The Common Council of the City of Jeffersonville, Indiana met for a workshop in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 6:30 pm, on Monday, March 18, 2019.The roll call was
conducted and those present were: Councilperson Gill, Councilperson Hawkins, Council President
Zastawny, Councilperson Samuel, and Councilperson Ellis. Councilperson Owen and Councilperson
White arrived at 6:37 PM. Councilperson Jahn and Councilperson Maples were not present at the
workshop. Council President Zastawny,with Vicki Conlin, City Clerk, called the Council Workshop to
order at 6:30 pm.
1. Andy Crouch—Sidewalk Master Plan—Josh Hillman from Jacobi,Toombs& Lanz was
present. He outlined the Purpose of the Sidewalk Plan, the accomplishments starting
from 2011,the differences between Jeffersonville 2011 and Jeffersonville 2019, how to
move forward and updating the plan for 2019 as well as prioritizing projects.
The purpose of the sidewalk plan is to promote and provide safe and convenient
walking routes throughout the City as well as encourage walking as a viable mode of
transportation by providing connections in the community. This also helps to prioritize
proposed new sidewalk construction projects and identify potential projects. This also
helps to estimate design and construction cost for future budgeting and identifying
potential funding sources.
In 2011 there were 24 proposed new sidewalk projects with an estimated cost of
$7,000,000. This identified major projects and trends in Jeffersonville that can impact
pedestrian travel. This also identified programs that drive pedestrian infrastructure
design. Of the 24 projects 12 have been completed or are partially completed,4 have
been incorporated into road projects, and 3 have been removed from the list. 6
projects have been proposed but not completed.
The updated Sidewalk Master Plan is derived from the 2035 Comprehensive plan and
includes incorporating existing bicycle and pedestrian facilities. It accounts for the Big
Four Bridge and Ohio River Greenway as well as the Jeffersonville Bicycle and Ped Plan.
Some projects encouraging pedestrian and bicycle facilities are 10th Street
Revitalizations, Charlestown Pike, 8th Street, and Main Street. Additionally both
revitalization plans for Spring Street and Court Avenue corridors are more pedestrian
friendly. Updating the Sidewalk Master Plan for 2019 includes proposed projects from
the 2011 Master Plan, identifying new projects, and prioritizing all projects, and
improving connectivity and they will gather info from Public Input.
Councilperson Gill said she would like to recommend to take at look at 10th Street and
Woodland for safety purposes. Additionally she asked about the timeline for utilities to
repair damage they may do. Often the contract that repairs the utility is not the same
contract that repairs the sidewalk damage so it will need to be followed up on.
Councilperson Hawkins asked if what is appropriated for sidewalks each year needs to
be evaluated. Mr. Crouch advised he looks at is what is appropriated is what the Council
wants completed for that year and he will increase as necessary.
