OF JEFFERSONVILLE, INDIANA
June 18, 2018
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday,June 18, 2018.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:05 pm. Councilperson
Ellis gave the Invocation and Council President Gill asked those in attendance to stand and recite the
Pledge of Allegiance.
ROLL CALL: The roll call was conducted and those present were: Councilperson White, Councilperson
Zastawny, Councilperson Jahn, Council President Gill, Councilperson Owen, Councilperson Ellis, and
Councilperson Samuel. Councilperson Maples and Councilperson Hawkins were absent from the
proceedings.
MINUTES TO BE APPROVED:
June 18, 2018 Regular Proceedings—Councilperson Owen made a motion to APPROVE with
Councilperson Samuel seconding, PASSING on a vote, 7-0.
APPROVAL OF THE AGENDA:
Councilperson Owen made the motion to APPROVE the agenda with Councilperson Ellis seconding,
PASSING on a vote, 7-0.
CLAIMS TO BE APPROVED:
Heather Metcalf City Controller presented the General Claims List. There are three to remove that
should be Redevelopment-$64.20, $281.78 (pg 11), $85.00 (pg 12). There will be two to add,
$1,000,000 for the Health Insurance Fund and $353,915.25 for Travelers. The new total is 1,849,752.05.
Council President Gill asked if all claims were in order. They are still waiting on some VIN numbers.
Council President Gill said there is beginning to be some pushback with the departments on the
requirements for the Claims. She will start pulling claims. She appreciates the Finance Department's
efforts in doing their jobs and it is not right that they are getting this pushback. Councilperson Samuel
asked if it was a specific department or all across the board. Controller Metcalf said it is across the
board and they are getting ready to have a training on the matter to hopefully assist. Councilperson
Jahn said on page 7 there is a claim for her company so she will be abstaining. Councilperson Samuel
made a motion to APPROVE the general claims with the noted changes with Councilperson Zastawny
seconding, PASSING on a vote, 6-0-1 with Councilperson Jahn abstaining.
Heather Metcalf City Controller presented the Parks Claims List. There are no changes. Council
President Gill asked if the Claims were in order and all of the contracts signed and Controller Metcalf
said they were. Councilperson Zastawny made a motion to APPROVE the Parks Claims with
Councilperson Owen seconding, PASSING on a vote, 7-0.
REPORT OF THE CLERK:
During a recent drainage meeting the Doc Cam was not working. We have called a company in to have a
quote prepared to replace the needed equipment. Unfortunately because of the age of the equipment,
not just the doc cam can be replaced and we are looking at replacing multiple pieces of our equipment.
Once the quote comes back she will be getting a second quote and bringing them before the Council.
Clerk Conlin also attended the annual conference this past week. They discussed the need for the TIF
Auditors and Assessors to have the same training, there were yearend trainings, ethics trainings, and
archives amongst other topics.
UNFINISHED BUSINESS:
1. Lisa Gill/ Heather Metcalf-PUBLIC HEARING -2018-OR-30 An Ordinance of Additional
Appropriation—City Controller Heather Metcalf presented 2018-OR-30. There have been no
changes since the last reading. Council President Gill opened the Public Hearing at 7:21 PM and
as no members of the community came forward to speak for or against the matter the Public
Hearing was closed. Councilperson Samuel made a motion to APPROVE 2018-OR-30 on the
third and final reading with Councilperson Jahn seconding, PASSING on a vote, 7-0.
NEW BUSINESS:
1. Lisa Gill/Matt Hall—One Southern Indiana Economic Update— Representatives from One
Southern Indiana Matt Hall and Wendy Chesser were present to give an update for return on
investment. Mr. Hall discussed the announced projects from One Southern Indiana, 156 since
July of 2006 with 84 of those projects being in Jeffersonville. There has additionally been an
impact on new jobs. There has been a commitment of 13,336 new jobs with 10,280 of those
being in Jeffersonville. This has added an additional $480,956,288 in annual payroll with
$364,865,234 of that being committed to Jeffersonville companies. Mr. Hall explained for every
dollar the City of Jeffersonville has invested $3,543.19 has been created in direct new taxable
capital by new and expanding companies within the city and $1,413.25 annually has been
created in direct payroll.
Ms. Chesser discussed the SkiIlUP2 initiative. This is a local program that allows high schoolers
to receive apprentice program in advanced manufacturing training. The region received a 1.4
million dollar grant to assist with this and it has since saved local companies$96,250 in training
dollars. Currently this has a 100%graduation rate with a 90%job retention rate after 90 days
and 75%after 1 year. The starting average wage is $20.16. The program focuses on Commercial
Construction, Residential Electrical, Concrete, and Road Construction.
Council President Gill asked how the area could address the workforce and not just the
professional. She is hearing from a lot of companies that they have jobs they are unable to fill.
Ms. Chesser said there has been a decrease in the number of individuals in the workforce and
that is independently motivated. It will take finding what motivates those individuals to decide
to either join or rejoin the workforce.
2. Lisa Gill/ Les Merkley-Notice Collection of Tax Increment in Jeffersonville, Indiana Allocation
Area for 2018 taxes payable 2019—(Inner City Road/Gateway, Falls Landing, Beth Nova,
Keystone,Vogt Valve and Galvstar)—Council President Gill presented the letter received and
read for the record. Councilperson Samuel made a motion to ACCEPT the letter to the record
with Councilperson Owen seconding, PASSING on a vote, 6-0 (Councilperson White had stepped
out of the proceedings during the time the vote was taken).
3. Lisa Gill/Lisa Gill - Notice Collection of Incremental Assed Value for River Ridge Development
Authority 2018 taxes payable 2019—Council President Gill presented the letter received and
read for the record. Councilperson Samuel made a motion to ACCEPT the letter to the record
with Councilperson Owen seconding, PASSING on a vote, 7-0.
REPORT OF THE COUNCIL ATTORNEY
Nothing at this time.
DEPARTMENT HEAD REPORTS:
Paul Northam —Council President Gill reported that initially Paul Northam had asked to speak however
he had contacted her and said he would be at a later Council Proceedings.
Andy Crouch—City Engineer Andy Crouch provided updates for a few current projects. In regards to the
Deceleration Lanes on 10th Street, those have been quoted out and will be coming along in a few weeks.
The New Chapel project is out to bid right now, it will be the first of August before we start seeing any
work out there. In regards to Plank Road the design has been executed.
The second reason he came before the Council is because recently he has had an employee retire and
while they promoted within to fill that position it has been difficult to fill the opening that has left him
with. He has finally found a qualified candidate, however he is here to ask to be able to offer him above
what is allowed without Council Approval. He would like to offer him the $21.50 an hour and it is in his
budget. The position is for an Electrical Technician. Councilperson Samuel made a motion to APPROVE
the $21.50 with Councilperson Zastawny seconding, PASSING on a vote, 7-0.

COUNCIL COMMENTS:
Councilperson White—Nothing at this time.
Councilperson Zastawny—There was an email about a Resolution concerning a professional team in
Louisville, is that going to come before the Council? Council President Gill replied to the email and she is
waiting to for the Administration to take the lead on that.
Councilperson Jahn —Nothing at this time.
Councilperson Owen—Nothing at this time.
Councilperson Ellis—Nothing at this time.
Councilperson Samuel—He appreciates Matt Hall discussing the Public Arts for the area.
Council President Gill—There will be an executive session prior to the next meeting at 6 PM. She spoke
with the Controller and it has been recommended that the budget process be moved up slightly. This
will have the Council voting on the final budget on the first Council Proceedings in October.
