Monday, July 22nd, 2019
The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall,
Jeffersonville, IN on, July 22nd, 2019. Members Present: Josh Kornberg, President Bill Burns,
Mark Munzer, Matt Owen and Scot Haire. Also Present: Parks Director Paul Northam and Asst
Director Amber Riding and City Attorney Les Merkley.
Approval of Agenda
President Burns added 1A Budget meeting to the agenda.
Member Owen made a MOTION to approve the amended agenda for the July 22"d, 2019 Parks
Authority meeting, the motion was seconded by Member Kornberg. The motion PASSED on a
vote of 5-0.
Approval of Minutes
Member Owen made a MOTION to approve the minutes from the June 24th, 2019 Parks
Authority meeting, the motion was seconded by Member Munzer. The motion PASSED on a
vote of 5-0.
Old Business-
Burns- Budget Meeting- We have a copy of the budget for next year which has allowed us to
add a couple of employees to help us with the new park. Director Northam stated that there
weren't major changes from this year just moving money from some lines to others to help
cover the new park and the envision center. Member Owen stated that this budget is tight but
in the black for the next year and that is a positive thing. Going forward we will have to keep in
mind that we won't be able to add any more employees or programing since the budget is tight
but we got everything covered. Member Kornberg asked if we had planned in any money for
the Riverstage and Director Northam stated that not in 2020 but the plan is to start looking into
the Riverstage replacement in 2021.
Member Owen made a MOTION to approve 2020 Parks Budget, the motion was seconded by
Member Kornberg. The motion PASSED on a vote of 5-0.
Burns- Fieldhouse Update- We are moving along and planning to start out basketball season in
the Envision Center as we are still waiting on a couple more items for the Fieldhouse. It's
possible it will be open but it will be tight at the moment.
Burns- Fieldhouse Work Order- We don't need to vote on this it is just a written contract for
the brick work that was approved at the last meeting.
Northam-Security Pro's Service Order- Last month we approved the contracts for the Envision
Center and Skate Park but we backed out the one month of service so now this contract is for
the service for the rest of the year.
Member Owen made a MOTION to approve the Security Pro's contract for$1541.97 for the
Envision Center and $959.50 for the skate park for service, the motion was seconded by
Member Munzer. The motion PASSED on a vote of5-0.
New Business-
Northam- New Mower- We have three quotes for a new mower to replace one that is having
engine issues. The quotes are from Anderson for$13,049.95, Central Equipment Co. John
Deere for$9,403.84 and Wright Implement John Deere for $9349.90.
Member Owen made a MOTION to approve new mower contract for$9349.90 with Wright
Implement John Deere, the motion was seconded by Member Munzer. The motion PASSED on
a vote of 5-0.
Northam- New Skid Steer- We have four quotes for a CAT, which we use for drift wood and
tearing out shrubs and pipe work. We are getting a trade in value of$8000.00 for the one that
we have. The quotes are from Whayne $45,000.00, Hay Day$36,500.00, Jacobi $27,000.00.
Member Owen made a MOTION to approve 2013 CAT from Jacobi for$27,000.00, the motion
was seconded by Member Munzer. The motion PASSED on a vote of 5-0.
Northam- Memorandum of Understanding GCCS- Spring Hill School likes to use Ken Ellis as a
safe place when the weather is bad so that they can come in a do a loop and get the kids out.
They know that we have bingo and other activities so they work around our schedule.
Member Owen made a MOTION to approve Memorandum of Understanding with GCCS, the
motion was seconded by Member Kornberg. The motion PASSED on a vote of 5-0.
Director's Report-
Rikki- We are getting ready to work on scheduling for the fall but we are waiting to see how
many teams we will have. Vissing Park summer softball is winding down and we have a couple
more weeks of our summer seasons. Basketball is right around the corner and of course soccer
as well.
Tim- Usually we talk about landscaping but lately we have been doing more mowing, the Mayor
wants 10th street to be mowed every Monday so we split that with the street department.
INDOT comes in four times a year and mows but that wasn't enough for the Mayor so are doing
that more often as well. Les Merkley asked how many full time employees and seasonal
employees that Green Space has. Tim stated nine full time and six seasonal employees but they
are getting more next year.
Olivia- We had Soul Kitchen at the pool and this week we have Christmas in July at the pool and
we will have Santa. And then we have battle of the pools with New Albany in which we have
competitions between us and New Albany. Ken Ellis is still doing bingo and the music classes
which are bringing in new people.
Donnie- I'm just so happy I got a new piece of machinery that I'm going to keep my mouth shut.
Amber- We have two more weeks of summer camp at the Envision Center so if you haven't had
a chance to stop by please try to.
Paul Northam- We have a couple more weeks of summer planning ahead of us and then we are
going to sit down and start planning for next summer. Bob Hedge is getting resurfaced and it
was really needed so we are very excited. Harmony Green's stage is falling apart so we are
doing some work on fixing that. We are also working on the fence at the Police station, we are
just waiting on some wind screen. Envision center had an open house last week with over 100
people so had a great turn out for that. August 5th will be the first day it will be open after the
summer program is finished. We had a little set back with Chapel Lake but we are moving
forward and hope to have a soft opening in November.
Reports and Comments-
Parks Authority Attorney Comments-There have been issues with the noise ordinance so I'm
going to update the boar d with where we are. The current ordinance is from 1986, the portion
that says exemptions and permits. The city can issue permits for events outside of the list
holidays in the ordinance and in 1996 the ordinance was changed from 7pm to 7am from 11pm
to 7am. Currently we are in compliance with the ordinance until the time that the council
decides to amend the ordinance. Member Owen stated that there is a group of council
members that are working on a new noise ordinance.
Parks Authority Comments- none
Public Comments- Mary Jo Carrico- I have been to the City Council and now I'm here to speak
to as many people as possible. The ordinance is as Les stated that is correct but I want to give
you a picture of what it is like to live near Big 4 Park. Sometimes the noise is so loud that we
cannot sit on our porches and can even hear it in our houses. I came here to meet with you all
because I want to find a happy medium between the events and the classes and the
neighborhood.
I live next door to the pizza place and across from Zumba and there are nights that I can't even
talk to my neighbors when I get home. Parlor pizza said in the planning and zoning meeting
they would plant trees to dampen the noise and they have not planted the trees. We need you
all to know that we aren't against these events but we need a middle ground because it is
getting to be constant and we need a break from the noise.
Member Kornberg made a motion to ADJOURN at 6:33pm, PASSING on a vote of 7-0.
