HomeMy WebLinkAboutJUNE 11, 2018 Historic Preservation Commission MINUTES The Historic Preservation Commission met for a regular meeting at 6 p.m.on Monday,June 11,2018,in the Build- ing Commission Conference Room of City Hall. ROLL CALL President Jan Paddocks called the meeting to order with roll call.Members present included Paddocks,Johnna An- derson,Jill Schimpff,Ed Siewert,Maggie Moore and Melanie Yates.Advisor Laura Renwick also was present. Member Lisa Green was absent.Advisor Larry Wallace was also not present. AGENDA Paddocks asked members to review the agenda for the June 11,2018 meeting.After a brief review,member Melanie Yates made a motion to approve the agenda.Jill Schimpff seconded. MINUTES Paddocks asked members to review minutes from the April 9,2018 meeting.After a brief review, member Jill Schimpff made a motion to approve the minutes from the April 9,2018 meeting. Melanie Yates seconded the motion. CERTIFICATES OF APPROPRIATENESS: •DANIEL EKLUND was on hand to ask the Commission for approval of exterior renovations to 310 W.Riverside Drive, including window and door replacement. Eklund said he purchased the property last year and during the course of demolition work noticed that some windows on the front of the house had been covered up. "We want to open those back up,"Eklund said."I think we'll be significantly improving the appearance of the house from the front.And we're making every effort to make it as historic as possible:' Eklund said the aluminum siding on the house would remain,but openings would be cut for the windows,which will likely be fiberglass. We're exploring different types of materials for the windows,"Eklund."Some of them have been replaced and are vinyl. But we're looking at options...the originals were wood....But we're looking at maybe fiberglass-it has all the characteristics of wood.But it can be painted. Obviously this house has a lot of windows so we need to keep in mind-long term-the cost and things like that... " With no further questions from the Commission,member Ed Siewert made a motion to approve the Certificate of Ap- propriateness for 301 W.Riverside Drive as presented for exterior renovations and fiberglass replacement windows. Member Johnna Anderson seconded the motion.The C of A was unanimously approved. •LAURA LINDLEY,on behalf of the Lindley family,was on hand to ask permission to add signage akin to the Monu- mental Moments pieces throughout downtown to the side of the current LifeSpring building at 404 Spring Street. Lindley showed a photo —which was actually a signed sales receipt from her family-and told the Commission that was the image her family wanted to use as the mural on the side of the building(officially named the Lindley Building). She showed the Commission a secondary photo that she said they were considering incorporating into the informational plaque accompany- ing the mural. "We thought this image told the story of the building,"Lindley said. "We've been waiting for a yes answer from LifeSpring to do a mural...And we've finally gotten that answer from them:' The Commission had no questions for Lindley and member Melanie Yates made a motion to approve the C of A for the signage at 404 Spring Street.Maggie Moore seconded the motion and the C of A was unanimously approved. OLD BUSINESS: •DAVE SCHMIDTT,of 206 W.Riverside Drive,was on hand with updated renderings of the east elevation of the proposed single family home he had previously presented to the Commission.Schmidtt told the Commission the new renderings shows landscaping will be possible with the rebuilt retaining wall and also shows the windows with the proposed balconettes,etc. Plans for retaining wall on border of property will stay the same as he always planned.Along the front of the house and a portion of the east side of the house. Upon seeing the east elevation renderings,member Jill Schimpff made a motion to accept the C of A for 206 W.Riverside Drive"as long as the elevation is as depicted and explained today"Member Melanie Yates seconded the motion and the C of A was unanimously approved. CERTIFICATES OF APPROPRIATENESS: •MAGGIE MOORE was on hand to ask the Commission for approval to paint and make repairs to the exterior of 207 Spring Street and add awnings. "A lot of the woodwork is rotting out;'she told the Commission."We're just going to redo it and paint ... But it's going to look the same." "The awnings ....I don't know if they're going to look the same or not.I'm kind of thinking it might be something like what's at Sugar Maples.The round awning that's there now seems a little 90-ish" Moore said she also wants to add a fence on the border of the(Market Street)parking lot and add a wooden enclosure around the Dumpster and replace the back doors which are currently damaged.She said they hadn't bought new doors yet,but the replacements would likely look very similar to the existing ones. With no further discussion,member Jill Schimpff made a motion to approve the C of A for 207 Spring Street as present- ed.Member Ed Siewert seconded the motion and the C of A was unanimously approved,with Moore abstaining. •MAGGIE MOORE also presented the Commission with plans for exterior renovations to 201 Spring Street. "I want to replace the doors but I want double wooden doors and I haven't found exactly what I'm looking for yet.If I cant find what I'm looking for,I'll replace them with something like what's there now,"Moore said. "I'm also going to paint-just to tone down that yellow they decided to paint it-and it'll probably just be something gray:' With no other discussion,member Melanie Yates made a motion to accept the application for a Certificate of Appropri- ateness for 250 Spring Street as presented.Jill Schimpff seconded the motion and the C of A was unanimously approved. OTHER BUSINESSS: •Laura Renwick told the Commission she had been in contact with Chad Sprigler about changes he was making to the façade of 123 W.Court Avenue. "Hopefully we'll be seeing an after the fact C of A for that one Renwick said.
