Meeting Minutes from Tuesday, March 5, 2019
Attendees: Peggy Hagerty Duffy, Brenda Johnston, Richard Eklund, Nancy Eklund, Judy Behringer,
Barbara Wilson, Judith Van Gilder, Lynn McCoskey, Jim McCoskey, Gary Gallegos.
The meeting was called to order by Peggy Duffy at 9:35 ami. in the Mayor's Conference Room.
Jim McCoskey made motion to approve minutes of the last meeting; Judith Van Gilder seconded the
motion. The motion was approved.
Spring Planting: Per Peggy, we are still planning to do the Spring pansy planting on Tuesday, March
12, at 3:30 p.m. The weather is forecast to be 53 degrees that day. We will meet in the parking lot
across from Glossbrenner Garden. Alternate planting date is Saturday, March 16, if we don't finish on
the 12th.
Peggy will double-check with Walnut Ridge to make sure the pansies are ready. Judith volunteered to
pick the pansies up in her trailer from Walnut Ridge at noon on March 12. She will also pick up the
pansies for the bike planters. Anyone planting bikes can pick them up when we meet on Tuesday to
plant the pots. The McCoskeys volunteered to clean out the pots prior to then.
Peggy requested that we plant the pansies around the outside of the pots. Snapdragons will be added
later, with cannas being planted in the very middle, once the weather warms up. Peggy will check with
Andy Crouch to see if the Drainage Crew can plant the pansies in the Court Ave. medians. We may
have to coordinate with him to help plant the medians. If the Drainage Crew cannot do it, there are two
other city crews that can possibly be asked.
The following people volunteered to plant the bikes:
Judy Behringer—Tall Oaks Dr. and Charlestown Jeffersonville Pike.
Brenda Johnston---Woehrle Rd.
Donna Glass—Northhaven.
Judith Van Gilder—Brim,Aquatic Center, Graham, and Meigs.
Jim and Lynn McCoskey—Lavender Hill, Glossbrenner, and Pearl St. Pub. They will ask the pub to
please water the bike there on a regular basis.
Barbara Wilson—Duffy's Landing. She will also plant the one at Budget Print, if and when it gets
replaced.
Sandy Knott plants and maintains the bike in her yard on Main St. The bike still needs to be repainted.
Franklin Commons takes care of their own bikes in their neighborhood.
(Note from Richard: I am not sure this list includes all the bikes to be planted. Judith Van Gilder has
the complete list.)
Judith Van Gilder reminded everyone to be careful of syringes when planting the pots. She also stated
that she has copies of the lists of pots and bikes, if anyone would like one.
Storage Shed: Judith reported that the storage shed has been moved to the east side of the yellow
building on the other side of the parks compound. It needed to be moved because Parks Dept.
apparently needed the space. Parks Dept. vehicles would often be parked in front of the door at the
old location, and Parks Dept. supplies would be piled in front of the door, etc., making it difficult to get
in. Judith said we needed more rock at the new site. When it was first moved, they couldn't get the
door shut and locked, as the subflooring had come undone. This occurred even though Peggy
indicated that she had cautioned Parks about the proper procedure to follow when moving the shed.
Andy Crouch, City Engineer, and Paul Northam, Parks Director, fixed the problem with the door, and
everything inside looks to be ok..
Thunder Parking: This year's Thunder parking will be at the old foundry lot at Wall St. and Market St.
We will be sharing the lot with the Boy Scouts. There was an issue last year with people with RV's
wanting a specific area they had previously. Peggy stated we will not be doing that this year, as it
causes difficulty in lining out the lot to maximize the number of spaces. She will be meeting with David
Blankenbaker to work out the details of where each group will be parking. People will be able to
reserve a parking spot ahead of time. David Julius will be organizing the lot, as in previous years.
Caladiums:After the previous City Pride meeting of February 19th„ Peggy Duffy and Tony Decker
decided to order bulbs for Preservation Station in addition to Glossbrenner Garden. The total cost for
all bulbs (170) came to $242, with the caladiums sourced from Caladium World and the elephant ears
from Burpee. Peggy reviewed her plans from the previous meeting for Glossbrenner Garden. She
wants to use 100 Moonlight caladiums planted together as a backdrop and three groups or sprays of
three different colors of pink caladiums as accents. Delivery of the bulbs is expected sometime
between May 1st and May 13th. Peggy stated that caladiums do not like cold and wet, so they can not
be planted too early. Also, when this year's planting occurs, the bulbs should not be planted too deep.
Peggy had looked into using a houseplant named Colocasia, which likes shade, as a possibility for
planting around the base of the large tree in the middle of Glossbrenner Garden. She discovered that
it is only sold as a plant, not as a bulb, and the cost of plants would be prohibitive.
Mayor Moore: Mayor Moore entered the room at this point in the meeting to visit the coffee station
located in the meeting room. The Mayor was greeted by Peggy Duffy who then inquired when his
mother, Nancy Moore, was coming back. The Mayor advised his mother would be returning from
Florida mid-April. The Mayor then took a seat at the table and remained in the meeting.
Planter at Big 4: Gary Gallegos was asked about the planter located at the base of the ramp coming
off of the Big 4 Walking Bridge. Gary is a supervisor with Ham Hed, LLC, which maintains Big 4
Station for the City of Jeffersonville. Gary is not planning to put anything there. Peggy Duffy
commented that the planting there last year was too low and that she and David Julius had discussed
using rubber plants to obtain more height.
Currently, there is an issue with drainage with this planter. Even though there is gravel in the bottom to
prevent root rot, there are no drainage holes in the concrete base which is basically the sidewalk. Jim
McCoskey asked if some holes could be drilled to correct this situation. Peggy Duffy then asked the
mayor if the City could assist with this matter. The mayor said he would ask Parks' Department to
accomplish the drilling of the holes. Gary Gallegos noted the holes should be drilled so the drainage
went toward the street.
12th Street Planting: Peggy Duffy gave her perception of City Pride's involvement in the past with
plantings on 12th Street with an emphasis on using low-maintenance plants. The Green Team (Green
Space) of the City of Jeffersonville has completely redone the landscaping of these areas recently.
Peggy sent notes to Jeffersonville's Park Director and Green Team (Green Space) manager
requesting City Pride be advised in the future, when plants from City Pride projects need to be
removed.
Glossbrenner Garden: Richard Eklund asked when the "Harry Potter" theme in the garden would be
changed, as he understood it was not to be a permanent feature. Peggy Duffy said she would like to
continue it for another year. There are several issues with the "Harry Potter" display currently:
•Cups and saucers— Some broken and some missing.
•Books in bookcase— Several are missing.
•Fireplace -- Has not been completed. Tony Decker has been wrestling with this for some time.
Wrong parts and company going out of business are just a couple of the seemingly endless
issues that have been encountered..
•Broken teapot— Replacement will have to be drilled.
Jim McCoskey mentioned a tall ladder is needed to replace lights. Peggy stated Tony Decker may
have already done this. The hanging flowering baskets are the responsibility of David Julius.
