HomeMy WebLinkAboutCC JANUARY 7, 2019 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 7, 2019 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday,January 7, 2019. 2018 Council President Lisa Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the invocation. Councilperson Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Zastawny, Councilperson Jahn, Councilperson Maples, Councilperson Hawkins, Councilperson Gill, Councilperson Owen, Councilperson Ellis, and Councilperson Samuel. MINUTES TO BE APPROVED: December 17, 2018 Regular Proceedings—Councilperson Samuel made a motion to APPROVE the minutes with Councilperson Maples seconding, PASSING on a vote, 9-0. APPROVAL OF THE AGENDA: Councilperson Gill stated they needed to add a#12 under New Business if there was no objection to appoint Fire Merit appointment. The appointment that was just made ended in 2018 so he will need to be reappointed. Also they need to table number 10 and 11. Councilperson Maples made a motion to AMEND the agenda with the noted changes with Councilperson Jahn seconding, PASSING on a vote,9-0. Councilperson Maples made a motion to APPROVE the agenda as amended with Councilperson Owen seconding, PASSING on a vote, 9-0. CLAIMS TO BE APPROVED: City Controller Heather Metcalf presented the General Claims. Councilperson Gill pointed out that one reason this claims list is so high is due to their share of 911 being paid. Also please advise the departments to be aware of old invoices. Those technically should have come out of last year's budget. Also there was an early pay for a James Campbell, she does not believe that is on the list for early pays so please look into that. Councilperson Owen made a motion to APPROVE the claims as presented with Councilperson Maples seconding, PASSING on a vote,9-0. City Controller Heather Metcalf presented the Parks Claims list. Councilperson Gill asked if all claims were in order. Controller Metcalf said they are. Councilperson Samuel asked what constituted an early pay. He is seeing some contracted amounts and he finds it hard to believe the departments are already using that much services this early into the year. He is not okay with paying for these services ahead of time because then what if the contract gets cancelled. Councilperson Owen said some companies give a discount for paying in full. Council Attorney Larry Wilder will look at the contract in question. Councilperson Samuel will not be supporting these claims due to this issue. Councilperson Gill pointed out that one of these claims is for a vehicle that was purchased in October of last year. Councilperson Owen made a motion to APPROVE the claims as presented with Councilperson Maples seconding, PASSING on a vote, 8-1 with Councilperson Samuel voting against. ELECTION OF NEW OFFICERS: A. Council President: Councilperson Hawkins stated he would like to nominate Councilperson Zastawny for Council President. Councilperson Samuel seconded the motion. A roll call was requested: Councilperson White: No Councilperson Zastawny: Yes Councilperson Jahn: No Councilperson Maples: No Councilperson Hawkins: Yes Councilperson Owen: No Councilperson Ellis: Yes Councilperson Samuel: Yes Councilperson Gill:Yes Final vote, motion PASSED on a vote, 5-4. Newly elected Council President Zastawny presented Councilperson Gill with the 2018 gavel and thanked her for all of her hard work during last year. B. Council Vice President: Councilperson Hawkins stated he would like to nominate Councilperson Gill for the Council Vice President. Councilperson Owen seconded, PASSING on a vote, 9-0. REPORT OF THE CLERK: Thank you for getting those signed Nepotisms in. Today she received an email from the National Leagues of Cities to be appointed on the Small Cities Council for 2019. UNFINISHED BUSINESS: 1. Ed Zastawny/Sarah Green 2018-OR-67 An Ordinance Amending 2016-OR-11 Which Amends 2006-OR-14 Ordinance Regulating the Treatment and Keeping of Domestic, Dangerous, and/or Vicious Animals Within the City Limits Passed on 1st and 2nd 10/15/18;TABLED 11/5/18; Tabled 11/19/18. Removed from Agenda 12/5/18 No Action to be taken until 2nd meeting in January 1/22/19—Tabled during approval of agenda. 2. COUNCIL PRESIDENT Les Merkley—2018-OR-77 An Ordinance Amending The Jeffersonville Zoning Code (2000-OR-61)For Purposes of Establishing Regulations for Non-Commercial Livestock-Tabled during approval of agenda. NEW BUSINESS: 1. Ed Zastawny/Nathan Samuel—Public Arts Update- In middle or late 2012 we put forth an exploratory group from the community to assess where we were. The City Council and the Administration set up the Public Arts Administration. Over the last 6 years we have come a long way. He is resigning as the chairman. Councilperson Zastawny has always been interested and he would like to make the motion and fill his term for 2019. Councilperson Gill seconds the motion PASSING on a vote, 8-1 with Councilperson Owen voting against. Council President Zastawny said when the arts was established he was really excited about it too, he gets to travel a lot for his job and gets to see the downtowns and loves seeing Jeffersonville move forward with that and the accomplishment with that and adds to the quality and friendliness to the community. 2. Ed Zastawny/Fire Merit Appointment—Councilperson Gill made a motion to APPOINT Sam Smith for the Fire Merit Appointment with Councilperson Owen seconding, PASSING on a vote, 8-1 with Councilperson Ellis voting against. DEPARTMENT HEAD REPORTS: Nothing at this time. REPORT OF THE COUNCIL ATTORNEY He is glad to be here again this year serving the Council. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Councilperson White wished everyone a Happy New Year. Councilperson Jahn—The New Year is about resetting goals and priorities and there are a lot of exciting things happening. She is looking forward to the next year and starting with a clean slate. Councilperson Maples—Councilperson Maples noted the progression of 10th Street coming along nicely. Also AJ Stewart is in the audience, he is the new president of the FOP. Councilperson Hawkins—Congratulations to Clerk Conlin on her appointment. He would like to add the Jeffersonville High School band to the next agenda. They will be coming and discussing the need and additional details. Councilperson Gill—Thank you for what was sent at the passing of her brother. She was really surprised with Councilperson Samuel stepping down from the Public Arts, he did a great job, and everyone is really impressed with how the City looks. Councilperson Owen—No Comment. Councilperson Ellis—One thing he pushed for last year was the extension of sidewalks from Dutch Lane and that's been started. Hopefully that will prevent any future fatalities in that area. Councilperson Samuel—Councilperson Samuel acknowledged Mellissa Goforth in the audience. She too has been on the Public Arts from the beginning. Councilperson Zastawny—Thank you for the nomination of Council President for the year 2019. It is both an honor and a privilege.
