Monday, February 25th, 2019
The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall,
Jeffersonville, IN on February 25th, 2019. Members Present: Mark Munzer,Josh Kornberg, Larry
Jordan, Matt Owen and Tracy Ames. Also Present: Parks Director Paul Northam and Asst Director
Amber Ridings.
Approval of Agenda
Member Owen made the MOTION to approve the agenda for February 25th, 2019 Parks Authority
meeting, the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0.
Approval of Minutes
Member Owen made the MOTION to approve the Minutes for January 28th, 2019 Parks Authority
meeting,the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0.
Old Business-
Northam- Parks Fee Schedule-The managers went through all of the changes for the Parks Fee and
we have made the following changes.
The $30 and $40 parks shelter have gone up to $35 and $50.
Pace Swimmers has gone from $50 to$65.
The pooch plunger is$5 for the first dog and $3 for multiple dogs.
Shannon Memorial park we changed the field charge from $150 to $240.
Worhle hourly rate from $50 to $60 (local schools) and $75 to $80. And all day rate from $325
to $400 for local schools and $500 to$600 from everyone else.
Fieldhouse rental went from $75 to $90 per hour and main basketball court from $40 to $50
and the carpet court at $40.
The kids summer program from $80 for the entire camp to $50 per week as we feel like this
providing daycare for kids from 8 to 5:30 and it's still a steal for all the parents as YMCA offers
this for$115 a week.
Trolley Rental went from $150 to $250 an hour.
Member Owen made a MOTION to approve the 2019 Parks Fee Schedule, the motion was
seconded by Member Ames. The motion PASSED on a vote of 5-0.
New Business-
Northam- Pro4mance Contract-The contract is for the Fieldhouse they are doing some blasting
and general clean up, we have the money for this in the Fieldhouse house fund. This was
quoted back in 2017 and they have saved the price for us.
Member Owen made a MOTION to approve the contract for Pro4mance for$12,951.19, the
motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0.
Northam- Riverstage Contracts- One is for the Velcro Pigmies for August 10, 2019 for
$3,500.00 and one for the train ride from Fun Time Production for$3,200.00.
Member Owen made a MOTION to approve the Contract for Velcro Pigimes, the motion was
seconded by Member Munzer. The motion PASSED on a vote of 5-0.
Member Owen made a MOTION to approve the Contract for Fun Time Productions, the motion
was seconded by Member Munzer. The motion PASSED on a vote of 5-0.
Director's Report-
Sara Simpson- We had auditions this last weekend for bands in the summer concert series, we
had a lot of good bands and they will be hard to choose but by April 1 we should have the
complete schedule. April 6th is the flashlight Easter egg hunt, it will be early because of Thunder
this year.
Olivia-We had a great turn out for the Valentine's Day dance and we have started interviewing
for the assistant pool manager positions.
Ricki-We are about half way through the seasons for basketball. WAC rentals for 2019 are
going fantastic we are booking into October already.
Tim- Since we've had all this wonderful weather we have had time to go through our entire
shop so we have gone through all of our equipment and graded them. We also took inventory
of our parks and what we take care of at each property.
Amber- We are hoping to launch the new website next week, it's very colorful and easy to use
so we hope that every will really like it. We also have new software called CivicRec and it has all
of our pricing, parks and events so that we can go to online booking and paying online. The
plan is for this to go online at the end of March.
Paul Northam-Signage has been frustrating I've called more companies and left messages but
haven't received any calls back. The two that we have received back one was for the corten
steel and one for the corten wrapped aluminum signs. I would like to have everything to lay
out at the next meeting and then be able to make a decision so that we can move forward on
the signage.
There is a $500 reward for anyone that turns in someone for vandalism at Bob Hedge Park but
the question is who pays for that? Can we take this signs down as we have never had anyone
turned in and if they do who would be on the hook for paying it.
Riverstage has been a topic we keep coming back to because we need a plan for what we want
to do after this one is done. Do you all support us looking for a new Riverstage or do we say
once this Riverstage is done are we just done with it and ready to move to something different.
Member Owen stated that he hopes we would all be supportive of a new Riverstage as it is
something that so many people enjoy it.
Member Kornberg stated that this has been a conversation that has been happening and that
going forward we need to start a list to keep ourselves accountable to making decisions and
planning ahead for the things such as the Riverstage that we know are coming.
Director Northam stated that he thinks it is a four to five year timeline for us to need something
new so starting the conversation now would help us plan.
We have about $300,000 that we like to keep in the account and this is what I would like to
take the signs out of, it sounds like it would be around $150,000.00. Or we could start doing a
couple a year until it is all completed. I would also like to talk about an LED screen that can be
moved from park to park as needed.

Parks Authority Comments- Matt Owen- I asked Heather to withhold my Meeting stipend as
I feel that attending board meetings is part of my job and I shouldn't be compensated extra for
this.

Member Owen made a motion to ADJOURN at 6:13pm , PASSING on a vote of 5 -0.
