HomeMy WebLinkAboutMAY 21, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA May 21, 2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, May 21, 2018. Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the Invocation and Council President Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson Zastawny, Councilperson Jahn, Councilperson Jahn, Councilperson Hawkins, Council President Gill, Councilperson Ellis, and Councilperson Samuel. Councilperson Maples and Councilperson Owen were absent from the proceedings and Councilperson White arrived late to the proceedings at 7:48 PM during 2018-OR-29. MINUTES TO BE APPROVED: May 7, 2018 Regular Proceedings—Councilperson Samuel made a motion to APPROVE with Councilperson Jahn seconding, PASSING on a vote, 6-0. APPROVAL OF THE AGENDA: Councilperson Zastawny made a motion to APPROVE the agenda with Councilperson Samuel seconding, PASSING on a vote, 6-0. CLAIMS TO BE APPROVED: Heather Metcalf, City Controller presented the General Claims List. A claim will be removed for 147.66 and there is a hand carried claim for 522 so the new total of the claims is$512,832.87. The $522 is for unemployment. Council President Gill questioned the claim submitted by Ann Langley for the Central Alarm Dispatchers for food under the Law Department. City Attorney Les Merkley was unaware. Controller Metcalf will look into that matter. Council President Gill asked City Controller Metcalf if all other claims were in order and she replied they are. Councilperson Samuel made a motion to APPROVE the general claims with the noted changes with Councilperson Jahn seconding, PASSING on a vote, 6-0. Heather Metcalf, City Controller presented the Parks Claims List. There are no changes. Council President Gill asked if the Claims were in order and Controller Metcalf said they were. Councilperson Samuel made a motion to APPROVE the Parks Claims with Councilperson Jahn seconding, PASSING on a vote, 5-0. REPORT OF THE CLERK: Clerk Conlin recently went and sat on a panel for AIM and did a trivia on Public Records, Audits, and Public Meetings. She was happy to be a part of that and it was a good time. Also while there the affiliate group was discussed. It is not yet up and running, should be around September, all Council emails are on the list for information to be reported along to. UNFINISHED BUSINESS: 1. Lisa Gill/ Paul Northam—2018—OR-26 An Ordinance Amending 2017-OR-49, Which Amends 2016-OR-77, Which Amends 2015-OR-18, Which Amends 2012-OR-2, Which Amends 2011-OR- 49, Which Amends 2009-OR-33, Which Amends 2009-OR-13, Which Amends 2008-OR-57 An Ordinance Establishing Departmental Petty Cash and/or Cash Change Funds—There have been no changes since the last reading. This is to have petty cash at the Ken Ellis building. Councilperson Jahn made a motion to APPROVE 2018-OR-26 on the third and final reading with Councilperson Ellis seconding, PASSING on a vote, 6-0. 2. Lisa Gill/ Heather Metcalf—PUBLIC HEARING 2018-OR-27 An Ordinance of Additional Appropriations—There have been no changes since the discussions during the last meeting. Council President Gill opened the Public Hearing at 7:10 PM and as no members of the Community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Hawkins said during a meeting at River Ridge a Resolution was passed making the intention be known that they would be gifting a little over 100 acres to the City of Jeffersonville for an East End Park. Councilperson Ellis made a motion to APPROVE 2018-R-27 on the third and final reading with Councilperson Hawkins seconding, PASSING on a vote, 6-0. Councilperson Zastawny said included in this additional appropriation is the money to purchase property to begin to fix the drainage issues out on Waverly. He hopes this issue is on its way to being resolved for those many residents. 3. Lisa Gill/Callie Jahn—2018-OR- Ordinance regarding Non- Profit Donations (No attachments)—Councilperson Jahn discussed the two options that will be discussed at the next Council meeting. There will be an application process where non-profits can apply for up to $1000 for non-operational needs. There will be two times a year the applications can be submitted and will not apply to those organizations that directly promote Jeffersonville. Councilperson Samuel reminded that there are times that they receive last minute requests (like from the Jeffersonville Little League Team) and he would like to make sure that they are still able to give to that cause if that is the will of the Council. Clerk Conlin requested from Mr. Wilder that he have the Ordinances to the Clerk's Office by Noon on Wednesday, May 30'as the office will start on the packet Wednesday afternoon. NEW BUSINESS: 1. Lisa Gill/Lisa Gill—2018-OR-29 An Ordinance Repealing Ordinances 2015-OR-23, 2013-OR-8, 2011-OR-6, 2010-OR-27, and 2009-OR-29 And Authorizing the City Officials to Use City Credit Cards for Official Government Purchases and Establishing a Credit Card Usage Police—Council President Gill presented 2018-OR-29. What is shown tonight shows the ordinance as it exists and the proposed changes. The language came from State Board of Accounts. This was discussed during the Finance Meeting. Council Attorney Wilder did get a chance to review and stated he agreed that he believes it accomplishes what they are trying to do. Councilperson Zastawny made a motion to APPROVE 2018-OR-29 on the first reading with Councilperson Ellis seconding. Councilperson Jahn asked if this is passed, what the strategy to get this information to employees is. Clerk Conlin said it will be on the Public Document Database and Controller Metcalf said it will go out to the Department Heads as well. Councilperson Samuel had a couple of comments. Regarding not being able to use for meals within 50 miles with a few limited exceptions, that is not the current practice, do we want to say no,you can't do that? It can get out of hand. City Controller Metcalf said they are still able to they just will need to be reimbursed. Also for tax forms being required, there are some places that will not take those, do we have an avenue for that? It will be documented and that will suffice for State Board of Accounts. The last question, if there is a way to meet audit requirements will we try that avenue first as opposed to seeking reimbursement from the employee? Yes, if there is an error attempts will be made to correct prior to seeking employee reimbursement. With a motion and a second on the table the vote was taken, PASSING 7-0. 2. Lisa Gill/Heather Metcalf-2018-OR-30 An Ordinance of Additional Appropriation (Public Hearing 6/4/18)- City Controller Heather Metcalf presented 2018-OR-30. This is moving Code Enforcement under the Building Commissioner from Planning and Zoning. This is a request from the Administration. The next meeting will have the Salary Ordinance to reflect the changes. Councilperson Samuel made a motion to APPROVE 2018-OR-30 on the first and second reading with Councilperson Jahn seconding, PASSING on a vote, 7-0. Councilperson Zastawny stated to give a little background this position was initially housed under Building Commissioner and moved to Planning and Zoning at their request, he just wanted to give a little information as to why it's being moved back and forth. 3. Lisa Gill/Les Merkley—Public Hearing 2018-OR-31 An Ordinance Amending the City of Jeffersonville Zoning Ordinance 2000-OR-61—Director of Planning and Zoning Nathan Pruitt presented 2018-OR-31. This amends the uses for Neighborhood Industrial and Industrial Park/Heavy Industrial. This came with a favorable recommendation from Planning Commission. The list of additions were listed under Exhibit A and Exhibit B. Council President Gill opened the Public Hearing at 7:36 PM and as no members of the community came forward to speak for or against the matter the public hearing was closed. Councilperson Zastawny made a motion to APPROVE 2018-OR-31 with Councilperson White seconding, PASSING on a vote, 7-0. REPORT OF THE COUNCIL ATTORNEY Nothing at this time. DEPARTMENT HEAD REPORTS: Nathan Pruitt—Just an update on the Spring Street Project. United Consultants who is doing the design work is about 30%completed for Claysburg. They are right on track for the project to be completed on time. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: The Paygrades Workshop will be June 18`h at 5 PM this will also discuss capped out employees and HSA contributions. Councilperson White—Abby Road on the River is this weekend, he is looking forward to that, a great kick off to the summer. Councilperson Zastawny—He is happy to see the sidewalk projects being completed as well as the drainage issues working to be resolved for the residents it effects. Councilperson Jahn—Congratulations to Assistant Chief McVoy for graduating from a recent training. She will be out of the country for the next two weeks. Councilperson Hawkins—While the property was approved to be gifted to the City the funds to help with the additional needed firefighters were denied. He will continue attending those meetings at River Ridge. Also he attended the benefit for Bruce, it was a great time. He also attended a benefit for another local child battling an illness, great job to the community rallying together to support these two people. Councilperson Ellis—Thank you to the Council and to the Clerk for the condolences for the passing of his step-mother. It was much appreciated. Councilperson Samuel—This is a great time for Public Arts in Jeffersonville. Recently had Shakespeare in the Park. It was looming rain however still had an attendance of over 100 people. There will also be a ribbon cutting for the mural by Heuser Hardware. Great staple to our community. Council President Gill—This past week was Police week, we so appreciate you guys and are so very,very proud.
