HomeMy WebLinkAboutHP SEPTEMBER 9, 2019 IIistoric Preservation Commission I MINUTES The Jeffersonville Historic Preservation Commission met for a regular meeting at 6 p.m.on Monday,September 9,2019, in the Building Commission Conference Room of City Hall. Roll Call President Jan Paddocks called the meeting to order with roll call.Members present,including Paddocks,were Johnna Anderson,Jill Schimpff,Ed Siewert,Maggie Moore and Melanie Yates.Member Lisa Green was absent. AGENDA President Jan Paddocks asked the members to review the agenda for the September 9,2019 meeting.Melanie Yates made a motion to approve the agenda.Member Jill Schimpff seconded the motion.The agenda for the September 9,2019 meeting was unanimously approved. MINUTES Paddocks asked members to review the minutes from the August 12,2019 meeting.After a brief review,Jill Schimpff made a motion to accept the minutes.Ed Siewert seconded the motion and the minutes for the August 12,2019 meeting were unanimously approved. CERTIFICATES OF APPROPRIATENESS: • Riverside Cigars,201 Spring Street,submitted an application for C of A for new signage.Esstan Ehalt appeared before The Commission and stated that this is an existing sign from their New Albany location and that the sign looks like a match box. Ehalt stated that the sign would be mounted at the corner of the building and will follow all standards.Ehalt stated that the sign will be mounted so that there is no danger of it falling onto the sidewalk. Melanie Yates asked if they had removed the tree in front of the building on Spring Street. Ehalt stated that the City had removed the tree and they are now having more foot traffic into the store. Melanie Yates asked how far down on the building the sign would be located. Ehalt stated that the sign will be 8'in height from the sidewalk. Advisor Laura Renwick stated that 8'is the minimal but would like to see it even with the window. Ehalt stated that his main concern is to stay within the standards and to the sign would be secured that if a major storm came it would not put anyone in jeopardy. Jan Paddocks ask if the sign was illuminated. Renwick stated that it was but the illumination is very low. Ed Siewert made a motion to accept the C of A for 201 Spring Street.Jill Schimpff seconded the motion and was unanimously approved. • Shane Calkin,213 Jackson Street,submitted an application for C of A for new fencing.Although no one was present at the meeting to provide additional information or comment,the Commission still considered the application. Advisor Renwick stated the new fence that is being proposed is stone face block piers and base and is proposed at the same location as the old fence. Paddocks asked if they are going to remove the original pillars. Renwick stated that the original pillars would be removed and replaced with split-face block columns and horizontal wood boards. Paddocks stated that she does not like the wood, Melanie Yates asked if it meets the covenants. Renwick stated that Greg has already approved it,but that doesn't mean the Commission must approved if they feel the design is not necessary consistent, Paddocks asked if the owner is painting the wood Renwick stated that she believe so but if we have questions the Commission could vote to table the application. Jill Schimpff stated that we need more information. Melanie Yates made a motion to table the application.Seconded by Jill Schimpff.Motion passed. STAFF COMMENTS Advisor Laura Renwick stated that she spoke with Franklin Commons neighborhood of the possibility of expanding the Historic District,did not seem very interested.This would increase property values,will keep you posted if something should change. Renwick also stated that the meeting in October falls on Columbus Day and that City Hall will be dosed.We will need to re-schedule for Tuesday the 15th or Monday 21"or Monday 70.The Commission elected to move the meeting in October to the Th. Johnna Anderson stated that she will prepare a notice of change of meeting for October 7,2019.
