HomeMy WebLinkAboutCP APRIL 16, 2019 City Pride Meeting Minutes from Tuesday, April 16, 2019 Attendees: Peggy Hagerty Duffy, Judy Behringer, Lynn McCoskey, Jim McCoskey, Andy Crouch, Phyllis Nelson, Richard Eklund, Nancy Eklund, Judith Van Gilder, Brenda Johnston. The meeting was called to order by Peggy Duffy at 9:34 a.m. in the Mayor's Conference Room. Thunder Parking: Peggy Duffy proclaimed City Pride's parking event on April 13, 2019 (Thunder over Louisville) a success. Peggy expressed appreciation to all involved. All went well with the parking of vehicles, the weather was beautiful, and there were no negative interactions. She gave a shout out to the Police Department for assisting City Pride at the parking location at Wall and Market Street and also noted the terrific job they did with the entire "Thunder over Louisville" event. Peggy stated that the police were "right on it" when it came to any potential problems. Several people came to the lot who wished to pay in advance and return to park later. These were all accommodated with the possible exception of anyone who did not return before 5:00 p.m. The Police have a perimeter, or specified event area, they close at that time to all vehicular traffic until the "Thunder over Louisville" event ends. Proceeds from general parking came to $2,340. Judith Van Gilder coordinated parking for twenty-seven (27) spots which added $540. These spots were for an organization called "Supporting Heroes" which honors the service and sacrifice of public safety heroes (i.e. Police, Fire, and EMS) who have lost their lives in the line of duty. They do this by caring for the loved ones that they leave behind. A special permit had been given to those who would be utilizing these parking spaces to alert City Pride to direct them to the specific area which had been reserved for them. The entire parking lot was "sold out" by mid-afternoon. Judith Van Gilder remained at the parking area to direct those coming for the "Supporting Heroes" spots, as well as those who had prepaid for spots earlier. Judith noticed that some who had parked earlier in the day were leaving and advised her they were calling it a day. So, Judith astutely resold ten additional parking spots which added an additional $200 for a grand total of$3,080. Mayor Moore had entered the room to get coffee about this time. Peggy Duffy thanked the Mayor on behalf of City Pride for assisting in locating a parking area this year; however, the Mayor did not seem to think this same area would be available next year. Peggy will follow up with David Blankenbaker concerning this matter. Peggy asked the Mayor about the possibility of parking cars for big (City sponsored) special events that will occur in the downtown area this summer. The idea is to be explored. Minutes: Peggy Duffy asked for approval of minutes of April 2, 2019. Judy Behringer made the motion with Phyllis Nelson seconding. The motion passed without objection. Snapdragon Planting: Peggy Duffy indicated that David Julius was apologizing for the appearance of the flowers at the most recent plantings. Apparently, most of the blooms on the snapdragons had fallen off due to the unusually warm weather which obviously was beyond Mr. Julius's control. The objective had been to have the color display in place for "Thunder". The plants themselves appear to be fine and will flower again at their next bloom cycle. Additional planting soil has been added to the flower pots and will be added to the Court Avenue medians at the time of summer planting. Irrigation: Judith Van Gilder reported that many of the irrigation heads in the Court Avenue medians were lying down and or pointing toward the street. Peggy will ask David Julius to check the irrigation on the Court Avenue medians, and Tony Decker will check irrigation at Preservation Station and Glossbrenner Garden. Tony advised there is currently an issue with the timer at Glossbrenner Garden not allowing the water to shut off. Mr. Decker said the battery in the timer is the problem and that he is replacing it. Glossbrenner Garden: There are still several items that need attention in the Garden following Spring clean-up. Leaves remain in one of the corners of the Garden that need raked out. Tony Decker removed the broken teapot. Jim McCoskey volunteered to replace it as well as install the new "Harry Potter" themed teapot on the fireplace mantle. Tony will assist him in this endeavor. Mr. Decker related he now has the necessary parts to proceed with the fireplace fountain. He also stated he had removed the Christmas lights and mulched the Garden. He mulched on top of the leaves in the corner of the garden and feels no further action needs to be taken. Judith Van Gilder mentioned removing the hanging teacups which are broken. There are also overhead lights with bulbs that need replaced. The hanging baskets for the Garden will be put up the week of Derby. Phyllis Nelson advised of a problem with a car parking in the "yellow zone" in front of the Garden for a major portion of the day. Police put a ticket on the car last week - it appears to belong to an employee of Ramiro's, the restaurant next to the Garden. Peggy Duffy took this occasion to call the Mayor's attention to the lack of enforcement of the yellow-curbed areas in our downtown. She expressed her concern about people being unable to see stop signs as a result and the potential danger. City Engineer, Andy Crouch, volunteered to speak with Police Chief Kavanaugh about this issue. The possibility of its being mentioned at the Jeffersonville Board of Public Works meeting was briefly discussed. Summer Planting: Summer planting will take place the week of May 20th, 2019. The pansies will be removed, the snapdragons cut back, etc. This year there will be more of an awareness where to put big grasses, big plants such as cannas, etc. The summer planting arrangements for the flower pots will remain the same as last year. Preservation Station: Peggy Duffy and Andy Crouch, City Engineer, will be completing the "Bunny Croquet" installation. Mayor Moore suggested working with his office for some type of"grand opening" event when this has been accomplished. At 10:00 a.m., Peggy Duffy left the meeting and relinquished the chair to Tony Decker. Bicycle Planters: Judith Van Gilder stated she had a liner for the bicycle planter at the Aquatic Center, but that she would be getting new plants, as the pansies she was going to use were in sad shape. She also advised she would be unavailable for watering duties beginning April 19th, 2019, for three weeks. Phyllis Nelson volunteered her and her husband to make sure the bikes Judith would be watering were attended to, in the event no one else could get to them. Brenda Johnston confirmed she would be responsible for watering the bicycle planter on Woehrle Road. The flower pot for the bicycle at Glossbrenner Garden was found in the garden and has been placed on the bicycle but needs to be planted. Judy Behringer stated that the bicycle planters look bad, as they are in need of repainting. Tony Decker requested everyone to look at bikes before the next City Pride meeting and bring back a report at that time. Welcome Signs: The McCoskeys shared that they had cleaned the "Welcome Sign" area at 10th and Spring Street and that there had been a considerable amount of trash present from construction activity nearby. Andy Crouch, City Engineer, mentioned work was being done by the developer who would be removing the sign, as it would be on his property. Mr. Crouch said City Pride would be advised when this occurred. Tony Decker voiced the thought of relocating the sign to Glossbrenner Garden and placing it on the trellis. Phyllis Nelson stated the "Welcome Sign" on 14th Street needs repainted. Storage Shed: Judith Van Gilder said more rock is needed around the storage shed, because it gets muddy when we get excessive spells of rain. Glossbrenner Garden: The City Pride sign which had been on the trellis was taken down this past Christmas and is currently behind the trellis. Tony Decker will rehang. Tony advised the transformer for the lights in the garden had been destroyed for the second time and needs replaced. He will be hanging it higher up to hopefully preclude its being vandalized again. Per Tony, the pavers and benches need to be power washed. Caladiums for the garden are due to arrive May 11, 2019. A time will be scheduled for pick-up and planting the following week. Banner Arms: Andy Crouch, City Engineer, confirmed replacement banner arms for the street lights on the Court Avenue medians have arrived and those that were damaged have been replaced. However, he thought another one might have been lost the past Sunday. In anticipation of this being an ongoing problem, he has ordered a lot of replacements. Brenda Johnston expressed appreciation for whatever group cleaned the trash from Salem Noble Road. Phyllis Nelson commented that the Eastern Boulevard entrance to Jeffersonville looked bad - lots of trash and lacking sidewalks. Andy Crouch, City Engineer, will look into the matter regarding trash. Flower Pots at Allison Lane and Middle Road: Richard Eklund related several issues with the flower pots at this location. Of the five pots originally placed, two have been completely destroyed by vehicle accidents and another has been damaged. The pots were paid for by Jeffersonville Redevelopment and are expensive to replace. Also, there have been some differences of opinion regarding the style of the pots. Some options were discussed as solutions, and Tony Decker suggested looking for alternative pots in lieu of what is there now. Judith Van Gilder made a motion to adjourn at 10:25 a.m. The motion was seconded by Brenda Johnston. Have irrigation heads been repositioned? • Glossbrenner Garden -- Was battery at Glossbrenner Garden replaced so irrigation is working, including to hanging baskets? Status of missing books; fireplace; washing benches and pavers; plants around base of large tree; shaping of magnolia tree; decorative crystals; caladiums; teapots; broken hanging teacups;and rehanging City Pride sign on trellis. When will hanging baskets be placed? Have transformer and broken lights been replaced? Were buckets in cigarette receptacles replaced? • Has the parking issue at Glossbrenner Garden been resolved? • Warder Park walk-through outcome. • Parking at Summer events downtown. • Status of Welcome Signs that need repainted (Tenth and Spring and 14th St.) • Trash on Eastern Blvd. • Flower pots at Middle Rd. and Allison Ln.
