HomeMy WebLinkAboutJPA JULY 23, 2018 Jeffersonville Parks Authority Monday,July 23rd, 2018 The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall, Jeffersonville, IN on July 23rd, 2018. Members Present: Bill Burns,Josh Kornberg, Mark Munzer, Ron Ellis and Ralph Scales. Also Present: Parks Director Paul Northam Asst. Parks Director Amber Riding and Les Merkley Attorney. Lisa Stemler has resigned as a member of the Parks Authority Board. Approval of Agenda Member Kornberg made a MOTION to approve the agenda for the July 23`d, 2018 Park's Authority Meeting, the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. Approval of Minutes Member Kornberg made a MOTION to approve the minutes from the June 25th, 2018 Park's Authority Meeting,the motion was seconded by Member Ellis. The motion PASSED on a vote of 5-0. Old Business- Burns-Fieldhouse Update-They have framing in for the new doors and are working on the brickwork. As soon as school starts they are going to start focusing on the rest as they are well within their deadline and have some school work to get finished. Member Kornberg stated that he thought it would be a good idea to send out a letter to the people that donated $1,000.00 and above about what we plan to do about the Papa John's donation return. Les Merkley stated that there was a Redevelopment meeting on Thursday and they are supposed to approve the funding of the returned donation. Northam-Optimist Club Discussion- In the last meeting we discussed the possible donation of the Optimist club and this meeting we have a list of monthly expenses and now we need to make a decision about whether we are going to move forward or not. Member Munzer stated that as a member of Optimist Club he will abstain from the vote but that personally he is for the donation though he understands that the costs will be large. Member Ellis stated that he was concerned about the amount of money that it would take to fix the Optimist building and that we need to take a long look at what we are committing to should we decide to move forward. Such as the mold in basement and what the cost estimates would be to fix the issues the building has. Member Kornberg stated that he has the same concerns as Member Ellis that it will take a lot of money to get the building where is needs to be. President Burns stated that he didn't see where we would be able to find the money to fix the building. Member Scales Agreed. Member Kornberg asked if Larry Wallace the Building Commissioner could take a look at the building before the next meeting. The vote was tabled to the August meeting as Member Munzer abstained as a member of the Optimist Club and there are only five members present tonight. New Business- Northam-New Mower-You received three quotes on a 72 inch mower, one was from John Deere for $10230.00 the second was for JW Turf at$10453.00 and the last was for Erb Turf for$10497.00. The money is in the equipment budget and we are just looking for approval to purchase. Member Kornberg made a MOTION to approve the new mower for$10230.00 from John Deere, the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. We are also asking to purchase a tractor from Flood Control for$15,000.00 which is a steal especially at only 2000 hours which at its age should have around 7000 hours and cost around $25000.00. The money is also in the budget for the tractor. Member Ellis asked how much equipment we've had to purchase this year so far. Tim McCoy stated that so far we have just bought a Ventrac mower so far this year. And we bought a 60 inch zero turn last year. Member Munzer asked if we anticipated any more equipment purchase this year and Tim said no. Member Kornberg made a MOTION to approve the purchase of a tractor from Flood Control for $15,000.00,the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. Northam-Riverstage Contracts-Juice Box Heroes, From Paris,Jake, Elwood and the Boys, MARVIN,The Magic of David Gerrard, Art after Dark, Party Central, Melody Resurrection and Tons of Fun for Aquatic center. Some of these are actually from Steamboat nights. Member Ellis wanted to know if there is any way to find out how many people are actually residents of Jeffersonville to see how we can better justify the cost of the Riverstage. Member Kornberg stated that he thought that it would be very hard to track who is just a local resident and who isn't. Member Kornberg made a MOTION to approve the Riverstage and Steamboat Nights Contracts,the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. Northam-WAC Elevator Testing and Inspection- We had a company Semones Fire Safety and Otis that we have been working with and we had a breakdown in the elevators and Otis came right out and fixed it. But going forward it would be nice if we knew more about the elevators themselves and if there is anything we can do to make them work better. Semones Fire Safety being under contract for a service agreement means annual testing, immediate response for service calls and two hour minimum instead of four hour minimum. There are options that vary in price from $698.00 for Option A and $748.00 for Option B. President Burns stated that before the next meeting maybe we could look into other companies in the area and what their services and rates are. The issue was tabled until Paul could talk to Larry Wallace the Building Commissioner. Northam-Aquatics After Hours Rental-We have been working on the contract for the After Hours Rentals we have updated the rain policy to 4pm the day of if the weather does not cooperate. If your party is halfway through we are not obligated to refund your fee. Also that renters may not enter the facility until 6:30pm. The next change is that the facility must be left clean and litter free. So the question is should be charge a cleaning fee or deposit that if they clean we will them give back after the party. The fee for pool rental is nonprofit 2 hours$500.00 and 3 hours$700.00. Local residents 2 hour $642.00 and 3 hours$856.00. Non- Local 2 hours$956.00 and 3 hours$1070.00. Director Northam asked what amount the board thought would be appropriate for the damage deposit? Member Munzer and Kornberg both stated that they thought $200.00 would be a good amount for a damage deposit. President Burns stated that he thought that it would just tie up more of the renter's money and wouldn't be in the best interest of the Aquatic Center as if might deter future renters. But if we don't do a damage deposit and they leave the facility trashed what recourse do we have? Director Northam stated that he would add language about cleaning up instead of a damage deposit and that if the facility is left damaged or unclean they will not be allowed to rent the facility again and bring it to the next meeting. Northam-Park Memorial Application-We have an application from a gentleman in Scottsburg that wants to purchase a tree and have it planted in one of our Parks with a Memorial Plaque. He would like to have the tree planted in Vissing Park,the tree was purchased for$180.00 and the plaque will read "In Memory of Joyce F. Ratts Hogue April 15 1939—March 2 2018 Rooted in Love, Always in Our Hearts". Member Kornberg made a MOTION to approve the memorial application for Vissing Park,the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. Northam-Event Cancelling Protocol- We have been talking through a protocol for what should happen in the Parks department if the pool needs to closed, an event at Riverstage needs to be closed or cancelled and if WAC needs to be closed or cancelled. We are currently using apps on our phones that tell us how much rain is expected and how close the lighting strikes are to the events. We are wanting to get a website called Rainedout.com were we will post and it will go out to people that have joined our events for notification. We started talking about this due to several events being rained out or having the possibility of storms during the event and we decided we needed a set protocol in place so if everyone could look the protocol over and let me know what you think next month. Director's Report- Director Northam- Introduced the new assistant Director Amber Ridings, she has 19 years of experience at the Y and has already been making a great contribution to the Park's Department. Ricki Romans- CCSA currently has slots on Monday and Wednesday and then we have another organization on Tuesdays and Thursday and starting this fall we will have Rock Creek Football as WAC is their home field. We also have Boyce College that WAC is their home game. Coming up we also have Football Tournaments for both youth and semi pro. Moving forward Paul Ducksworth has been hired as the Jeffersonville High School Football coach so he will closely involved between CCSA and Jeff High. I just wanted you all to know that WAC isn't just for people to come out and practice soccer and throw frisbees there are also a lot of groups that utilize the facility. Olivia Mann- We have Christmas in July this Wednesday where will have snow and Santa AKA Donnie Poole and then we have eight days left open and end with the pooch plunge. Tim McCoy- We try to hit the high traffic parks first and get to them first and then work our way around the parks in the city. We are almost done with Vissing Park and I don't know if you have been updated on Fisherman's Wharf but after the flooding we are currently working on 2.5 acres of soil that we need to level out and find the correct window to seed. We are hoping that it will be looking good for the fall. Member Ellis asked about if the dredging would have to be done at Fisherman's Wharf. Director Northam stated that we have permits that say for ten years as long as we don't remove the dirt by hauling through the road but instead by a barge. But we are now looking into dredging Fisherman's Wharf in that window as well. Donnie Poole- At the Fieldhouse we still have water coming in the bathrooms so if Matt is going to be coming down in the morning we need him to fix it again. And just remember that the more that they have going on the more work that we have going on in the maintenance department. Director Northam stated that we are doing a lot of repair at Big 4 and Vissing so are looking at possibly asking for more money at budget time to help keep up with these expenses. Sara Simpson- We had the kids triathlon this past Saturday and we were blessed with prefect weather for the 99 kids that participated. We also had RiverPops this past weekend that was effected by the storms. We were able to get two nights of Annie after the equipment dried out. This coming weekend we have the Louisville Crashers that are making up from their half event. Director Northam-Stated he talked to a gentleman about buying a barge to replace the Riverstage and the gentleman said that we might want to instead purchase a riverboat but we are still in the beginning of this process. The only other thing I have is that the council has approved for us to move forward with the invasive species project.
