SANITARY SEWER BOARD
MINUTES OF MARCH 21 , 2019
The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular
session on Thursday, March 21 , 2019 at 3:00 P.M in the City Hall Mayor's Conference
Room. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present
are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len
Ashack, Board Attorney Mike Gillenwater, City Attorney Les Merkley, Utility Billing Office
Manager Elisha Gibson, Controller Heather Metcalf, Utility Communications & Operations
Coordinator Rick Lovan, City Engineer Andy Crouch, City Councilperson Lisa Gill, Josh
Hillman representing Jacobi, Toombs, and Lanz, Patty Yount and Lenin Kasthuri
representing Lochmueller Group, Jennifer Caummisar-Kern representing Accurus
Engineering, Kevin Taff and Brad Reinhart representing Blankenbeker and Sons, and
Secretary Barbara Hollis.
Board Member Saegesser made the motion to approve the revised agenda,
second by Board Member Orem, passing on a vote of 3-0.
The minutes of the March 7, 2019 meeting were presented for approval. Board
Member Saegesser made the motion to approve the minutes as presented, second by
Board Member Orem, passing on a vote of 3-0.
CONTROLLER'S REPORT
Controller Metcalf presented the claim list dated March 21, 2019 in the amount of
$186,905.44. Board Member Orem, made the motion to approve the claim list as
presented, second by Board Member Saegesser, passing on a vote of 3-0.
Manager Gibson presented the Adjustment Certificate dated March 15, 2019 in the
amount of$-15,880.07 Sewage, $-1,706.03 Drainage. Board Member Saegesser made
the motion to approve the Certificate as presented, second by Board Member Orem,
passing on a vote of 3-0.
OLD BUSINESS - No Old Business this meeting.

NEW BUSINESS
Jennifer Caummisar-Kern presented a capacity request on behalf of Gilmore
Commercial at Old Salem & 1-265. Director Ashack said the concept is fine noting the
capacity fee total for Phase I & II is $613,547.18, as well as a $100 inspection fee for the
connection of each building to the main line. Board Member Saegesser made the motion
to approve the capacity request, second by Board Member Orem, passing on a vote of 3-
0.
Patty Yount told the Board Lochmueller is ready to move forward to help the City
of Jeffersonville with the Design and Construction Engineering of DWWTP Improvements.
The Lochmueller Group appreciates this opportunity. Board Member Saegesser made
the motion to approve and authorize the Mayor to sign the Agreement as presented,
second by Board Member Orem, passing on a vote of 3-0.
Kevin Taff and Brad Reinhart of Blankenbeker and Sons, appeared before the
Board on behalf of Kline Homes with a capacity request for Waterford Pointe. This is a
development of 103 single family homes and possibility 1 clubhouse. The location was
explained. Mayor Moore asked if the developer is ready to go. Kevin Taff said the plan
is to start April 3. Director Ashack has no problem with the request. Board Member Orem
made the motion to approve the capacity request, second by Board Member Saegesser,
passing on a vote of 3-0.
ENGINEERING REPORTS
Lenin Kasthuri presented the Lochmueller Group March update. Payout number
2 was approved with the claim list.
DEPARTMENT REPORT
Director Ashack reminded the Board of the CSO Notification Public Meeting
scheduled for this evening at 5:00 PM in City Council Chambers. The February 2019
monthly report on CD is provided. The February CSO volume report was reviewed,
noting a rainfall amount of 11.9 inches in two months. There is no new information
regarding the Conference Call with IDEM/EPA/DOJ. Next Director Ashack said physical
changes are being made to the Sewer Billing Office to provide better security for the
employees. The cost of the improvements amounts to $19,440. Due to the County's
Bethany Road project between High Jackson Road and Highway 403 a bridge will be
replaced. Due to this it will be necessary to move a sewer line. County Engineer Dixon
will design the changes to the sewer.
