MINUTES
The Jeffersonville Historic Preservation Commission met for a regular meeting on Monday,May 13,2019,in the
Building Commission Conference Room of City Hall.
ROLL CALL
President Jan Paddocks called the meeting to order with roll call.Members present,including Paddocks,were
Maggie Moore,Ed Siewert,Johnna Anderson,Melanie Yates and Lisa Green.Advisor Laura Renwick was also present.
Member Jill Schimpff was absent.
AGENDA
Paddocks asked the members to review the agenda for the Monday,May 13 meeting.After a brief review,Melanie
Yates made a motion to accept the agenda as presented.Lisa Green seconded the motion.The agenda was unanimously ap-
proved.
MINUTES
Paddocks asked members to review the minutes from the April 8 meeting.After review,Melanie Yates made a mo-
tion to approve the minutes.Johnna Anderson seconded the motion and the minutes were unanimously approved.
CERTIFICATES OF APPROPRIATENESS:
•Keith Antz,316 W Riverside Drive,was on hand seeking approval to build a 10'x 13.6'addition to his home.wants to
build addition.He presented the board with drawings showing the roof peak and said the structure would have a wood exterior.
shingle roof and there wouldn't be any additional exterior windows or doors.
Advisor Laura Renwick clarified with Antz that the addition would only be visible to people walking on the Big Four
Pedestrian Bridge and not from Riverside Drive.
With no further questions or discussion,member Melanie Yates made a motion to accept the C of A for 316 W Riverside
Drive for the construction of the addition.Member Ed Siewert seconded the motion.The C of A was unanimously approved.
•Daniel Eklund was on hand with an application for Certificate of Appropriateness for improvements to 310 W.Riverside
Drive.
"We replaced some windows last year;'Eklund told the board."Now we want to do some others.These are windows that
were covered up at some point in time and we want to replace them"
He said the windows are aluminum storm windows and they would be pulled out and the flashing replaced.
"I think anything you do is going to improve the building,so I motion to accept the C of A and proceed;"said member
Lisa Green.Member Maggie Moore seconded the motion and the C of A for additional window replacement at 310 W.Riverside
Drive was unanimously approved.
•Dave Schmidtt appeared before the board with updated plans for a new single family residence at 206 W Riverside.
Schmidtt said that while he had previously appeared before the board and received appropriate approvals,he wanted to make sure
members were OK with some of the things he had changed.
"If I sit on something for a year and have time to think about it,I'm going to make changes;"Schmidtt told the board."But
we're finally there.We'd like to start building this week"
Schmidtt,who brought his contractor-Robert Osbourne-with him proceeded to update the board on his plans.
"In regards to the Pearl Street elevation-as we talked last,we're going to do the nice windows with black trim and black
wrought iron;"Schmidtt said."Since the elevation is going to be ground level,we can do some nice landscaping...we'll have-
from the street-a good 8 feet to play with"
Schmidtt said he thought the landscaping and details would make up for the board's previous concerns over the lack of
windows or other aesthetics on the Pearl Street side of the house.
Renwick asked if he had given any more thought to using a different material on the basement level of the home to give
that elevation more separation or detail. Anymore thought to using a different exterior material on the basement level.
Osbourne said they had talked about some ideas,including possibly adding a row of brick at the basement level of the home to
give a visual break or,even using a different color or shade on the basement level and the rest of the house to break it up"so you
don't just have a big tall wall..:
Osbourne assured Renwick and the board that the drawings of the home they were looking at weren't 100 percent exact
and that they were considering options and would address that concern appropriately.
"I always tell people,whatever you see here on these plans is the worst your house is ever going to look.;'Osbourne said.
Renwick also asked Osbourne about windows on the Pearl Street side.
"The rear windows on the second floor on the Pearl street side are being shown in the plans as single pane windows.Are they go-
ing to be one over ones or what?"she asked.
"Those have to be one over ones to match everything else and meet egress qualifications;'Osbourne said."All the win-
dows will match throughout the house.They will be a historic,double hung windows."
Renwick also asked Osbourne about the addition of a covered area on the rooftop patio that hadn't been in previous renderings.
"That overhang is going to be as unobtrusive as possible... When you walk up the stairs to get to the rooftop,you're going
to walk through a door,so there's going to be a roof/covering there-but it is going to be as unobtrusive as possible.You won't see
it from ground level-from any angle., Osbourne said.
Schmidtt also shared his ideas for other cosmetic additions,including adding a black wrought iron bench in the front
yard and a wrought iron lamppost on the right side of the front yard.
Melanie Yates asked Schmidtt to run those things by Laura Renwick whenever he ultimately decided on placement and other
details.
With no other questions or comments,member Ed Siewert made a motion to accept the changes to 206 W.Riverside as
presented.Lisa Green seconded the motion.The changes to the application for a Certificate of Appropriateness were unanimously
approved.
•Member Melanie Yates made a motion to table the request from Gina Lovan for a C of A for 300 Spring Street for lack of
information on her application and the fact Lovan was not in attendance at the meeting.Maggie Moore seconded the motion.The
application for 300 Spring Street was unanimously tabled.
Lisa Green made a motion to adjourn the meeting,with a second from Johnna Anderson.
