HomeMy WebLinkAboutSSB OCTOBER 4, 2018 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF OCTOBER 4, 2018 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, October 4, 2018 at 3:00 P.M in the City Hall Mayor's Conference Room. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Board Attorney Mike Gillenwater, Utility Billing Office Manager Elisha Gibson, City Accountant Lee Ann Meixell, Utility Communications & Operations Coordinator Rick Lovan, Josh Hillman representing Jacobi, Toombs, and Lanz, Mary Austin representing Lochmueller Group, and Secretary Barbara Hollis. Board Member Orem made the motion to approve the agenda, second by Board Member Saegesser, passing on a vote of 3-0. The minutes of the September 20, 2018 meeting were presented for approval. Board Member Saegesser, made the motion to approve the minutes as presented, second by Board Member Orem, passing on a vote of 3-0. CONTROLLER'S REPORT Accountant Meixell presented the claim list dated October 4, 2018 in the amount of$975,050.84. It was noted that $800,000 of the total is for debt and transfers. Board Member Orem, made the motion to approve the claim list as presented, second by Board Member Saegesser, passing on a vote of 3-0. Manager Gibson presented the Adjustment Certificate dated October 1, 2018 in the amount of$-104,369.73 Sewage, $-349.12 Drainage, and a refund of$895.42. About $49,000 represents the adjustment for the Clark Memorial Hospital. Board Member Saegesser made the motion to approve the Certificate as presented, second by Board Member Orem, passing on a vote of 3-0. OLD BUSINESS Director Ashack and Mary Austin reviewed the following dates for the DWWTP Blower Project: Public notices are scheduled for October 11 & 18, 2018, Pre-Bid Meeting is scheduled for October 22, 2018 at 10 A.M. in the Lochmueller office, and Contract Award scheduled for the November 1, 2018 at the regular Sanitary Sewer Board meeting. NEW BUSINESS No new business October 4, 2018 Page 2 ENGINEERING REPORTS Josh Hillman presented and reviewed Jacobi, Toombs & Lanz, Inc., Jeffersonville Sanitary Sewer Projects Status Report, dated October 4, 2018. The location of the Utica #1 P.S. Replacement & Force Main to Lentzier Creek location was discussed. DEPARTMENT REPORT Director Ashack has had meetings regarding a lift station and force main for Bridgepointe Commons and Williams Crossing. Both are new projects. The meetings went well. At this point the proposed theatre at Bridgepointe Crossing will use a grinder pump until other projects in Bridgepointe Commons begin to develop. The proposed force main from the Williams Crossing lift station will connect to the gravity sewer in Creekstone Ridge on Limestone Trace. Mayor Moore fears repairs to the road will not be repaired to the original standard. Following further discussion, Board Member Saegesser made the motion to not allow the lines to go thru Creekstone Ridge, second by Board Member Orem, passing on a vote of 3-0. Regarding the DOJ/EPA, 4/20/2018 letter, Board Attorney Gillenwater said he continues to attempt to make contact. There has been no response since the questions were answered in the August conference call. All are frustrated. Director Ashack did say he talked with Shelley Love regarding SRF funding and did receive a positive response on the funding. The September 2018 CSO Flow reports along with other reports are included in the packet. The detailed Budget/Expense report reflects all expenses but did not include the claims that were approved at this meeting. Board Member Orem said he is impressed with the reduced number of overflows versus the amount of rain. Director Ashack reviewed the numbers commenting the effect on the Ohio River is negligible. Director Ashack talked with Leigh Voss of IDEM regarding a complaint regarding Lentzier Creek. She forwarded the email received from Scott Straight which said the Mayor told him about diverting the flow from Lentzier Creek was possible. Mayor Moore stated that he has not talked with Mr. Straight and said that he made no such statement. Director Ashack read the email he received. Mary Austin said the treatment plant's discharge is the least offensive problem that Lentzier Creek has. ATTORNEY COMMENTS Board Attorney Gillenwater informed the Board the Trans4Mationz case is closed. BOARD MEMBER COMMENTS Mayor Moore's advice is to "avoid negative people".
