HomeMy WebLinkAboutPA SEPTEMBER 23,2019 Jeffersonville Parks Authority Monday, September 23rd, 2019 The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall, Jeffersonville, IN on, September 23rd, 2019. Members Present: Josh Kornberg, President Bill Burns, Mark Munzer, Larry Jordan, Ralph Scales and Scot Haire. Also Present: Parks Director Paul Northam and Asst Director Amber Riding and City Attorney Les Merkley. APPROVAL OF AGENDA Member Kornberg made a MOTION to approve the agenda for the September 23rd, 2019 Parks Authority Meeting,the motion was seconded by Member Jordan. The motion PASSED on a vote of 6-0. APPROVAL OF MINUTES Member Kornberg made a MOTION to approve the Minutes from the August 26th, 2019 Parks Authority Meeting,the motion was seconded by Member Scales. The motion PASSED on a vote of 6-0. OLD BUSINESS- Burns-Fieldhouse Update- Burns-Fieldhouse Painting Quote- Burns-Fieldhouse Open House/Donor Appreciation-The turnover date is supposed to be this Wednesday but we will do the punch out and hopefully we will be done. Once they finish their part I would like to come in and repaint the doors. Walker owes us some on the parts that need repainting but we don't have an amount yet. We have two quotes,one from Royal Touch$18,121.77 and Powell's Painting$14,875.25.We would like to go with Powell's Painting. Member Kornberg made a MOTION to approve the contract with Powell Painting for$14,875.25,the motion was seconded by Member Haire. The motion PASSED on a vote of 6-0. I think we will also have the money left over to do the windows on the left side but we are waiting to see where we stand and once the school is completed they may be willing to help share the cost. Northam-Abbey Road-I have taken this contract to the Mayor for his approval and now we are ready to sign the actual contract. President Burns asked if we already signed a five year extension and Director Northam stated that we have discussed the terms of the new contract but we have not approved the contract in a meeting or signed it. The main difference is the amount that we pay in in-kind it will start at$50,000.00 and then go down to $20,000.00 by the end of the contract. The$50,000.00 in cash will stay the same, only the in-kind will go down by$10,000.00 each year. Member Ellis asked if it would be possible to have the previous year's financials for Abbey Road. Director Northam stated that he would have them at the next meeting. Member Kornberg made a MOTION to approve the five year contract extension with Abbey Road,the motion was seconded by Member Jordan. The motion PASSED on a vote of 5-1(Ellis). NEW BUSINESS Northam-Temporary Shelter Request-EnVision Center- We have a nursing home Hillcrest contact us, in past years they have had an agreement with the Fieldhouse in case of bad weather for their residents to come in case of emergency. So with the fieldhouse being down for the last year and with the school coming we thought it might be better to move the agreement to the EnVision Center. The members stated that they were in favor of the agreement but we also need to keep in mind that there are several nursing homes and schools in the area that might need help in the event of a natural disaster so we may need to keep that in mind as we make these agreements with different nursing homes and schools. Member Kornberg made a MOTION to approve the agreement with Hillcrest Nursing Home,the motion was seconded by Member Haire. The motion PASSED on a vote of 6-0. Northam-Steamboat Night Claim- DIRECTOR'S REPORT Sara and Dave-are focused on the Catfish Tournament and a kids fishing rodeo. There is also a touch a truck day coming this weekend. This weekend there is also a basketball event through CASI at the EnVision Center. Olivia-We are trying new things at the Ken Ellis Center we are doing a cake decorating class and a Sit and Be Fit so we are looking forward to that. I have the report from the 2019 Pool Season,we made$246,587.75 for the season through admissions and concessions which is up about$70,000.00 over last year. At the moment we are in the process of closing up the pool. Donnie-We still have a lot to do at the pool, taking out the chairs and kids equipment. We have finished up a couple of jobs that we have been working on the last couple of week and are gearing up for Halloween and then Christmas. Paul-There is a dedication at Old Colston Parks which is now Veterans Park in October. There was an announcement of a new park by Vissing, it will be called Shirley's Arbor. It will not have any ball fields but should have walking trails. We just started the EnVison Center basketball teams,we have nine teams and we have over 70 kids in our afterschool programs. We actually had to cut it off because we don't have the staff to handle any more kids. Member Jordan suggested having volunteers to help with the after school kids, as long background checks are completed. REPORTS AND COMMENTS Parks Authority Attorney Report- NONE Public Comments- NONE Parks Authority Member Comments- Ron Ellis asked if there had been any talk of a light at Duffy's to help the boats come in. Director Northam stated that he would have the city electrician take a look and see what he can do. Larry Jordan stated that the emergency room is handing out flyers to walk over EnVision Center to see Life Springs for treatment. The flyers have been pulled but we need to have make sure what our relationship with Life Springs is before these flyer continue again.
