HomeMy WebLinkAboutSSW SEPTEMBER 6, 2018 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF SEPTEMBER 6, 2018 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, September 6, 2018 at 3:00 P.M in the City Hall Mayor's Conference Room. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Board Attorney Mike Gillenwater, Utility Billing Office Manager Elisha Gibson, Assistant Controller Yvonne Dowd, Utility Communications & Operations Coordinator Rick Lovan, City Engineer Andy Crouch, City Councilperson Lisa Gill, Jorge Lanz and Josh Hillman representing Jacobi, Toombs, and Lanz, Adam Dickey representing HMB, John Herriford representing Strand, Johnathan Thomas representing HDR, and Secretary Barbara Hollis. Board Member Orem made the motion to approve the agenda, second by Board Member Saegesser, passing on a vote of 3-0. The minutes of the August 16, 2018 meeting were presented for approval. Board Member Saegesser, made the motion to approve the minutes as presented, second by Board Member Orem, passing on a vote of 3-0. CONTROLLER'S REPORT Assistant Controller Dowd presented the claim list dated September 6, 2018 in the amount of $1,236,542.58. Board Member Saegesser, made the motion to approve the claim list as presented, second by Board Member Orem, passing on a vote of 3-0. Manager Gibson presented the Adjustment Certificate dated September 4, 2018 in the amount of$-29,530.56 Sewage, $-15,898.85 Drainage, and a refund of$64.85. It was noted Manager Gibson and her office are doing a good job_ Board Member Saegesser made the motion to approve the Certificate as presented, second by Board Member Orem, passing on a vote of 3-0. OLD BUSINESS - No Old Business NEW BUSINESS Following a meeting with Lochmueller, Director Ashack informed the Board the bid package for the DWWTP Blower Project is ready and should go out by the first of October. September 6, 2018 Page 2 ENGINEERING REPORTS Josh Hillman presented and reviewed Jacobi, Toombs & Lanz, Inc., Jeffersonville Sanitary Sewer Projects Status Report, dated September 6, 2018. DEPARTMENT REPORT Director Ashack presented pictures taken during the unexpected repair necessary to the sewer line on Park Place at Division Street. This area is now back in operation. He then updated the Board on other repairs. Regarding the DOJ/EPA, 4/20/2018 letter. Director Ashack referred to a correspondence by email with Dave Tennis. He said he still does not know what is going on. The conference call with DOJ/EPA/IDEM regarding the number of households went well. They have everything they have asked for. Director Ashack informed the Board the Washington DC attorney has passed away. He is unsure of what will be done with the case. Director Ashack gives thanks to Manager Gibson and her staff for the packet enclosure regarding the customer count. Mayor Moore asked for a comparison of the number of new customer since 2012. Director Ashack said these are good numbers and more accurate now than they have ever been. The August 2018 WWTP Flow reports are in the packet. There have been problems with the Walnut Street meters so the August 2018 CSO Overflow report is not available. This will be provided next time. The Budget/Expense report is included in the packet as well. Jimmy Johns, developer of Williams Crossing, appeared before the Board, regarding options available for a pumping station. Board Attorney Gillenwater said there has been discussion regarding a regional pumping station. An option for cost sharing was presented by Jimmy Johns explaining he is at a point in the development where a decision has to be made. Director Ashack said there is a plan to spend $2.1 million for Coopers Lane improvements. However, it is Director Ashack's recommendation that the Developer build their own lift station. Board Member Saegesser agrees with Director Ashack's recommendation. Board Member Orem also agrees with the recommendation. ATTORNEY COMMENTS - No Comments BOARD MEMBER COMMENTS Mayor Moore said the City owns a piece of land at 10th and Spring St.. With the new development in the area he would like to "dress it up". His suggestion would be sidewalk, benches, and landscaping such as Blue Spruce to add to the fence. He estimates the cost at $50,000. The Board agrees with this project.
