HomeMy WebLinkAbout04-07-2003April 7, 2003 COLrNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA April 7, 2003 The Common Council of the City of Jeffersonvflte, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana at 7:30 P.M. on April 7, 2003. ' Mayor Tom Galligan, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present was City Attorney Anne Marie Galligan. Mayor Galligan welcomed all in attendance, asking ail those present to stand as Councilperson Ron Grooms gave the invocation. Mayor Galligan then asked all those present to join him in the pledge of allegiance to the flag. Mayor Galligan asked all to observe a moment of silence for the troops overseas. The roll was called and thosei present were; Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz, Barbara WilSOn, Ron Grooms, and Vicki Conlim Absent: None. Councilperson Grooms introduced Mr. Ben Hessig, who recently won the State swimming championship in the 100-meter backstroke, and Jeff High Swimming COach Mr. Keith Gatz. Mayor Galhgan presented Mr. Hess~g with the Commodore Of The Port saying he is an example to the state for young people. Mayor Galligan also noted Coach Gatz is doing a great job. Council President Waiz made the motion to approve the agenda with the deletion of item number 11, second by Councitperson ~onlin, passing unanimously. Councilperson Wilson made the motion to approve the minutes of March 17, 2003 as presented, seconded by Councilperson iConlin, passing unanimously. Clerk Treasurer Wilder presented the claim lists of March 17, 2003 and April 7, 2003 asking the Council to pass the claims contingent upon the closing of the bonds and receipting the money into the bank. Following discussion Councilperson Merkley made the motion to table the claims until the money is in place, second by Councllperson Groom. s, passing on the following roll call vote: Ayes: Couneilperson Merkley~ Ellrs, Walz, Wilson, and Grooms. Nays: Councilpersons Frantz and Conlin. April 7, 2003 2 PUBLIC COMMENT: Councitperson Grooms voiced concern that three departments have birthday pay hsted on the appropriation report. Clerk Treasurer Wilder will see that this is corrected saying no birthday pay will be paid as it is not included in the salary ordinance. AGENDA ITEMS: City Attorney Galligan presented and explained Ordinance No. 2003-OR~15, An Ordinance Granting Petition To Vacate A Public Easement In The City Of Jeffersonville. Councilperson Conlin made the motiofi to pass Ordinance No. 2003-OR-15 on the second and third readings, second by Councflperson Merkley, passmg unanimously. City Attorney Galligan presented and explained Ordinance No. 2003-OR-16, An Ordinance Granting Petition To Vacate A Public Way In The City Of Jeffersonville was presented and explained. Councflperson Conlm made the motion to pass Ordinance No. 2003- OR-16 on the second and third readings, second by Councilperson Merkley, passing unauimously. City Attorney Galligan presented and explained Resolution No. 2003-R-4, A Resolution Approving An Agreement For Professional Services (Historic Landmarks Foundation). The appropriation was discussed. Councilperson Grooms then made the motion to pass Resolution No. 2003-R4, second by Councilperson Merkley, passing unanimously. Clerk Treasurer Wilder reviewed the bids received for the tax advance warrants, explaining the.'lowest bid received was from Bank One for $10,000,000 at an interest rate of 1.33%. City Attorney Galligan said all legal components were followed, suggesting tbe Council accept the Bank One bid. Councilperson Merkley then made the motion to accept the bid from Bank One, second by Councilperson Wilson, passing ananimously. A representative of the Clark County Health Department, appeared before the Council to address the mosquito problem and treating catch basins. Indiana was the 5t~ highest in cases of Human West Nile Virus having it reported in all 92 counties. Catch basins are known to be breeding grounds for mosquitoes. There are between 1,500 and 2,000 catch basins in Jeffersonville. There is a non-toxic 150-day treatment that would cost $2.67 per basin. Mayor Galligan asked the Health Department to let the Building Commission know of problems so they can work hand in hand. COUNCIL AND MAYOR COMMENTS: Councilperson Frantz has VlS~ted the Animal Shelter noting there has been a big improvement. There is room for more unprovement and Shelter Director Wilder has agreed to go with Councilperson Frantz to mslt the New Albany facfltty. Councilperson Wilson announced the Concerts In The Park will start in mid[ May in Warder Park. She also announced JeffFest will be June 14 at Preservation Park. Clerk Treasurer Wilder requestgd the Council recess this meeting and reconvene to pass the claims. Mayor Galligan asked all to notice the yellow ribbons that have been tied in trees in support of the troops, requesting all in ~be community to do this. Mayor Galligan announced the ground breaking for the Court Avenue project. This project should be complete in 90 to 120 days Coancilperson Merkley made the motion at 8:25 P.M. to recess until noon Tuesday, April 8, 2003 in the Mayor's Conference room- TUESDAY, APRIL 8, 2003 Council President Waiz reconvened the meeting at 12:15 P.M. with Councilpersons Grooms, Conlin, Waiz, Wilson, and l~rantZ Present. Discussion of the purchase of police cars and Cum Cap Dev funds were discussed. Councilperson Conlin made the motion to approve the claims of March 17, 2003 and April 7,12003, deleting the claim for Quadrangle insurance, second by Councilperson Frantz, passing unanimously.
