OF JEFFERSONVILLE, INDIANA
AUGUST 19, 2019
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on August 19, 2019.
Council President Ed Zastawny along with City Clerk Conlin called the meeting to order at 7:07 pm.
Councilperson Ellis gave the invocation. Council President Zastawny asked those in attendance to stand
and recite the Pledge of Allegiance.
ROLL CALL:The roll call was conducted and those present were Councilperson White, Councilperson
Maples, Councilperson Paris, Councilperson Gill, Councilperson Hawkins, Councilperson Owen,
Councilperson Ellis, Councilperson Samuel and Council President Zastawny.
MINUTES TO BE APPROVED:
August 5, 2019 Regular Proceedings—Councilperson Owen made a motion to APPROVE the minutes with
Councilperson Maples seconding, PASSING on a vote, 9-0.
APPROVAL OF THE AGENDA:
Councilperson Gill made a motion to APPROVE the agenda with Councilperson Owen seconding,
PASSING on a vote, 9-0.
CLAIMS TO BE APPROVED:
City Controller Heather Metcalf presented the Civil Claims. Councilperson Gill noted that on page 7
there was a claim under Safety for travel for a conference that would no longer be attended due to the
position becoming vacant. Controller Metcalf stated that the Council should approve the claim as is and
then there would be a credit on the next month's credit card statement reflecting the cancellation.
Councilperson Gill asked if all other claims were in order and Controller Metcalf stated they are.
Councilperson Gill made a motion to APPROVE the claims with Councilperson Owen seconding, PASSING
on a vote, 9-0.
City Controller Heather Metcalf presented the Parks Claims. Councilperson Gill asked if all claims were
in order and Controller Metcalf stated they are. Councilperson Gill made a motion to APPROVE the
Parks Claims with Councilperson Owens seconding, PASSING on a vote, 9-0.
REPORT OF THE CLERK:
City Clerk Conlin noted that the first meeting in September would be on Tuesday, September 3, 2019
due to the Labor Day Holiday. Council Attorney Larry Wilder stated he would advertise the change.
UNFINISHED BUSINESS:
1. Ed Zastawny/Nathan Samuel—2019-OR-36 An Ordinance Funding Local Not-for-Profit,for
Specific Projects Addressing Needs and Services for Jeffersonville Homeless—Councilperson
Samuel said this is to help address the homeless needs and services. This funding would not be
eligible for organizations operating expenses. This has been modified since the last reading to
change a percentage to a concrete dollar amount. Councilperson Owen brought up that the
Haven House is going to be changing ownership and asked if the Council wanted to delay this
decision until more was established there. The Council discussed the serious need for a plan to
be established for homelessness and current concerns. The Council discussed the need to
change wording from saying "will" to instead saying "may" and Economic Income Dollars will be

changed to Economic Development Income Tax dollars. Councilperson Owen made a motion to
AMEND the noted changes with Councilperson Gill seconding, PASSING on a vote, 8-1 with
Councilperson Maples voting against the matter. Councilperson Samuel made a motion to
APPROVE 2019-OR-36 on the second and third reading with Councilperson Gill seconding. A roll
call vote was requested:

Final vote, motion PASSED on a vote, 6-3 with Councilperson White, Councilperson Maples, and
Councilperson Owen voting against the matter.
2. Ed Zastawny/ Heather Metcalf—2019-OR-40 An Ordinance Transferring Certain Funds Within
The Same Department—City Controller Heather Metcalf presented 2019-OR-40. There have
been no changes since the last meeting. Councilperson Gill made a motion to APPROVE 2019-
OR-40 on the third and final reading with Councilperson Owen seconding, PASSING on a vote, 9-
0.
3. Ed Zastawny/ Heather Metcalf—PUBLIC HEARING -2019-OR-41 An Ordinance of Additional
Appropriation— City Controller Heather Metcalf presented 2019-OR-41. There have been no
changes since the last meeting. Council President Zastawny opened the Public Hearing at 7:36
PM and as no members of the community came forward to speak for or against the matter the
Public Hearing was closed. Councilperson Maples made a motion to APPROVE 2019-OR-41 on
the third and final reading with Councilperson Owen seconding, PASSING on a vote 7-2 with
Councilperson Gill and Councilperson Ellis voting against the matter.
NEW BUSINESS:
1. Ed Zastawny/Andy Crouch—Interlocal Agreement for the Joint Purchase of Aerial
Photography Services for GIS Mapping Purposes—City Engineer Andy Crouch presented the
Interlocal Agreement. This is for the City's portion of the GIS Mapping. This is a lower amount
than previous years. Councilperson Owen noted this is not a free service for the public. You
now have to pay a subscription fee on top of the Council funding this with tax dollars.
Councilperson Samuel made a motion to APPROVE the Interlocal Agreement with Councilperson
Ellis seconding, PASSING on a vote, 9-0. Councilperson Samuel made a motion to have Council
President Zastawny sign the Interlocal Agreement with Councilperson Gill seconding, PASSING
on a vote, 9-0.
2. Ed Zastawny/Matt Owen -Keeley Stingel—Southern Indiana Homeless Coalition Update—
present an update— Keeley Stingel was present to provide the Council with an update from the
Southern Indiana Homeless Coalition. The Council has supported the Coalition at the $75,000
level in the past and she is here to request that again for next year. She addressed the
information that the Haven House is going to be under new leadership and outlined what she
would like to see from other service providers in the area. The State of Indiana uses the HMIS
software to collect data and she would like to see the service providers of the area use that
system as well to accurately portray the homelessness severity in Southern Indiana. Mrs. Stingel

provided an update on White Flag as well. It is volunteer ran, however this year they will be
having a paid supervisor to alleviate some of the decision making responsibilities from the
volunteers. Another project they are rolling out is Louie Connect. It is a website where
someone can plug in all of their information and it will connect them to local service providers
that can assist them. Southern Indiana Homeless Coalition provides services for 8 counties. The
City of New Albany contributes$50,000 in funding and they are working on other communities
to engage as well. It was discussed that it would be helpful if the Council is to contribute
funding to an organization for homeless needs that they make a stipulation that the
organization has to participate in using the HMIS software. Mrs. Stingel's last day will be August
31ST. An interim director will be named some while the search continues for a full time Executive
Director.
3. Ed Zastawny/Heather Metcalf—2019-OR-42 An Ordinance Transferring Certain Funds Within
The Same Department—City Controller Heather Metcalf presented 2019-OR-42. Councilperson
Samuel made a motion to APPROVE 2019-OR-42 on the first and second reading with
Councilperson Owen seconding, PASSING on a vote, 9-0.
4. Ed Zastawny/Heather Metcalf—2019-OR-43 An Ordinance of Additional Appropriation
(Public Hearing September 3, 2019)—City Controller Heather Metcalf presented 2019-OR-43.
Councilperson Owen made a motion to APPROVE 2019-OR-43 on the first and second reading
with Councilperson Gill seconding, PASSING on a vote, 7-2 with Councilperson Samuel and
Councilperson Ellis voting against the matter.

Councilperson Gill—She would like to set a meeting for the Noise Ordinance Violations committee to
discuss the Ordinance.
Councilperson Hawkins—Jeffersonville High School Band will be performing the Jeffersonville City
Theme song for this first time at the upcoming dedication of the Paddle Wheel. Everyone is invited to
come. He would additionally like to commend Councilperson Samuel for putting in the effort with the
Homelessness Needs Ordinance.
Councilperson Owen—There was a ground breaking for the new Chick Fil A going in District 4 right in
front of the new Krogers.

Councilperson Ellis—Nothing at this time.
Councilperson Samuel—He asked Council Attorney Larry Wilder to propose and ordinance establishing a
fund for the Ordinance that was approved tonight.
Council President Zastawny—There is no reason to wait for September 3 regarding budget questions. If
you have those questions make sure you are asking them. Also he wanted to recognize his son, Ethan is
in the audience. He will be returning to IU this next Thursday.

Key Accomplishments over the Last Year
Fall of 2019
City of Jeffersonville and City of New Albany
• The Homeless Coalition has diversified its revenue stream to include membership
investment,individual donations,faith-based contributions,and more grant funding.
• The White Flag shelter has had nearly 1,500 visits over 168 nights to the shelter the last
three seasons.More than 200 community volunteers donated over 5,000 hours. 171
individuals served through the program.Partnerships resulted in vaccines,HIV testing,
medical care,free transportation,and facilities.
• The Coalition coordinated the Point in Time Count in 2019,the annual count of street and
sheltered homeless individuals.Through coordination and collaboration,the number of
surveyed individuals increased from 178 in 2018 to 283 in 2019.The true count is the
PIT Count multiplied between 5-10 times per private developers and IHCDA,
respectively.
• The Coalition has secured a multi-year grant from the Community Foundation of
Southern Indiana to streamline the entry into services.To date,the project has
successfully piloted a community facing platform to quickly connect individuals to
resources.White Flag served as the pilot site. 17 service providers participated in the
pilot.The service provider communication tool to track referrals and increase service
provider accountability is on track to pilot in September.IHCDA and their software
vendor,@Work Solutions have completed the customization of their software for the
pilot and will be doing training before the pilot.The goal is for both platforms to be
tested once more at the White Flag shelter this season.
• The Homeless Coalition continues to have monthly membership meetings with
representation from: LifeSpring,St.Elizabeth's,Volunteers of America,Center for
Women and Families,Re:Center Ministries,Nomad Church Collective,New Albany
Housing Authority,WorkOne,CASI,Hope Southern Indiana,Blue River Services,
Hoosier Hills PACT,Access Ventures,TARC,IHCDA,IUS,Southeast Christian
Church,Central Christian Church,local foundations,philanthropic groups,civic
organizations,and other faith-based entities.
