HomeMy WebLinkAboutCC JANUARY 22, 2019 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 22, 2019 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday,January 22, 2019. 2018 Council Vice President Lisa Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the invocation. Councilperson Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Jahn, Councilperson Maples, Councilperson Hawkins, Councilperson Gill, Councilperson Owen and Councilperson Ellis. Council President Zastawny and Councilperson Samuel were absent from the proceedings. MINUTES TO BE APPROVED: January 7, 2019 Regular Proceedings—Councilperson Jahn made a motion to APPROVE the minutes with Councilperson Maples seconding, PASSING on a vote, 7-0. APPROVAL OF THE AGENDA: Councilperson Gill stated she would like under New Business for numbers 12 and 13 to flip as the Judge is here. This way he will not have to wait through their board appointments. Councilperson Maples made a motion to AMEND the agenda with the noted changes with Councilperson Jahn seconding, PASSING on a vote, 7-0. Councilperson Maples made a motion to APPROVE the agenda as amended with Councilperson Owen seconding, PASSING on a vote, 7-0. CLAIMS TO BE APPROVED: City Controller Heather Metcalf presented the General Claims. Councilperson Gill asked if all claims were in order and Controller Metcalf stated they were. Councilperson Owen made a motion to APPROVE the claims as presented with Councilperson Maples seconding, PASSING on a vote, 7-0. City Controller Heather Metcalf presented the Parks Claims list. Councilperson Gill asked if all claims were in order. Controller Metcalf said they are. Councilperson Owen made a motion to APPROVE the claims as presented with Councilperson Hawkins seconding, PASSING on a vote, 7-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: 1. Ed Zastawny/Sarah Green 2018-OR-67 An Ordinance Amending 2016-OR-11 Which Amends 2006-OR-14 Ordinance Regulating the Treatment and Keeping of Domestic, Dangerous, and/or Vicious Animals Within the City Limits Passed on 1st and 2nd 10/15/18;TABLED 11/5/18; Tabled 11/19/18. Removed from Agenda 12/5/18 No Action to be taken until 2nd meeting in January 1/22/19—Councilperson Owen made a motion to TABLE 2018-OR-67 and 2018-OR-77 with Councilperson Jahn seconding, PASSING on a vote, 7-0. 2. COUNCIL PRESIDENT Les Merkley—2018-OR-77 An Ordinance Amending The Jeffersonville Zoning Code (2000-OR-61)For Purposes of Establishing Regulations for Non-Commercial Livestock-Councilperson Owen made a motion to TABLE 2018-OR-67 and 2018-OR-77 with Councilperson Jahn seconding, PASSING on a vote, 7-0. NEW BUSINESS: 1. Ed Zastawny/Scott Hawkins—Adam Miller, Director of Jeff High Band—Adam Miller, Director of Jeffersonville High Band gave a presentation on the band's upcoming 90`h year. This year they are looking for a collaboration with the City to work together for a Jeffersonville Theme song to be completed. Mr. Miller provided the Council each with a packet that outlined what the band would need in order to do this. They would like for this to reflect the history of Jeffersonville. Instead of asking for a donation, Mr. Miller would like to show the students that their skills are valuable contributions in partnerships. The band focuses on teaching leadership, and these kids are the future of the City. The band will still be fundraising to cover their normal expenses for the year. Councilperson Gill noted that people get so excited when the band is in the parades. She is amazed by the talent of these kids and dedication and discipline. She hears them many mornings with her house being so close to Jeffersonville High School. Councilperson Hawkins said when he was approached initially with this his first question was what does the City get out of this? In his mind, much more for their money than previous donations. The City is pushing the arts more, the theme song, mini performances that we will work out in the future. He does not see this as a charity. Councilperson White asked if total expense is$28,500. He's happy to see this and entertain funding where they can. Also he would be interested to know if there an opportunity for alumni to perform? Mr. Miller said would love a thriving, strong alumni association to come full force and put that together and they are looking for the people to head that now. That is a great untapped resource they would like to booster. Councilperson Jahn asked for more info concerning the Leadership clinics. Mr. Miller said that Dr. Arau, he comes in and does these leadership clinics. He works with those selected for leadership. This would add connecting those skills with the community. Councilperson Hawkins motions to approve the $28,500 with Councilperson Owen seconding if the funds come out of Gaming. Councilperson Ellis said he would like to see the money come out of a fund that already is able to support it as opposed to doing an additional appropriation. Councilperson Owen thanked the students for coming out to show their support for this. Councilperson Maples said he too would like to note how many people are here to support this, it's always good to see a large turnout. Councilperson Hawkins made a motion to APPROVE$28,500 with $20,000 coming out of Gaming and $8,500 coming out of Council Special Projects with Councilperson Owen seconding, PASSING on a vote, 7-0. The Clerk will need an invoice of some sort to process the claim. 2. Ed Zastawny/Lisa Gill—Judge Andrew Adams-Judge Adams was present to discuss a new program he is working on, Clark County Addiction and Support Program. This will help get people in treatment while they are incarcerated. He was part of a group that went to Huntington, West Virginia to observe their program. They were recently leading the Nation in overdoses and currently we are similar to what their numbers were. His vision is similar to what they have done in Huntington. This will include a treatment facility for people who do not have insurance. It will include an emergency response team. If we can take the money we are using to incarcerate and use it for treatment instead then these people may stop the revolving door through the courts. Most of the cases he hears are involved with addiction in one shape or another. He wants to find a way to get people out of jail in this matter to deal with their addiction. He has received a partial grant to get this started and will be coming back to the Council for involvement once this gets established and going. It would be great to find an unused school that could be converted. This is a Southern Indiana problem. Not specific to one town or City. The program that he is envisioning also has an education component for the Community and the Youth. Clerk Conlin has been assisting him with this and so far around 71 town boards or Councils have been identified to look at involving. At this time he has not spoken to the Mayor as he is out of town. 3. Ed Zastawny—Council Board Appointments— Building Authority: Councilperson Maples made a motion to APPOINT Brandon Westerfield, noting that he will be replace soon due to his new work schedule but will remain active on the board until that time with Councilperson Hawkins seconding, PASSING on a vote, 7-0. Councilperson Maples made a motion to APPOINT Don Sperzel with Councilperson Owen seconding, PASSING on a vote, 7-0. Councilperson Jahn made a motion to APPOINT Bill Fry with Councilperson Owen seconding, PASSING on a vote, 7-0. Insurance Committee: Councilperson Maples made a motion to APPOINT Councilperson Zastawny with Councilperson Owen seconding, PASSING on a vote, 7-0. Councilperson Maples made a motion to APPOINT Councilperson Gill with Councilperson Owen seconding, PASSING on a vote, 7-0. Parks Authority: Councilperson Maples made a motion to APPOINT Councilperson Owen with Councilperson Jahn seconding, PASSING on a vote, 7-0. Plan Commission: Councilperson Maples made a motion to APPOINT Councilperson Gill with Councilperson Hawkins seconding, PASSING on a vote, 7-0. Councilperson Maples made a motion to APPOINT Councilperson Ellis with Councilperson Hawkins seconding, PASSING on a vote, 7-0. Councilperson Maples made a motion to APPOINT Councilperson White with Councilperson Owens seconding, PASSING on a vote, 7-0. Redevelopment: Councilperson Maples made a motion to APPOINT Councilperson Owen with Councilperson Hawkins seconding, PASSING on a vote, 7-0. Drainage: Councilperson Jahn made a motion to APPOINT Charlie Smith with Councilperson Hawkins seconding, PASSING on a vote, 7-0. Councilperson Gill made a motion to APPOINT John Kettenbrink with Councilperson Maples seconding, PASSING on a vote, 7-0. Councilperson Hawkins made a motion to APPOINT Arthur Geupe with Councilperson Maples seconding, PASSING on a vote, 7-0. Councilperson White made a motion to APPOINT Rob Burgess with Councilperson Maples seconding, PASSING on a vote, 7-0. Finance Committee: New appointment will be made next meeting. Clark County 911: Councilperson Maples made a motion to APPOINT Lisa Gill with Councilperson Owen seconding, PASSING on a vote, 7-0. Zoning: Councilperson Owen made a motion to APPOINT Dave Stinson with Councilperson Jahn seconding, PASSING on a vote, 7-0. Clark County Solid Waste: Councilperson Maples made a motion to APPOINT Councilperson Gill with Councilperson Hawkins seconding, PASSING on a vote, 7-0. DEPARTMENT HEAD REPORTS: Nothing at this time. REPORT OF THE COUNCIL ATTORNEY Mr. Wilder discussed disannexation. The Council does not need to be involved for this process to occur. He was asked to gather information regarding this matter. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Thank you to Councilperson Maples for saving a nearly 40 years old Jeffersonville Building. Councilperson Jahn—In regards to Martin Luther King Jr. Day she would like to read a quote: "Our lives begin to end the day we become silent about things that matter". Our discussion earlier was pertinent and meaningful and she applauds Judge Adams for bringing the matter to the different stakeholders. Councilperson Maples—Nothing at this time. Councilperson Hawkins—Nothing at this time. Councilperson Owen—Nothing at this time. Councilperson Ellis—Nothing at this time. Councilperson Gill—She met with Andrew Takami regarding issues current businesses are having finding employees. They would like to schedule a workshop for February 19, 2019 at 6:00 PM. Council Attorney Wilder will advertise for this. Also she was part of a program at Preservation Station for the furloughed employees.
