-72 and to consider passing same on the third and final reading of the amended Ordinance 2019-OR-75. The Ordinance as passed on December 23rd called for the Mayor's salary to be increased to $90,250 to be paid from the General Fund. However, before the question was called Mr. Maples made a motion to amend the language in the statute calling for an exclusion of all payments or stipends to be paid to councilmembers who sit on Boards. Discussion was opened. The members expressed their concerns with language however, seemed to be in agreement that the exclusion of payment was reasonable. Mr. Owen's made a motion to amend 2019-OR-72 to reflect language the precludes council members from receiving payment for serving on City government Boards. Mr. Hawkins seconded the motion. The question was called 1 and the members voted. In favor of the amendment: Mr. Owen; Mr. Hawkins; Mr. Paris; Mr. Maples; Mr. White. The amendment passed unanimously. Next, City Attorney, Les Merkley was present and requested the opportunity to address the council regarding the Mayor's salary. Mr. Merkley expressed that the administration was requesting that the Mayor's "General Fund" salary be raised to $97,000. Mr. Merkley shared that it was the administration's belief that this amount was fair in consideration of the size of the city, the recent electoral success of the Mayor and comparison with other cities the size of Jeffersonville. The council entered into discussion after Mr. Merkley concluded his remarks. The discussion revealed that there was not unanimous support for the raise. Mr. Maples opined that it would seem that there was a 'meeting point' somewhere between the amount the Mayor requested and the amount that had been passed on two readings. Mr. Maples made a motion to raise the Mayor's "General Fund" salary to $93,000. There was a brief discussion. Mr. Owen seconded the motion and the question was called for vote. The amendment passed unanimously with Mr. Owen; Mr. White; Mr. Maples; Mr. Paris and Mr. Hawkins voting in the affirmative. Subsequent to this amendment Mr. Owen made a motion to suspend the rules in order to pass the amended Ordinance on all three readins. The motion was seconded by Mr. Maples. The members voted unanimously to suspend the rules and voted on the amended Ordinance 2019-OR-72 on all three readings. Ordinance 2019-OR-75 an Ordinance Amending Ordinance 2019-OR-72 was passed unanimously on all three readings. The members voting in favor where Mr. White, Mr. Owen, Mr. Paris, Mr. Maples and Mr. Hawkins. Mr. Maples moved to adjourn the meeting. Mr. White seconded and the meeting was concluded.
