HomeMy WebLinkAboutPMC OCTOBER 9, 2018 JEFFERSONVILLE POLICE MERIT COMMISSION REGULAR MEETING OCTOBER 9, 2018 The Jeffersonville Police Merit Commission meeting was called to order on October 9, 2018 at 5:00 P.M. in the Council's Chambers, First Floor, 500 Quartermaster Court,Jeffersonville, Indiana. Vice- President Robert Campbell called the meeting to order with the following in attendance: Vice-President Robert Campbell, Bonnie Deppert, Buddy Parker, Attorney Robert Bottorff and Patty Rush. Absent were Scott Aldridge and President Jeremy Snelling Invocation was given by Vice-President Robert Campbell APPROVAL OF MINUTES: Vice-President Campbell presented the minutes from September 11, 2018 meeting, asking if there were any corrections or additions. Ms. Deppert made a motion to approve the minutes as presented and seconded by Mr. Parker. Voted 3-0 OLD BUSINESS: None NEW BUSINESS: Major Joe Hubbard addressed the Commission regard to Experienced Officer update. The two names given by Major Hubbard have passed and been accepted approval of Perf. Hunter E Powell will have a start date as of November 1St and Daniel J. Day has a start date as of November 2"d. Major Hubbard advised that both Officers are coming from Louisville Metro Police Department and welcomed to the Police Department. Major Hubbard handed out a letter from Chief Kenny Kavanaugh,who was not able to attend the meeting in regard to promotions. It was requested that the Merit Commission provide current names eligible for promotion for Lieutenant and Captain List. Lt.Jason Broady is accepting the promotion to Captain leaving the Uniformed Patrol Division and the promotion is effective on October 16, 2018. At this time, Chief Kavanaugh received an email in writing indicating Sgt. Brian Mitchell is forgoing the promotion, declining the promotional assignment to the Uniformed Patrol Division, remaining a School Resource Officer as a Sergeant. Both of the officers names submitted for promotion are from the active maintained promotional list within each respective rank. Chief Kavanaugh officially requested the names for promotion from the Jeffersonville Police Merit Commission per the statue. Mr. Parker made a motion to certify the next person on the list for Captain which is Lieutenant Jason Broady is to be promoted to Captain. The motion was seconded by Ms. Deppert. Voted 3-0 Mr. Parker made a motion to certify the next name of the list for promotion in rank for Lieutenant. That name is Sergeant Brian Mitchell, and he has declined in a letter that he would stay as a School Resource Officer and the Commission accepted his letter. The motion was seconded by Ms. Deppert. Voted 3-0 Mr. Parker made a motion that the Merit Commission accepted the Chief's recommendation to fill the current vacancy of Captain with Lieutenant Jason Broady with the effective date of October 16, 2018. The motion was seconded by Ms. Deppert. Voted 3-0 Chief Kavanaugh requested in his letter to the Merit Commission, per the state statue to approve the process of announcing the upcoming testing process for ranks of Captain and Lieutenant promotional process opportunities within the agency. Mr. Parker made a motion to proceed with the testing process for Captain and Lieutenant position. This motion was seconded by Ms. Deppert. Voted 3-0 PUBLIC COMMENTS: None CLAIMS: Major Joe Hubbard presented a claim from Public Safety Medical, Invoice#00-33725 in the amount of$2,531.46 regarding Aaron D. Seneker and Hunter E. Powell. Mr. Parker made a motion to approve the claim in the amount of$2,531.46 and seconded by Ms. Deppert. Voted 3-0 Major Hubbard presented a claim from Public Safety Medical, Invoice#00-33781 in the amount of$1,265.73 for Daniel J. Day. Mr. Parker made a motion to approve this claims in the amount of $1,265.73 and seconded by Ms. Deppert. Voted 3-0 Vice-President Campbell presented a claim from Patty Rush, Invoice#2018-10 in the amount of $100.00. Mr. Parker made a motion to approve this claims in the amount of$100.00 and seconded by Ms. Deppert. Voted 3-0 Vice-President Campbell presented a claim from Office Supply Company, (no Invoice#) in the amount of$28.64. Mr. Parker made a motion to approve this claim in the amount of$28.64 and seconded by Ms. Deppert. Voted 4-0 The Merit Commission discussed date for Interviews date for the positions of Lieutenant and Captain position. The dates discusses were: December 4th- 5:00 P.M. until 8:30 P.M. December 5th—5:00 P.M. until 8:30 P.M. December 6th—5:00 P.M. until 8:30 P.M. December 10th—5:00 P.M. until 8:30 P.M. December 12th and 13th would be back up dates if necessary. ADJOURN: There will be an Executive Session held on November 13, 2018 at 4:00 P.M. and meeting beginning at 5:30 P.M. Kenneth Kavanaugh formally request the next names for the following ranks of Captain and Lieutenant. My understanding the current name on the Captains list is Lt.Jason Broady and the Lieutenants is Sgt. Brian Mitchell. Lt. Broady is accepting the promotion to Captain leaving the Uniformed Patrol Division and the promotion is effective October 16th, of 2018. At this time, I have an email in writing indicating Sgt. Effective today date,the Lieutenant promotional list officially is depleted of names and the Captain's list is similarly depleted of names on October 16th, 2018. I am formally requesting the Police Merit Commission, per the state statute to approve the process of announcing the upcoming testing process for ranks of Captain and Lieutenant promotional process opportunities within the agency.
