Monday, March 25th, 2019
The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall,
Jeffersonville, IN on, March 25th, 2019. Members Present: Josh Kornberg, Larry Jordan, Matt
Owen, Bill Burns, Ron Ellis, Scot Haire and Tracy Ames. Also Present: Parks Director Paul Northam
and Asst Director Amber Ridings and City Attorney Les Merkley.
Approval of Agenda
President Burns added 1A to new business Charlie Smith and Bat Boxes and Paul Northam
added number 10 to new business Sara Simpson Riverstage Contracts.
Member Owen made a MOTION to approve the amended agenda for March 25, 2019, the
motion was seconded by Member Kornberg . The motion PASSED on a vote of7-0.
Approval of Minutes
Member made a MOTION to approve the minutes from February 25, 2019, the motion was
seconded by Member . The motion PASSED on a vote of.
Old Business-
Burns- Fieldhouse Update-The locker rooms are done and looking so much better and the bids
will be in so that we can look them over at the next meeting.
Burns- Charlie Smith Bat Boxes- We are applying for grants from JNLA for Bat Boxes, they are a
unique way to help our bat population. The brown bat can eat up a thousand mosquitos an
hour and the bat boxes can fit up to 300 bats. The boxes would not be used year round as bat
move to caves during certain weather types. We just need approval from the Park Board for
placement so that we can apply for the grants for Vissing Park.
Member Owen made a MOTION to approve the placement of Bat Boxes, the motion was
seconded by Member Kornberg. The motion PASSED on a vote of 7-0.
New Business-
Burns-Vissing Walking Paths- If you have been up to Vissing Park the subdivision next door is
booming and is currently sold out so Premier Homes has asked if they can connect their path to
Vissing Park, they will cover a portion of the path if we will cover the rest which is $17,850.00.
for 640' by 9' of asphalt.
Member Owen made a MOTION to approve the $17,850.00 for the connecting path, the
motion was seconded by Member Kornberg. The motion PASSED on a vote of 7-0.
Northam-Aquatics Band Contracts-The aquatic center is going to start having concert for
something different at the pool this summer. The bands we have booked are Tony and the Tan
Lines for$3800.00, Soul Kitchen for $1000.00 and Canaan Cox for$1000.00.
Member Owen made a MOTION to approve the three aquatic concert contracts, the motion
was seconded by Member Kornberg. The motion PASSED on a vote of 7-0.
Northam-Swim Coaches- We have two coaches that are being paid $18.00 an hour due to
being given a $1.00 a year raise and being here about 8 years. We are suggesting to help with
this issue that instead of a dollar a year raise we do $.50 a year. The two current coaches Emily
and Kea will be grandfathered in for their current rates going forward.
Member Owen made a MOTION to approve the proposed pay scales for Swim Coaches, the
motion was seconded by Member Ames. The motion PASSED on a vote of 7-0.
Northam-Steamboat Committee- Back in 2013 or 2014 we started the steamboat committee
but most of the work is being done by Sara Simpson and myself so we would like to dissolve the
steamboat committee and just have the event done in house and bring in people as we might
need them during planning.
Member Jordan made a MOTION to dissolve the Steamboat Committee, the motion was
seconded by Member Owen. The motion PASSED on a vote of 7-0.
Northam- Mowers- Williams Golf and Turf is $10,610.00, Erb Turf equipment is $10826.00 and
Wright Implement is $10491.89 for a Z950 72 inch mower. Our plan is to start updating all of
our fleet to John Deere mowers with bigger cuts. We have money in our equipment line to
purchase these mowers. We plan to buy 2 for a total of$20,983.78.
Northam- Planting Specs- We have found that a lot of places that are built and planted by
outside people and end up being mowed by us are causing issues when we go to mow and
maintain the properties. Going forward we have put together a packet, that has been
discussed with our arborist, Nathan Pruitt and Chad Reischal from Planning and Zoning, and we
plan to give this out to each department that may put in plants or trees that could cause issues
in the future which requires a certification with each project by an arborist. Our plan is once
you all approve this packet we will present it to the board of public works for final approval and
implementation.
Member Owen made a MOTION to support the Planting Specs packet, the motion was
seconded by Member Kornberg. The motion PASSED on a vote of 7-0.
Northam- Colston Playground-There is a playground at Colston Park that isn't used and we
have equipment in Poppy Park that is falling apart so we are planning to move this equipment
from Colston to Poppy and it will cost $17,600.00 to move this. Les Merkley stated that the
park isn't owned by us so we would have to get permission from flood control to put the
playground equipment in the park.
Member Ames made a MOTION to approve the movement of Playground Equipment for
$17,600.00 pending approval from flood control, the motion was seconded by Member
Kornberg. The motion PASSED on a vote of 7-0.
Northam- Riverside Mowing- We bid out mowing and spring cleaning for the Riverstage and
received three quotes. One from Patrick Johnson for$33,350.00, Walnut Ridge for$29048.79
and Grant Line Nursey for who did not want to do the mowing just the landscaping. The Parks
Department decide to go with Walnut Ridge who has done the same job for the past couple of
years.
Member Owen made a MOTION to approve the contract with Walnut Ridge for$29,048.79, the
motion was seconded by Member Kornberg. The motion PASSED with a vote of 7-0.
Northam-Signage- What you are looking at is three options for this sign, one is a paint on steel
sign that will last 20 years, the second one is corten steel wrap sign that is 1/8 inch think and
the third option is 1 inch corten steel. The company we have used the most is S.K. Signs they
quoted $8895.00 and $6475.00, Fast Signs quoted $12409.00 and $12428.00 for painted on
finish. And $18,770.00 and $19,921.00 for the one inch steel signs and then Sign of the Times is
$8,100.00 and $9,092.70 for the painted on sign and Commonwealth for$16477.00 and
$18533.00 for actual one inch corten steel signs and $14,500.00 and $16,700.00 for the
wrapped signs. Right now we have about $300,000.00 in the surplus line that is above the 25%
that we like to keep in that fund. We are wanting to use that money to do the signs, to fix Bob
Hedge Park surfacing for$122,000.00 and an addition mobile LED sign that we can move
around to play movies and view concerts if need be. I will bring more information to the board
about that later but for the moment I would like to see about using the money for signage.
I would like to use around $150,000.00 for the signs and personally I would like to go with
Commonwealth signs which is about $20,000.00 a sign.
Member Owen stated that he would support what Paul decide don but it makes him cringe to
think we are spending$150,000.00 on signs even though he knows they are needed.
Member Owen made a MOTION to approve the purchase of 1 inch corten steel signs from
Commonwealth Signs pending council approval for the use of surplus funds, the motion was
seconded by President Burns. The motion PASSED on a vote of 6-1( Ron Ellis)

Northam- Riverstage Contracts- We have four contracts with Easton Corbin for Jeff Goes
Country for$35,000.00, The Rumors for$1200.00, Vinnie and the Moochers for $500.00 and
The Monarchs for$2000.00.
Member Kornberg made a MOTION to approve the Riverstage Contracts for Easton Corbin, The
Rumors, Vinnie and the Moochers and The Monarchs, the motion was seconded by Member
Ames. The motion PASSED on a vote of 7-0.
Director's Report-
Managers Reports-
Sara Simpson- We have the flashlight Easter egg hunt coming up on April 6th and we are
working on the Jeff Goes Country event featuring Easton Corbin. We are having inflatables,
face painting, princess visits and a lot more fun.
Olivia Mann- We are still hiring for pool workers and life guards if you all know anyone. We are
still doing Bingo and Bunko at Ken Ellis.
Donnie Poole- We are using a new program called Dude Solutions and it tracks all the projects
that we tackle we currently have a three page report that we have completed and are currently
working on for the month. The water has been going up and down so we are cleaning that up
as it happens as well as we are building a wall and a chemical room for the pool.
Paul Northam Director's Report- We have repaired the lights in the parking lot at the pool
repeatedly but they keep getting shot out. Thunder is coming up so we are getting ready to
help with the trash cans and clean up.

Parks Authority Comments- Member Owen asked if we are still mowing the undeveloped
properties that we have sold. Director Northam stated that I've told my guys that when the silt
fencing goes up we need to stop mowing but until they take possession we will continue to
mow it.

Member Owen made a motion to ADJOURN at 7:16 pm , PASSING on a vote of 7-0.
