HomeMy WebLinkAboutCC DECEMBER 17, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 17, 2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, December 17, 2018. Council Vice President Hawkins along with City Clerk Conlin called the meeting to order at 7:00 pm. Councilperson Ellis gave the invocation. Council Vice President Hawkins asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Maples, Council Vice President Hawkins, Councilperson Owen, Councilperson Ellis, and Councilperson Samuel. Councilperson Zastawny, Councilperson Jahn and Council President Gill were absent from the proceedings. MINUTES TO BE APPROVED: December 3, 2018 Regular Proceedings—Councilperson Samuel made a motion to APPROVE the minutes with Councilperson Ellis seconding, PASSING on a vote, 6-0. APPROVAL OF THE AGENDA: Councilperson Owen made a motion to APPROVE the agenda with Councilperson Samuel seconding, PASSING on a vote, 6-0. CLAIMS TO BE APPROVED: City Controller Heather Metcalf presented the General Claims list in the amount of$2,566,738.15. Councilperson Samuel asked Controller Metcalf asked if all claims were in order and Controller Metcalf stated they were. Councilperson Samuel made a motion to APPROVE the claims as presented with Councilperson Owen seconding, PASSING on a vote, 6-0. City Controller Heather Metcalf presented the Parks Claims list in the amount of$152,306.78. Councilperson Samuel asked if all claims were in order. Controller Metcalf said they are. Councilperson Samuel made a motion to APPROVE the claims as presented with Councilperson Owen seconding, PASSING on a vote, 6-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: 1. Lisa Gill/Sarah Green 2018-OR-67 An Ordinance Amending 2016-OR-11 Which Amends 2006- OR-14 Ordinance Regulating the Treatment and Keeping of Domestic, Dangerous, and/or Vicious Animals Within the City Limits Passed on 1st and 2nd 10/15/18;TABLED 11/5/18; Tabled 11/19/18. Removed from Agenda 12/5/18 No Action to be taken until 2nd meeting in January 1/17/19 2. Lisa Gill/ Heather Metcalf—PUBLIC MEETING 2018-OR-76-An Ordinance of Additional Appropriation Passed on 1st and 2nd 12/5/18—City Controller Heather Metcalf presented 2018-OR-76. There have been no changes. Council Vice President Hawkins opened the Public Hearing at 7:04 PM and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-76 on the third and final reading with Councilperson Ellis seconding, Passing on a vote, 5-1 with Councilperson Ellis voting against. 3. Lisa Gill Les Merkley—2018-OR-77 An Ordinance Amending The Jeffersonville Zoning Code (2000-OR-61) For Purposes of Establishing Regulations for Non-Commercial Livestock Passed 12/5/18 No Action to be taken until 2nd meeting in January 1/17/19 4. Lisa Gill/Les Merkley-2018-OR-78 An Ordinance Transferring Dormant Funds Passed on 1st and 2nd reading 12/5/18—City Controller Heather Metcalf presented 2018-OR-78. There have been no changes since the last meeting. Councilperson Owen made a motion to APPROVE 2018- OR-78 on the third and final reading with Councilperson Samuel seconding, PASSING on a vote, 6-0. NEW BUSINESS: 1. Lisa Gill/Richard Moore—PUBLIC HEARING 2018-OR-79 Ordinance Granting Petition to Vacate Public Ways in the City of Jeffersonville (Approved BPW November 14, 2018)—Mr. Moore was present representing the Redevelopment Commission of Clarksville. This is over at Water Tower Square. These are for two plats and these need to be vacated before approved. These are unimproved roadways. There are no other owners involved. Clerk Conlin advised this came through BPW. Council Vice President Hawkins opened the Public Hearing at 7:07 PM pm and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Samuel made a motion to APPROVE 2018-OR-79 with Councilperson Owen seconding, PASSING on a vote, 6-0. 2. Lisa Gill/Jake Elder—Amendment to Interlocal Cooperation Agreement for the Implementation of Curbside Recycling Services for Certain Municipalities and Designated Ares of the Clark County Solid Waste Management District—Clerk Conlin stated she did not see Mr. Elder, there is a technical change to this but she was not aware what it is. Councilperson Owen made a motion to TABLE with Councilperson Maples seconding, PASSING on a vote, 7-0. DEPARTMENT HEAD REPORTS: Nothing at this time. REPORT OF THE COUNCIL ATTORNEY Nothing at this time. Merry Christmas and Happy New Year. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—He wanted to commend the Administration and Redevelopment Commission for the Jeffersonville Promise,great program that is investing in its youth. Merry Christmas, Happy Hanukah, Kwanza Councilperson Maples—His condolences go out to Sgt. Bertram's family. The Community will miss him. Councilperson Owen—His thoughts go out to the family of Sgt. Bertram and the Community. Additionally thank you to our Officers who are assisting in serving their community during this time. Merry Christmas. Councilperson Ellis—Please keep Council President Gill in your prayers. Her brother is in the hospital needing a liver transplant. Merry Christmas. Councilperson Samuel—10th Street looks great, he would like to commend the Administration for that. Also he would like to recognize Meredith in the audience. Councilperson Hawkins—It has been a tough couple of weeks for our community both with well-known individuals and others not so well-known. Next year the JHS the band is putting together their yearly production and this will have a theme song for Jeffersonville. They will explain to all of this. Couldn't use this year's money, may need to do an additional appropriation next year using money left over from this year if there is support. Mr. Elder arrived. Councilperson Samuel made a motion to REMOVE the Interlocal Agreement from the table with Councilperson Maples seconding, PASSING on a vote,6-0. Mr. Elder advised there is one small change being requested for this by Mr. Lewis and that is stating the County Commissioners do not participate in this agreement. Councilperson Owen made a motion to APPROVE with Councilperson Maples seconding, PASSING on a vote, 6-0.
