HomeMy WebLinkAboutCC APRIL 15, 2019 WORKSHOP COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 15, 2019 The Common Council of the City of Jeffersonville, Indiana met for a workshop in Room 101, 500 Quartermaster Court, Jeffersonville, Indiana at 6:00 pm, on Monday, April 15, 2019. Council Present were: Councilperson Maples, Council Vice President Gill, Councilperson Owen, and Councilperson Ellis. Council Vice President Gill along with Vicki Conlin, City Clerk, called the Council Workshop to order at 6:00 pm. 1. Heather Metcalf—Circuit Breakers—City Controller Heather Metcalf discussed the 2019 Circuit Breakers with the Council. There is a 1.6 million difference from this year to last year. Our tax rate went down from last year but the schools went up. We budgeted 4.3 million and it came in at 5.174 which is 864,000 difference. The final amount will be determined when the Spring taxes are collected. There are a number of reasons why that number could vary(delinquent taxes could be collected, taxes could not be paid). The Council discussed how the school tax rate is effecting this number and whether this will continue to effect it in the future. Controller Metcalf said she is unsure what the debt schedule looks like and if it will fall off in the near future or if it will continue to impact for future years. Councilperson Hawkins said that he doesn't think that the downtown school should even be reflected in these numbers yet. Councilperson Jahn asked what the Council should do to move forward. It is really hard to nail the number down and we don't get the true number until December. Our reserves are still above the 15% which is above the minimum. Worst case scenario we absorb this and monitor this and use this year's revenues and remainder from the budget. Councilperson Ellis said a number of additional appropriations could negatively impact this. Council Vice President Gill said that we need to send the message that the Department Heads have got to live within their budgets.
