HomeMy WebLinkAboutHPC FEBRUARY 11, 2019 Historic Preservation Commission MINUTES The Jeffersonville Historic Preservation Commission met for a regular meeting on Monday,Feb. 11,2019,in the Building Commissioner's conference room of City Hall. ROLL CALL President Jan Paddocks called the meting to order with roll call.Members present besides Paddocks included Jill Schimpff,Ed Siewert,Johnna Anderson,Melanie Yates and Lisa Green.Advisor Laura Renwick was also present.Member Maggie Moore and director Larry Wallace were absent. AGENDA Paddocks asked members to review the agenda for the Monday,Feb. 11 meeting.After a brief review,member Mela- nie Yates made a motion to accept the agenda as presented.Member Jill Schimpff seconded the motion and the agenda was unanimously approved. MINUTES Paddocks asked members to review the minutes from the Tuesday,Nov. 13 meeting.After a brief review,member Melanie Yates made a motion to approve the minutes as presented.Member Ed Siewert seconded the motion and the Nov 13,2018 minutes were unanimously approved. CERTIFICATES OF APPROPRIATENESS: •ROBERT SHERRILL,of 120 Spring Street,was on hand with an application for Certificate of Appropriateness for instal- lation of an ATM in front of his real estate office at 120 Spring Street. He said he wasn't aware he needed to permission from the HPC before installing the machine and that it was already in place.Member Lisa Green asked Sherrill about a previous C of A approval the Commission gave Sherrill for the placement of a coke machine he has installed in front of his building.Green said that approval was given contingent upon Sherrill having some kind of historic photo/artwork or map installed as an overlay on the soda machine,but that he had not met the terms of that agreement. Sherrill said he agreed to do that but was of the understanding that the HPC was going to provide him with the preferred artwork to be installed and he never received anything from HPC. Advisor Laura Renwick acknowledged there may have been some confusion about details of the artwork."I do appreciate the lighting has been taken out of the soda machine,at least..."Renwick said. Jan Paddocks said the soda machine and the ATM placement was unique to Sherrill's building because it is set back from the sidewalk further than other downtown businesses. Member Lisa Green agreed and made a motion in regards to Sherrill's C of A request. "I would motion that since it's already there and it is set back from the public right of way,we allow the ATM to stay..." Ed Siewert seconded the motion.The C of A for 120 Spring Street was unanimously approved. • ALAN MUNCY and JASON SAMMS,of Arc Construction and Development,were present to request a Certificate of Appropriateness for work at 310 Spring Street. Alan Muncy said ARC bought the Homer Novelty building in December 2018. He told the HPC that ARC currently has its offices in the Industrial Park in Jeffersonville,but plans to move them to the Homer building once he's finished with renovations. "We're excited to come downtown and I'm really excited about this building;'Muncy said. "This is a new building-although it has a traditional look;'Muncy said."It isn't historical:'Muncy said the building is 14 or 15 years old with all metal clad exterior and molded metal accents on the outside. He went on to explain to the HPC members the specifics of his C of A application. "First and foremost we want to paint it and give it a soft gray exterior-which is nothing new to other buildings around us downtown-there are plenty of other painted brick facade;'Muncy said. He said he plans to keep all of the existing details on the building but is planning to paint them blue. "We want to add a large horizontal signage over the main double door entrance,add the ARC logo to top left of facade;' Muncy said,referring to renderings of the buliding. "This building is built like the buildings up in River Ridge-tilt wall construction with an applied brick facade;'Muncy said."... Because of that,some of the details along the top of the building are starting to pull away from the facade:' He said he didn't have an issue keeping the current design elements,but needs to figure out a way to replace what is there now. "I don't have an issue with keeping them-I don't have a problem or issue with the elements at all-I'm just going to look for a product or an option to see if there's a way I can replace those in a more permanent way." Laura Renwick asked if he would be willing to leave the"Mattingly"signage that is currently on the building's facade. "We want to give it a new identity and a new life downtown.It's been that way-the Homer Building-for 14 or 15 years. But it's time for a new life,"Muncy said. Member Lisa Green questioned Muncy about his plans to paint the brick facade,which conflicts with HPC guidelines. "You're telling me those buildings down there haven't been painted in the last 20 years?"Muncy questioned. "As the guidelines state,buildings that aren't currently painted,we should discourage them from being painted... (for maintenance/upkeep issues)"Renwick told Muncy. But Muncy took issue with the reasoning behind the guidelines. "So,if I paint that building it might need to be pained once every 20 to 30 years so I shouldn't be allowed to do it?An- other reason cited for not painting brick is water intrusion,but brick absorbs water-so,I don't see that would be an issue,"Muncy said. Upon further review of the renderings presented,member Jill Schimpff asked Muncy if the marquis above the front en- trance would be lit. "IF an event space goes in on the bottom level,it(the marquis)would be lighted,"Muncy said."I'm not hung up on mar- quis.We might just do LED lights around the edge of the canopy and not light up the whole thing. Member Melanie Yates asked if his plans for the marquis were part of what he was seeking approval for in his C of A. "I'm fine not getting approval for the marquis until I know if there is going to be an event space,"Muncy said. With no further discussion,Jan Paddocks asked if there was a motion regarding the C of A application for 310 Spring Street. Jill Schimpff made a motion. "I move to accept the COFA for this without the marquis-at this point.And with the intention of looking into a way to keep the added pieces at the top of the building." Member Johnna Anderson seconded the motion. Before a vote was taken,member Lisa Green stipulated"AND you have to keep it painted properly." And member Melanie Yates stipulated"AND look into a product for the accents at the top." Paddocks called for a vote and the C of A for 310 Spring Street was unanimously approved with the noted provisions. "We're going to start working on the building March 1.We're going to have a big,fun party about the fist of June;'Muncy said. •CLAYTON PACE of Denton Floyd Development was on hand with engineer Cash Moter to give HPC members an update of the company's plans for the former Masonic Temple at 509 E.Spring Street. "We're updating our plan,"Pace told members."We already have our C of A,but this is mainly just for the stair tower because when it was approved there wasn't a lot of enthusiasm for it." "We went back and looked at it and redesigned it in a way to make it more aesthetically pleasing,"Pace told the commis- sion."We tightened up the details.Even though we have our C of A,we want to be in sync with you guys.But we heard you and I think you were trying to accommodate us-and we want to try to accommodate you." Member Lisa Green expressed her approval for the plans. "It looks terrific and it's very exciting,"she told Pace. Lisa Green made a motion regarding the updates to the C of A for 509 E.Spring. "I motion the application for the C of A for the Masonic Building be approved with the updates to the stair tower." Member Ed Siewert seconded the motion and the C of A for 509 E.Spring Street was unanimously approved. "This is a dream come true,"Schimpff told Pace. OTHER BUSINESS • Laura Renwick stated that there have been several downtown buildings sell in the past several weeks and she has sent information to all new owners. •Laura Renwick stated that she has spoken to Mr.Blackburn owner of 411 E.Riverside Drive.The City Attorney has proposed a revision of the local flood plain ordinance to The City Council.The revision will help Mr.Blackburn in his effort to rebuild and restore his property.
