HomeMy WebLinkAboutSSB FEBRUARY 7, 2019 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF FEBRUARY 7, 2019 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, February 7, 2019 at 3:00 P.M in the City Hall Mayor's Conference Room. Mayor Moore called the meeting to order at 3:04 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Board Attorney Mike Gillenwater, Utility Billing Office Manager Elisha Gibson, Controller Heather Metcalf, Utility Communications & Operations Coordinator Rick Lovan, City Engineer Andy Crouch, Councilperson Lisa Gill, Jorge Lanz representing Jacobi, Toombs, and Lanz, Adam Dickey representing HMB Engineers, Lenin Kasthuri representing Lochmueller Group, and Secretary Barbara Hollis. Board Member Orem made the motion to approve the agenda as presented, second by Board Member Saegesser, passing on a vote of 3-0. The minutes of the January 24, 2019 meeting were presented for approval. Board Member Orem made the motion to approve the minutes as presented, second by Board Member Saegesser, passing on a vote of 3-0. CONTROLLER'S REPORT Controller Metcalf presented the claim list dated February 7, 2019 in the amount of $1 ,040,748.69. It was noted that $800,000 of the total is for debt and transfers and $80,000 for insurance. Board Member Saegesser, made the motion to approve the claim list as presented, second by Board Member Orem, passing on a vote of 3-0. Manager Gibson presented the Adjustment Certificate dated February 4, 2019 in the amount of$-60,352.55 Sewage, $-803.95 Drainage, and Refund of$1,279.24. Board Member Orem made the motion to approve the Certificate as presented, second by Board Member Saegesser, passing on a vote of 3-0. OLD BUSINESS - No Old Business this meeting. February 7, 2019 Page 2 NEW BUSINESS Director Ashack said all the diffusers at the DTVVWTP were replaced last year. He would like to now replace the diffusers at the NWWTP. He has a quote from Xylem Water Solutions USA, Inc. of $20,125 for 115 diffusers. Discussion followed. Director Ashack will discuss this with Lenin Kasthuri further. Board Member Saegesser made the motion to purchase the fine air diffusers as presented, second by Board Member Orem, passing on a vote of 3-0. Director Ashack next reviewed the situation and explained the need to replace the Spring Street Flow Meter. He presented a proposal from Gripp Incorporated for the replacement at a reduced cost of$12,990.05. Following discussion, Board Member Orem made the motion to approve the purchase as requested, second by Board Member Saegesser, passing on a vote of 3-0. ENGINEERING REPORTS Jorge Lanz presented and reviewed Jacobi, Toombs & Lanz, Inc., Jeffersonville Sanitary Sewer Projects Status Report, February 7, 2019. The ownership of the Utica #1 P.S. Replacement & Force Main to Lentzier Creek property is being researched. DEPARTMENT REPORT The January 2019 WVVTP Flows and CSO report was presented and discussed. The rain amounts were reviewed. It was a very wet month, with 3.7 inches of rain recorded. Director Ashack next informed the Board the Conference call with IDEM/EPA/DOJ scheduled for this morning was cancelled yesterday. No explanation or alternate date was given. Director Ashack is looking at making organizational changes, including the consideration of an Assistant Director position. The January 2019 Budget/Expense report was provided. Also provided is the 2018 report of interest earned by Fund. The total earned for 2018 is $371,993.18. Thanks was given to Controller Metcalf for the smart investments. ATTORNEY COMMENTS - No Comments this meeting. Board Attorney Gillenwater has received an offer of$25,000 from the insurance company in settlement for the boring hole made in the force main line off Old Salem Road. Board Member Saegesser made the motion to authorize Board Attorney Gillenwater to settle this case, second by Board Member Orem, passing on a vote of 3-0.
