Monday, September 24th, 2018
The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall,
Jeffersonville, IN on September 24th, 2018. Members Present: Bill Burns, Scot Haire, Matt Owen, Mark
Munzer, Ron Ellis and Ralph Scales. Also Present: Parks Director Paul Northam and Asst. Parks Director
Amber Riding.
Member Ellis added a purchasing policy to the agenda as NB#3.
Approval of Agenda
Member Owen made a MOTION to approve the amended agenda for the September 24th, 2018 Park's
Authority Meeting,the motion was seconded by Member Ellis. The motion PASSED on a vote of 6-0.
Approval of Minutes
Member Owen made a MOTION to approve the agenda for the August 27th, 2018 Park's Authority
Meeting,the motion was seconded by Member Munzer. The motion PASSED on a vote of6 -0.
Old Business-
None
New Business-
Weather Policy- Ridings-We discussed this policy at a previous meeting but we hadn't
approved it as of yet. We added sports officials as well as Event Coordinators will have a device
to detect severe weather.
President Burns stated that Les Merkley couldn't be here tonight but he did say that we could
pass the policy tonight until we are able to have a resolution.
Member Owen made a MOTION to approve the policy pending a resolution at the October
Parks authority meeting, the motion was seconded by Member Munzer. The motion PASSED
on a vote of 6-0.
Renting of Facilities for Political Campaigns- Ridings- We have had several calls about renting
our facilities for political campaigns and I didn't know that answer so I went to Les Merkley and
he said that he didn't think it was a good idea. But we don't have any verbiage on this in the
policy and since we aren't always told what they are using the facility for so I wanted to see
what you as the board say.
Member Owen and Member Scales stated that they think we should allow anyone who wants
to rent the buildings to rent them.
Member Ellis stated that he thought we could be opening up a door by allowing political
candidates to up signs and advertising.
President Burns stated that he thinks we will allow anyone to rent the buildings so that no one
can say that we are discriminating on any party. And that since there isn't a policy on it he
didn't think that there needed to be official action. The rest of the attending board agreed.
The board then decided that they would not allow political parties to have booths or signs at
Parks Events such as the trick or treating. The Parks Department will put together a policy on
this for 2019.
Purchasing Policy- Ellis- Member Ellis stated that on the last two set of claims it showed that
we had purchased mulch and annuals from McCoy Landscaping and that he wanted to see
competing bids when an employee is purchasing from their own business with the Parks
department's budget.
President Burns stated that he didn't see that we needed to have an official action but that
Amber could talk to her department about this policy.
Amber stated that she thought that Tim had gotten outside bids but would double check.
Member Owen stated that he wanted to make sure it was known that no one thought there
was anything going on but transparency is always a positive thing.
Director's Report-
Olivia Mann-The pool is completely shut down, the pool made over$47,000.00 this year more
than last year. The Ken Ellis Center is consistently bringing in 50 people so we are happy with
our attendance.
Dave Simpson- I have a snap shot of the year since we are getting close to the end. We are
seeing an increase of 10%for this year. We are getting more in kind donations such as Sounds
Unlimited which really helps us keep the cost down at our events as well as Southeast Christian
which pretty much pays for inflatables for all of our events. We have about $15,000.00 pledged
for 2019 and we have meetings set up for next week so hopefully get more pledges. Coke had a
two year contract that will be renegotiated and renewed for 2019.
President Burns asked if everyone had turned in their pledged money for 2018 yet and Dave
Simpson stated that everything is coming in and will be in by the end of the year.
Donnie Poole-The River is up again, it should be going back down on Thursday so we will be
back in clean up mode again.
I also wanted to say that Amber has been amazing with everything going on with Paul and she
has helped keep everything going along without an issue.
Amber Ridings- We had to move the Catfish Tournament event from the Wharf to Big 4 parks
and it was interesting to figure out how we were going to do it with boat obviously being on the
water but it went really well and brought in a lot of people. Paul has been released to drive and
will be back for half days on Monday October 15t. The next major event is Halloween.

Member Ellis made a motion to ADJOURN at6:10, PASSING on a vote of 6-0.
