HomeMy WebLinkAboutCC DECEMBER 3, 2018 WORKSHOP COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA December 3, 2018 The Common Council of the City of Jeffersonville, Indiana met for a workshop in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 5:30 pm, on Monday, December 3, 2018.The roll call was conducted and those present were: Councilperson Hawkins, Council President Gill, Councilperson Ellis, and Councilperson Samuel. Councilperson Owen was running late from work and Councilperson Jahn and Councilperson Maples will not be attending the meeting due to being out of town. Councilperson Zastawny arrived late to the proceedings at 5:49 PM. Council President Gill, with Vicki Conlin, City Clerk, called the Council Workshop to order at 5:38 pm. 1. Kim Calabro, Director of HR—Mrs. Calabro stated that one of the biggest issues with the new pay ranges is the internal equity for the CDL drivers. This is the one group of employees that has high turnover rates and difficulty attracting new employees. Just in the last year they have 9 people who have left. The biggest concern they have with the new entry level pay for CDLs is 15.75 and there are quite a few drivers that don't make far from that. When you add in that they can be hired in 35% higher than the starting rate it causes great concern for the internal equity as they could be hired in at$18.81 which is more than what some of the CDLs make currently. Mrs. Calabro met with the consultant and discussed the options to address the internal equity. Of the 16 CDL drivers there are only 2 with less than 15 years of experience. The department would like to give an increase to cover this internal equity and the basic hour rates would increase from $0.39/hour up to $3.13/hour. This overall would cost the Sanitation Department$35679 plus social security increases and PERF and the Street Department would be $6790. It will be based on the experience from the last 10 years. Council President Gill asked if this would address those concerns that someone would come in and get hired at a Councilperson Hawkins confirmed that the $0.39 would be for someone with less experience and that these numbers would start in 2019. Controller Metcalf advised that due to how the Sanitation Budget operates they would need to decrease amounts elsewhere in order to increase the salary line. Clark advised that he is trying to get his guys to $17.00 with their performance increase. He has about$7500 that he could transfer over to cover that cost. Some of these individuals will get more than a 7% increase. This would take effect January 1, 2019. The market has shifted so much, there has been about 6 weeks from 2018 that a CDL ad hasn't been posted. The one's who do apply have little to no experience or cannot pass the minimum background qualifications for DOT. Councilperson Ellis said he would like to see the guys we have currently be focused on. Councilperson Samuel said that he would like to see not only the CDL drivers get an increase but also those guys on the back of the truck. They are some of the hardest working employees that the City has and he would like to make sure they are paid accordingly as well. Clark Miles said they will also be addressed but they are trying to go in line and get competitive market pays. Councilperson Samuel asked what needed to be done next so that the laborers can be included because he is ready to do that. Mrs. Calabro will get with the consultant to have that information compiled with another analysis. Councilperson Samuel made the motion to give Kim the go ahead to meet with the consultant regarding a market analysis for the general laborers with Councilperson Hawkins seconding, PASSING on a vote, 5-0. Mr. Miles said that he would like to see the approval for the $7500. Councilperson Hawkins made the motion to allow Mr. Miles to increase over the 7%for this year to get the drivers to $17.00 with Councilperson Zastawny seconding, PASSING on a vote 7-0. Clark will work on finding the additional monies needed for internal equities. This will require a budget reduction in January and Mrs. Calabro requested that that be retroactive it if it located to January 1, 2019. Time Magazine takes a poll for most dangerous jobs in the United States and their position take number 5. This is not a safe job. Clerk Conlin asked if there was any way to add a reflective light on the back of the tippers because of visibility concerns. She also recommended the Council ride with the snow plows to see what all they do. Council President Gill requested from Controller Metcalf that they will need the true numbers for this to move forward. Mrs. Calabro said that we have great talent here and the last thing we want is for these guys to leave. Council president Gill said there is not one person on the Council who does not appreciate the work that these guys do.
