HomeMy WebLinkAboutJUNE 25, 2018 Jeffersonville Parks Authority Monday,June 25th, 2018 The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall, Jeffersonville, IN on June 25th, 2018. Members Present: Bill Burns, Mark Munzer, Matt Owen,Tracy Ames, Mark Munzer, Ron Ellis, Larry Jordan and Ralph Scales. Also Present: Parks Director Paul Northam. Approval of Agenda Director Northam removed number 2 and 3 from Old Business Riverstage Beverage Agreement and Preservation Resolution. Member Owen made a MOTION to approve the amended agenda for the June 25th, 2018 Park's Authority Meeting,the motion was seconded by Member Kornberg. The motion PASSED on a vote of 8- 0. Approval of Minutes Member Ames made a MOTION to approve the minutes from the May 21st, 2018 Park's Authority Meeting,the motion was seconded by Member Kornberg. The motion PASSED on a vote of 7-0. Member Ellis abstained from non-attendance. Old Business- Burns-Fieldhouse Update-The school was passed last Friday and part of the agreement that they would provide the heating and cooling so we are just at our goal. We have a meeting this next week on Thursday at 11am if you would like to attend. Even though we have met our goal there is about $68,000.00 in brick work that we need to have done that is in the budget but I would also like to keep trying to get donations so that we can do the windows. AML has made another pay request for $110,000.00 that we don't need to vote on.There is a change order for$7317.75 which covers the replacement of two existing restroom doors and demolition and patching up four large windows. Member Owen made a MOTION for the $7317.75 change order,the motion was seconded by Member Kornberg. The motion PASSED on a vote of 8-0. Northam-Abbey Road Update- We have the first numbers from Abbey Road but we have not done our numbers yet. There's say$652,618.00 which is a loss of$30851.00. At the moment they are looking for way to make more money next year such as charging$25 a ticket instead of$20. Northam-CCSA Contract- I just wanted to let you all know that Paul Ducksworth has signed the contract so it is now complete. Northam-Vissing Invasive Species Management- I met with Eco-Tech staff and we have selected several options that we need that total $32,130.00. I plan to go the council to ask for money from our surplus funds to approve that move. Member Ellis asked if Director Northam had looked into other options such as goats to remove the invasive plants. Member Owen asked after this amount how much would be left in the surplus account? Director Northam stated there was just under one million left in the line. Member Owen made a MOTION to approve the contract with Eco-Tech for$32,130.00,the motion was seconded by Member Ames. The motion PASSED with a vote of 7-0. Northam-Park Signage- In the last meeting we discussed the proposed designs and colors and it looks like we had one person that liked design A and four people that liked design B. Member Ames added her vote to design B. Member Owen made a MOTION to approve design B, the motion was seconded by Member Kornberg. The motion PASSED on a vote of 8-0. The board then discussed the color selections and decided on Orange over Red and Gray. Member Owen made a MOTION to approve the color Orange for the Parks signage, the motion was seconded by Member Kornberg. The motion PASSED on a vote of 8-0. New Business- Northam/Simpson-Vissing Park Sponsor Deck-We had a gentleman approach us about the naming rights of a portion of a park or something similar in Jeffersonville to honor his father. This brought up the opportunities of opening up naming rights throughout the parks department to help raise money through City Partnership. One example is naming a complex and having the person pay a set amount for a set number of years. Member Kornberg asked if it would require people or companies to have a multiyear contract for the naming or would we allow a one year contract. Dave Simpson stated that was one of the questions that we needed to discuss a field could be one year because it is easier to change the signage but a portion of a park or a complex would need to be longer term because of the money that would go into naming that building. Member Kornberg stated he felt the wording of how we present it to people needs to be considered as people could easily be offended when offered you can honor your family member for five years for this amount and then we stop honoring them. Director Northam and Dave Simpson both agreed. Director Northam, Dave Simpson and Member Kornberg decided to have a meeting to discuss options and bring them to a future meeting. Northam-Optimist Club Ownership-We have several people here from the Optimist Club who approached us last week about the possible transfer of ownership. Director Northam's plan is walk through the property with the Building Commissioner next week. The property is valued at$630,000.00 with monthly bills of$231.00 for Duke Energy, $28.00 for water, $121.00 for Sewage and $128.00 for Vectron. They have a list of wishes that will need to be met, all of which I have discussed with Les Merkley and we think that all of them can be met with the possible exception of the security cameras which as of the moment we don't have many parks buildings that have them. The building has been for sale but the Optimist members would prefer to transfer the ownership to the city because they would like to continue the community volunteerism that they currently have. The issue is that they are struggling to cover the bills and upkeep to keep the center going. The current rental fee is$500.00 for a Friday or Saturday nights with a capacity for 200 people. Member Kornberg asked what the average income from rentals is,the Optimist Members stated that it is approximately$13,000.00 a year. The board set up a walkthrough of the property Monday July 2nd at 5:15. Northam-Tree Removal in Parks-Tim McCoy and myself went around to the parks to see what trees needed to be removed for safety. We found 15 trees at Vissing Park that need removed for approximately$12,300.00. One tree actually fell on a gentleman's shed so we had to remove that tree and pay for the repairs to the shed. We graded the trees a 1 or 2 based on how soon they need to be removed. We also have ten trees at Highland Park for another$12,000.00. In total the trees that need to be removed as soon as possible total $27,600.00. My plan is to go to the council and ask for this money to come from the surplus money with your approval. Member Munzer stated that it sounds like we need to start setting aside money every year to start removing the trees that could be hazards or cause damage. Director Northam agreed. Member Scales stated that if the crews would start removing the vines that are around the trees that are choking the trees and causing them to die then we would have less tree to have to remove. Director Northam stated that he agrees and they are working on removing as many sucker vines that they can. Member Owen made a MOTION to move the money not to exceed $30,000 for tree removal from the tree replacement line in the GL,the motion was seconded by Member Munzer. The Motion PASSED on a vote of 8-0. Riverstage Contracts-Simpson- Lefty&the Lunatics, Brutally Handsome, Exit 19, Eight Inch Elvis, Between the Lines, Party Central and Louisville Crashers. Member Kornberg made a MOTION to approve the Riverstage Contracts; Lefty&the Lunatics, Brutally Handsome, Exit 19, Eight Inch Elvis, Between the Lines, Party Central and Louisville Crashers, the motion was seconded by Member Ames. The motion PASSED on a vote of 7-1(EIIis). Director's Report- Olivia Mann-We had 85 people in the swim team. Last year we made$100,795.75 and so far this year we are at$76,728.05 in admissions so we are way ahead of last year and we have Christmas in July and a floating movie still planned for this season. We have had some small issues with the concessions company but we are working through them and think it is going to work out well. We have also asked if Coke will help them out with their shirts and coolers for the Riverstage. Ricki Romans- I'm excited with how things are going, we have a lot of rental and tournaments going at the moment. We are working on plans for the fall that we are hoping are going to be great. We have great leagues going on at the moment and we are excited about the partnerships that we are creating. This is the last week of our summer program at the Boys and Girls club and we still have pickle ball going on Mondays and Fridays. Donnie Poole- I think that Jeff goes Country was huge and possibly the biggest event that we have done in house. We used a ton of barricades and picnic tables and this was done by three people that worked long days to get everything done. Dave Simpson-We have a lot of new and current city partners that have increased their amounts because they are excited about what is going on in Jeffersonville. We have gotten in touch with the IRS to get our Letter of Affirmation that allows us to get not just sponsorships but donations as well. Jeff Goes Country went fantastic and I would like to thank Donnie and his team for all the hard work that they have put into it. Director Northam-Our new Assistant Director is starting on Wednesday the 27th and I think she is going to work out great. The dredging is scheduled and we are staging it onsite to save money and then once it is dry we will spread it across the area which could use the dirt to even it out. The plan is to go out about 40 feet past the docks to help keep us ahead of the next dredging. Member Ellis asked if it would be possible to get a barrier wall to help keep it away. Director Northam stated that it had been discussed for another area but not there. He would look into it though. There is a cleanup planned in Langston Park and one planned for Allison Brook Park from local companies. We are looking to upgrade the cameras at the skate park since the graffiti incident didn't show us clearly who did it. We also wanted to start looking at purchasing a 16 person van for events at Ken Ellis and the Fieldhouse due to the fact that we have been renting buses a lot lately so we are debating the cost of buying versus renting. I heard nothing but good things about Jeff Goes Country and how my department did a great job so kudos to everyone who worked the event. Reports and Comments- Parks Authority Attorney Comments- None Parks Authority Comments- Member Owen asked about a timeline for repainting the Riverstage for the repainting of the roof. Director Northam stated that they just had a meeting about the painting and repairing of the roof to get us through the life expectancy of the Riverstage. Member Owen asked if there was a number on the life expectancy of the Riverstage have we then discussed what comes after the Riverstage is done. Director Northam stated that he has spoken with the Mayor and they are discussing barges that can be built into the area so that it doesn't have to be moved which causes the most damage to the barge. Dave Simpson pointed out this would be a great opportunity to use the new barge as a sponsorship option to help cut down the cost. Member Owen also asked if there was any more scheduled maintenance that will cause the electricity to be shut off as people were trying to get into the building but were not allowed due to the electricity being shut off. Director Northam stated that they had put up signs but next time they need to shut off the electricity in the fall they will try to send out better notice that it will be closed. Member Owen asked if the$630,000.00 value for the Optimist Club was the asking or the appraised value. Director Northam stated that it is the asking price. Member Owen stated that he would be interested in the appraisal value. President Burns-Stated that it's almost budget time and asked who would be interested in the budget committee. Member Owen, Member Ames, Member Munzer and President Burns stated they would be on the committee. Public Comments- None Member Munzer made a motion to ADJOURN at 7:22, PASSING on a vote of 8-0.
