HomeMy WebLinkAboutHP NOVEMBER 13, 2018 Historic Preservation Commission 1 MINUTES The Jeffersonville Historic Preservation Commission met for a regular meeting on Tuesday November 13,2018 in the Building Commission conference room of City Hall. ROLL CALL President Jan Paddocks called the meeting to order with roll call. Members present,besides Paddocks, Included members Johnna Anderson,Lisa Green,Maggie Moore,Jill Schimpff,Ed Siewert and Melanie Yates. Advisor Laura Renwick was present.Director Larry Wallace was absent. AGENDA President Jan Paddocks ask for members to review the agenda for Tuesday November 13,2018 meeting.After review Jill Schimpff made a motion to approve the agenda as presented,seconded by Lisa Green and approved unanimously. MINUTES President Jan Paddocks ask for members to review the minutes for October 9,2018 meeting.Laura Renwick stated she would like the minutes to reflect that the C of A which was approved for the Lindley house at 319 E.Riverside note that the shutters will be paintable.Melanie Yates made a motion to accept the minutes with the noted change,seconded by Jill Schimpff and approved unanimously. CERTIFICATES OF APPROPRIATENESS: •Mr.Lonnie Cooper representing the Rivers View LLC appeared to present a Certificate of Appropriateness application to add an additional four windows to the front of the structure located at 212 W.Riverside Drive. Mr.Cooper stated that the new roof,paint and resurface of the parking lot has been completed.Mr.Cooper stated that two of the townhomes are being renovated to make one unit.Laura Renwick asked if the windows would be fixed and single pane as shown in presentation.Mr.Nicklies stated that the windows will be full length or fixed but details have not been decided at this time.Jill Schimpff made a motion to accept C of A as presented,seconded by Ed Siewert and approved unanimously. •Mr.Clayton Pace representing Denton Floyd appeared to present a Certificate of Appropriateness application for restoration of the structure located at 509 Spring Street known as the Masonic Temple. The full restoration of the historic portions will be of like kind.The exterior is in good shape. The windows will be replaced and the exterior will be power washed.An addition is being proposed on the north side of the building to house an elevator and a stairway which will bring the structure into compliance with the current building codes. The addition will be constructed of glass and metal infill panels. The front of the building entry stairs will be replaced.The damaged windows on alley side will be replaced and the fire escape on the rear of the building will be removed. The windows will be replaced to historic windows that include grid.Mr.Pace stated he is applying for all tax credits and façade grants that are available. Jill Schimpff asked if the side windows will have insets"arches"or remain brick.Mr.Pace stated the windows on the side in question will remain the same as they are now.The front of the building will have transom windows as shown in slide and that the 2-3 ft.ledges under windows will be restored.Jill Schimpff asked if it would be possible to have elevator addition in the back. Mr.Pace stated that due to amount of parking spaces it would eliminate the elevator addition has to be on the north side. Laura Renwick would like to see more on the detailed samples of the glass and the aluminum for the addition,plus entry material for the door that will be in the addition facing Spring Street. Melanie Yates ask if the door in the addition facing Spring Street was a service entrance and if not needed for code could it possibly go away. Jill Schimpff'asked if the metal was stained,bronze or galvanized aluminum.Mr.Pace stated that they will be using mate- rial to bring a modern look to a historic building,they will use material that will tie the two together.Mr.Pace stated that they can bring back sample when decision is made. Jill Schimpff asked if the addition will be translucent and will you be able to see the stairs from outside.Mr.Pace stated that you will be able to see the staircase thru the glass.Laura Renwick stated that it will be distinguished as a new addition but will not look as massive as it does on the drawings.It should reflect a transition to a new look.Laura Renwick also asked if there will be new openings created for 1st,2nd and 3rd floor entries.Mr.Pace stated new openings will need to be created. Melanie Yates made a motion to accept the proposal as presented for 509 Spring Street with the understanding that samples of the glass and metal for the new addition will be brought back to the Historic Board for approval,also that the entry door facing spring street will be removed unless required by code.Lisa Green seconded the motion and the motion passed unani- mously. •David Nicklies new owner of 149 Spring Street appeared before the Board to say he was here to listen and learn. He is asking for any photos or history any one may have on the property He stated he will be removing the awning and power washing the building in the next couple weeks.He plans on keeping the building use as a restaurant. OTHER BUSINESS • Laura Renwick stated that there have been several downtown buildings sell in the past several weeks and she has sent informa- tion to all new owners. •Laura Renwick stated that she has spoken to Mr.Blackburn owner of 411 E.Riverside Drive.The City Attorney has proposed a revision of the local flood plain ordinance to The City Council.The revision will help Mr.Blackburn in his effort to rebuild and restore his property.
