HomeMy WebLinkAboutMAY 21, 2018 Jeffersonville Parks Authority Monday, May 21st, 2018 The Jeffersonville Parks Authority Met in a Session in the Mayor's Conference Room, City Hall, Jeffersonville, IN on May 21st, 2018. Members Present: Bill Burns, Mark Munzer,Josh Kornberg, Lisa Stemler and Ralph Scales. Also Present: Parks Director Paul Northam and Attorney Les Merkley. Approval of Agenda Director Northam amended the agenda by changing old business#2 to Riverstage Vending, removing old business#3 Preservation Park update, remove new business#1 Vissing Sponsor Deck and added new business#1 Burns Funds for Chapel Lane Park and new business#4 Burns Real Estate lease for. Boy and Girls Club. Member Kornberg made a MOTION to approve the amended agenda for the May 21st, 2018 Park Authority Meeting, the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. Approval of Minutes Member Kornberg made a MOTION to approve the minutes from the April 23rd, 2018 Parks Authority meeting, the motion was seconded by Member Stemler. The motion PASSED with a vote of 5-0. Old Business- Northam-CCSA Agreement-You should have an agreement between the City of Jeffersonville and the CCSA in front of you. Les Merkley stated that he added clarification to the younger age as anyone who meets the requirements of the CCSA. And then under Article Seven#22 we changed to "in the event a corporate sponsor is obtained for the entire complex,the revenue from the sponsorship shall be divided as follows: 75%to JPA and 25%to CCSA. Member Munzer made a MOTION to approve the CCSA Agreement,the motion was seconded by Member Kornberg. The motion PASSED on a vote of 5-0. Northam-Riverstage Vending Update- I had a meeting with Cluckers the other day and they are asking that instead of paying the 25%that they currently pay they would like to pay 20%as the rest of the vendors do such as Kona Ice and the Dogs on the Run. They are a great business that gives us a lot of support when they could work against us and sell their own beers with no percentage and close off their parking lots to us. I personally am in favor of the change to 20%as if seems more fair. Member Kornberg made a MOTION to approve the contract with Cluckers with a reduction from 25%to 20% paid to the City, the motion was seconded by Member Munzer. The motion PASSED on a vote of 5- 0. Burns- Fieldhouse Update- If you haven't been past the Fieldhouse lately it is looking great the front is almost done and the restrooms are completed. Gullo-Parks Signage Update- I wanted to bring you all two options today based on conversations that I've had with Paul and the Park's staff. A decision doesn't need to be made today but it will give you the options. The first option is very similar to what is at Vissing Park currently. There are a lot of different option you can use with these based. The monument stands about 8ft tall and will have the new logo off to the right and then the intermediate sign is 7ft tall and finally the informational sign is 6ft tall. The authority members had concerns with the height of the signs that tall people could be hit with the curved part that comes out at the top of the sign proposed in option A. Option B the Monument sign is 10ft, the Intermediate sign is just over 7ft tall and the Informational sign is just over 6ft tall. Director Northam asked if the concrete angled base would be more expensive. Donnie Poole stated that if might be a little more expensive but not much. Matt Gullo also stated that money could be saved when making the signs by making the informational signs completely of aluminum instead of aluminum and corten steel. President Burns liked Option B Member Kornberg liked Option B Member Munzer liked Option A Member Stemler liked Options B Member Scales liked Option B New Business- Burns-Funds for Chapel Lake Park- I'm sure most of you have seen the possibility of a new park at Chapel Lake, the Mayor has gone to city council and asked for$700,000.00 to help build the new park. So we are looking for the Park's Authority approval as well, this park will be approximately 114 acres. Director Northam stated that in the surplus funds we have about 1.6 million and the mayor is asking for $700,000.00 of that for the new park. Member Scales asked how much it will take to up keep the park once it is finished. Les Merkley stated that the plan for this park is more nature oriented so the cost of maintenance should be less than Big4 or a park like that. Member Kornberg asked if there were any other major plans that the surplus money was being used for. Director Northam stated that they wanted to look into permanently mooring the Riverstage and a couple other items that they were looking at. Member Kornberg made a MOTION to approve using$700,000.00 of the surplus funds to use toward the new Chapel Lake Park,the motion was seconded by Member Scales. The motion PASSED on a vote of 5-0. Northam-Riverstage Contracts-Tons of Fun, Nervous Melvin and the Mistakes,Juice Box Heroes, Falls City Drifters,Thunderstruck,The Habit, The Monarchs, Medlody Resurrection &Securitas Security. Member Kornberg made a MOTION to approve the Riverstage contracts;Tons of Fun, Nervous Melvin and the Mistakes,Juice Box Heroes, Falls City Drifters,Thunderstruck,The Habit,The Monarchs, Medlody Resurrection &Securitas Security, the motion was seconded by Member Stemler. The motion PASSED on a vote of 5-0. Burns-Real Estate Boys and Girls Club-We are creating a little more dust than we planned at the Fieldhouse so we are concerned about the summer programs, the lease we are looking at would be with the Boys and Girls club which is currently empty for$1.00 plus the utilities for the summer. If this lease doesn't get approved we will move the program to Maple school. Member Kornberg made a MOTION to approve the lease for the Boy's and Girl's Club for$1.00 plus utilities or option to move to Maple school should this lease not be approved,the motion was seconded by Member Munzer. The motion PASSED on a vote of 5-0. Director's Report- Olivia Mann-The new pool feature is almost complete and is looking great. The swim team and swim lesson sign up has already started and is looking great. We have 31 lifeguards 7 admission people and the assistant managers and myself. And the pool opens this weekend. Tim McCoy- I have the new mowing schedule and we redistributed the parks between our guys due to a couple of calls that we have received about mowing not being done. We hope weather permitting to be back on schedule in about two weeks. Tim then showed some photos of completed parks with 22 newly planted trees. Donnie Poole- We had two events that we've had to set up and take down for so that takes up a lot of time. We've had to have the water turned off for the construction so we are doing the best we can. Director Northam stated that Donnie's crew is very busy running around getting the Riverstage set up as well as a list of other jobs and they are doing an amazing job getting it all done. Sara Simpson- We have set the final schedule for the Riverstage which is set to begin this weekend. I have also passed out the summer brochure that we are handing out to the local schools. So if you know of anywhere that we need to pass out the brochures let us know. Director Paul Northam- I wanted to let you know that we were approved in January to hire a green space crew leader, we have finally filled this position and his name is James Campbell. He as a long history of landscaping so we are very glad to have him on the green space team. We had an evaluation on the Riverstage and they said that we have about five years left on the haul. We have been looking around to see what our options would be, we thought maybe Jeff Boat might have a couple barges left over they had already sold all of them so we are on the lookout sooner rather than later as we don't want to wait until the Riverstage has meet its limit to find another one. We are looking into event insurance due to having to pay full prices to bands and inflatable companies due to rain and canceling events so that maybe we can recoup some of the costs. Also I have interviews next week to find a new assistant director of parks so hopefully by the next meeting I will have a name.
