HomeMy WebLinkAboutAPRIL 10, 2018 JEFFERSONVILLE POLICE MERIT COMMISSION REGULAR MEETING APRIL 10, 2018 The Jeffersonville Police Merit Commission meeting was called to order on April 10, 2018 at 5:00 P.M. in the City Council Chambers, First Floor, 500 Quartermaster Court,Jeffersonville, Indiana. President Jeremy Snelling called the meeting to order with the following in attendance: President Jeremy Snelling, Bonnie Deppert, Scott Aldridge, Buddy Parker, Attorney Robert Bottorff and Patty Rush. Absent was Robert Campbell. Invocation was given by President Jeremy Snelling APPROVAL OF MINUTES: President Snelling presented the minutes from March 13, 2018 meeting, asking if there were any additions or corrections. Ms. Deppert made a motion to approve the minutes as presented and seconded by Mr.Aldridge. Voted 4-0 OLD BUSINESS: Attorney Bottorff passed out copies to each member of the Commission revisions to Amendment No. 2018-01. Under Purpose,Section IV Procedure After Recommendation it reads as follows: The Commission attorney of record shall cause all claims submitted to vote and properly recommended for approval, in to folder which shall be delivered to the City of Jeffersonville Clerk(the "Clerk"), within forty-eight(48) hours of the conclusion of the meeting, by the Commission President or his/her designee. This has already been approved in a previous meeting. NEW BUSINESS: Attorney Bottorff advised that Scott Aldridge has been reappointed to the Police Merit Commission by City Council President Lisa Gill. Mr. Aldridge will serve until his term expires on December 31, 2021. Assistant Chief, Scott McVoy, addressed the Commission and provides the Commission a letter from Chief Ken Kavanaugh, dated April 9, 2018, indicating the administration's intent to seek promotion(s) from the existing certified promotions lists for certain ranks, and requesting the Commission provide the Chief names from the now existing certified promotions lists, and providing the Commission, in advance, the names from the existing certified promotions lists the Chief intends to recommend for each promotion (hereinafter the "Promotion Letter"). The Commission was first informed that a vacancy in rank now exists in the rank of Corporal. The Commission Secretary was asked to read the top three (3) names from the certified promotions list for Corporal,which appear in rank order (from highest rank to lowest), which are listed as follows: (1) Ptl. Kenton Makowsky, (2) Ptl.Joshua Mason and (3) Ptl.Amber Tharp. Mr.Aldridge made a motion to certify these three (3) names to the Chief of the Department for the rank of Corporal, and seconded by Ms. Deppert. Voted 4-0 Pursuant to the Promotion Letter, Chief Kavanaugh recommended Ptl.Joshua Mason to be promoted to the vacancy in the rank of Corporal. Motion made by Ms. Deppert to promote Ptl.Joshua Mason to the vacancy in the rank of Corporal, and seconded by Mr.Aldridge. Voted 4-0 Chief Kavanaugh informed the Commission that a second vacancy in rank the rank of Corporal now exists, and the Chief requested the Commission certify the top three (3) names from the Certified Promotion list for the rank of Corporal.The Commission Secretary was asked to read the top three (3) names from the certified promotions list for the rank of Corporal,which appear in rank order(from highest rank to lowest), which are listed as follows: (1) Ptl. Kenton Makowsky, (2) Ptl.Amber Tharp, and (3) Ptl.Aaron Olson. Mr.Aldridge made a motion to certify these three (3) names to the Chief of the Department for the rank of Corporal, and seconded by Ms. Deppert. Voted 4-0 Pursuant to the Promotion Letter,Chief Kavanaugh recommended Ptl.Amber Tharp to be promoted to the vacancy in the rank of Corporal. Motion made by Mr. Aldridge to accept the Chief's recommendation to promote Ptl.Amber Tharp to the vacancy in the rank of Corporal, and seconded by Ms. Deppert. Voted 4-0 The Commission was informed that a vacancy in rank now exists in the rank of Sergeant.The Commission Secretary was asked to read the top three (3) names from the certified promotions list for Sergeant,which appear in rank order(from highest rank to lowest),which are listed as follows: (1) Joshua Lynch, (2) Mark Dobson, and (3) Kevin Anderson. Mr. Aldridge made a motion to certify these three (3) names from the certified list to the Chief of the Department for the rank of Sergeant, and seconded by Ms. Deppert. Voted 4-0 Pursuant to the Promotion Letter, Chief Kavanaugh recommended Josh Lynch to be promoted to the vacancy in the rank of Sergeant. Motion made by Mr.Aldridge to promote Joshua Lynch to the vacancy in the rank of Sergeant, and seconded by Ms. Deppert. Voted 4-0 The Commission was informed that a vacancy in rank now exists in the rank of Sergeant.The Commission Secretary was asked to read the top three (3) names from the certified promotions list for Sergeant,which appear in rank order(from highest rank to lowest),which are listed as follows: (1) Mark Dobson, (2) Kevin Anderson, and (3)Jason Gibson. Mr.Aldridge made a motion to certify these three (3) names from the certified list to the Chief of the Department for the rank of Sergeant,and seconded by Ms. Deppert. Voted 4-0 Pursuant to the Promotion Letter, Chief Kavanaugh recommended Mark Dobson to be promoted to the vacancy in the rank of Sergeant. Motion made by Mr. Aldridge to promote Mark Dobson to the vacancy in the rank of Sergeant, and seconded by Ms. Deppert. Voted 4-0 The Commission was informed that a vacancy in rank now exists in the rank of Captain. The Commission Secretary was asked to read the top three (3) names from the certified promotions list for Captain, which appear in rank order(from highest rank to lowest), which are listed as follows: (1) Robert McGhee, (2)Jason Broady, and (3)Joe Hubbard. Mr. Aldridge made a motion to certify these three (3) names from the certified list to the Chief of the Department for the rank of Captain, and seconded by Mr. Parker. Voted 4-0 Pursuant to the Promotion Letter, Chief Kavanaugh recommended Robert Mcghee to be promoted to the vacancy in the rank of Captain. Motion made by Mr. Aldridge to approve the Chief's recommendation to promote Robert Mcghee to the vacancy in the rank of Captain, and seconded by Mr. Parker. Voted 4-0 The Commission was informed that a vacancy in rank now exists in the rank of Captain.The Commission Secretary was asked to read the remaining two (2) names from the certified promotions list for Captain,which appear in rank order(from highest rank to lowest), which are listed as follows: (1) Jason Broady, and (2)Joe Hubbard. Mr. Aldridge made a motion to certify these two (2) names from the certified list to the Chief of the Department for the rank of Captain, and seconded by Mr. Parker. Voted 4-0 Pursuant to the Promotion Letter, Chief Kavanaugh recommended Joe Hubbard to be promoted to the vacancy in the rank of Captain. Motion made by Mr. Aldridge to approve the Chief's recommendation to promote Joe Hubbard to the vacancy in the rank of Captain, and seconded by Ms. Deppert. Voted 4-0 Chief Kavanaugh advised that Josh Mason's to Cpl. effective date will be May 1, 2018,Amber Tharp's to Cpl. effective date will be May 2, 2018. Mr.Aldridge made a motion to approve these dates as advised by Chief Kavanaugh and seconded by Mr. Parker. Voted 4-0 Chief Kavanaugh advised that Joshua Lynch's promotion to Sgt. effective date will be April 10, 2018 and Mark Dobson's to Sgt. effective date will be April 11, 2018. Mr. Aldridge made a motion to approve these dates as advised by Chief Kavanaugh and seconded by Ms. Deppert. Voted 4-0 Chief Kavanaugh advised that Robert McGhee's to Cpt. effective date will be April 10, 2018 and Joseph Hubbard's to Cpt. effective date will be on April 11, 2018. Mr. Aldridge made a motion to approve these dates as advised by chief Kavanaugh and seconded by Mr. Parker. Voted 4-0 Major McGhee and Major Hubbard each will remain in the appointed assignments serving at the disposal of Chief Kavanaugh, Lt. Col. Mcvoy and Mayor Mike Moore. It was acknowledged the following facts regarding the promotion of Patrolman Kenton R. Makowsky is the number one candidate on the Corporal's List and was assigned to First Line Supervisor's Training in November of 2017. Lt. Phillip Jason Broady is currently a permanent Lieutenant, appointed in the Command Position of Dayshift Commander and is the number two candidate on the Captain's List. Lt. Broady will be remaining in command and the Captain's promotion will be forth coming later this year in 2018.All of the officers names submitted for promotion are from the active maintained promotional list with each respective rank. Assistant Chief McVoy requested the next two (2) names from the Experienced Officers List. Mr. Aldridge made a motion to approve the next two (2) names from the Experienced Officers List and seconded by Mr. Parker. Voted 4-0 CLAIMS: President Snelling presented a claim from Bob Bottorff Law PC, Invoice#00298 in the amount of $345.00 for the month of March. Mr. Aldridge made a motion to approve the claim in the amount of $345.00 and seconded by Ms. Deppert. Voted 4-0 President Snelling presented a claim from Patty Rush, Invoice#2018-04 in the amount of $100.00. Mr. Parker made a motion to approve the claim in the amount of$100.00 and seconded by Mr. Aldridge.
