HomeMy WebLinkAboutMAY 7, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA May 7, 2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:05 pm, on Monday, May 7, 2018. Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the Invocation and Council President Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Zastawny, Councilperson Jahn, Councilperson Maples, Councilperson Hawkins, Council President Gill, Councilperson Ellis, and Councilperson Samuel. Councilperson Owen was absent from the proceedings. MINUTES TO BE APPROVED: April 16, 2018 Regular Proceedings—Councilperson Ellis made a motion to APPROVE with Councilperson Zastawny seconding, PASSING on a vote, 8-0. APPROVAL OF THE AGENDA: Councilperson Jahn requested that number 18 be Tabled as it was not ready to present and made a motion to APPROVE the agenda as with the changes with Councilperson Samuel seconding, PASSING on a vote, 8-0. CLAIMS TO BE APPROVED: Heather Metcalf, City Controller presented the General Claims List. Council President Gill said that on page 3 there is a claim for her for$40 for a special meeting and she does not get paid for that so the claims will need to be reduced by$40.00. Also on pg 11 it says the 911 share for 4/9/18 is being paid, she wants to make sure we are not past due on that. Councilperson Maples said they had a meeting last month and it wasn't mentioned. The new total is 1,743,877.36. Councilperson Samuel made a motion to APPROVE the general claims with the noted changes with Councilperson Ellis seconding, PASSING on a vote,8-0. Heather Metcalf, City Controller presented the Parks Claims List. There are no changes. Council President Gill asked if the Claims were in order and Controller Metcalf said they were. Councilperson Maples made a motion to APPROVE the Parks Claims with Councilperson Hawkins seconding, PASSING on a vote, 8-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: 1. Lisa Gill/ Kim Calabro-An Ordinance Amending 2018-OR-4 An Ordinance Fixing the Salaries of Appointed Officers and Employees for all the Department of the City of Jeffersonville, Clark County, Indiana,for the Year 2018—This is for the Assistant Parks position. Councilperson Jahn made a motion to APPROVE 2018-OR-4 on the third and final reading with Councilperson Hawkins seconding, PASSING on a vote, 8-0. 2. Lisa Gill/ Heather Metcalf—PUBLIC HEARING 2018-OR-24 An Ordinance of Additional Appropriations—City Controller Heather Metcalf presented 2018-OR-24. This is for the salary for the Assistant Parks Director position that was just passed. Council President Gill opened the Public Hearing at 7:11 PM and seeing as no members of the Community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Samuel made a motion to APPROVE 2018-OR-24 on the third and final reading with Councilperson Hawkins seconding, PASSING on a vote, 7-1 with Councilperson Ellis voting against. 3. Lisa Gill/Heather Metcalf—PUBLIC HEARING 2018-OR-25 An Ordinance of Additional Appropriations-City Controller Heather Metcalf presented 2018-OR-25. There have been no changes since the last meeting. Council President Gill opened the Public Hearing at 7:12 PM and seeing as no members of the Community came forward to speak for or against the matter the Public Hearing was closed. NEW BUSINESS: 1. Lisa Gill/Mayor Moore-Capital Improvements—Mayor Mike Moore was present to present to the Council his request for Capital Improvements. He commended the Council for their frugality that allowed the City to have the surplus that it currently has. He made the following requests: Sidewalks for Plank Rd. -$350,000 from General and $350,000 from MVH Street. Salt/Snow Trucks (2) -$320,000 from MVH Street Packer-$200,000 from Sanitation Pickup trucks (2) -$71,000 from MVH Street Eastend Chapel Lake Park—2,200,000 from General, $700,000 from Parks, and $700,000 from Redevelopment. New Chapel Sidewalk- $250,000 from EDIT to finish project. New Chapel and Plank-$1,155,262.00 to appropriate cash in fund 402. Deceleration lane 10th Street-$55,000. The Mayor thanked the Council for advocating for the projects they felt important in their district and said this is a good way to get those projects done. Council President Gill commended the Mayor for bringing this list of needs to the Council. Councilperson Ellis said he used to sit in Mr. Clark Miles (director of Street Department) seat and it was a good thing the City had a good mechanic otherwise those trucks would not have made it. He is in support of getting the Street Department what they need so that they may effectively do their job. Councilperson Jahn said even with all of these projects it still keeps the surplus remaining over the recommended 15%. Mayor Moore did ask that the Council vote on this list of needs as a whole as opposed to individual projects. 2. Lisa Gill/Les Merkley—2018-R-4—City Attorney Les Merkley presented 2018-R-4. This is for Koetter Investment Partners. They received a tax abatement and the paperwork was not correctly filed with the Recorder's Office and this allows for them to still receive their tax abatement. Clerk Conlin asked that since the Mayor was present if this passed for him to go ahead and sign it this evening so that they may get this filed first thing in the morning. Councilperson Zastawny made a motion to APPROVE 2018-R-4 with Councilperson Samuel seconding, PASSING on a vote, 8-0. 3. Lisa Gill/ Drainage Appointment-Council President Gill said her appointment for Drainage Board,John Ketterbrink was present. She would officially like to appoint him this evening. Mr. Ketterbrink came forward and introduced himself. He has lived in the area for 18 years and is an architect by trade. He has been looking for an avenue to give back to the community and he feels this is a good fit. Councilperson Maples made a motion to APPOINT Mr. Ketterbrink with Councilperson Jahn seconding, PASSING on a vote, 8-0. 4. Lisa Gill/ Drainage Board Report—Council President Gill informed the Council that the Drainage Board had sent a letter to the Council requesting a moratorium due to drainage issues. They need to come up with a solution to this issue. City Attorney Les Merkley stated the Administration is requesting the approval from the Council to purchase property. The BPW would be the purchasing agent. Council Attorney Larry Wilder passed out the Resolution being proposed. The purchase price will be$462,500. Councilperson Maples made a motion to APPROVE 2018-R-5 with Councilperson Zastawny seconding, PASSING on a vote, 7-1 with Councilperson White voting against. 5. Lisa Gill/Paul Northam—2018—OR-26 An Ordinance Amending 2017-OR-49, Which Amends 2016-OR-77, Which Amends 2015-OR-18, Which Amends 2012-OR-2, Which Amends 2011-OR- 49, Which Amends 2009-OR-33, Which Amends 2009-OR-13, Which Amends 2008-OR-57 An Ordinance Establishing Departmental Petty Cash and/or Cash Change Funds- Parks Director Paul Northam was present to present 2018-OR-26. This is so there will be petty cash at the Ken Ellis building. As of now the employees will give change if they personally have it. Councilperson Samuel made a motion to APPROVE 2018-OR-26 on the first and second reading with Councilperson Hawkins seconding, PASSING on a vote, 8-0. 6. Lisa Gill/Callie Jahn—Ordinance regarding Non- Profit Donations—Tabled during Approval of Agenda. 7. Heather Metcalf-2018-OR-27 An Ordinance of Additional Appropriation (Public Hearing 5/21/18)—City Controller Heather Metcalf presented 2018-OR-27. This has not been advertised yet. Council President Gill recommended adding the Purchase cost of the land to be purchased. Councilperson White asked if any of the money would be spent before the land was acquired, it will not. He also asked if there were designs for the New Chapel sidewalk project, it is currently under the design. He asked the same for Plank Rd and the design phase has not been started. The design for the deceleration lane will be done in house. Councilperson Zastawny said he has taken hundreds of calls concerning the drainage issues at Waverly and this will benefit hundreds of citizens. Councilperson Hawkins made a motion to AMEND 2018-OR-27 to include the $462,500 with Councilperson Maples seconding, PASSING on a vote, 7-1 with Councilperson White voting against. Councilperson Hawkins made a motion to APPROVE 2018-OR-27 as amended with Councilperson Maples seconding, PASSING on a vote, 7- 1 with Councilperson White voting against. 8. Nathan Pruitt-2018-OR-28 An Ordinance Amending the city of Jeffersonville Comprehensive plan 2015-OR-58—Planning and Zoning Director Nathan Pruitt presented 2018-OR-28. We want this to be a destination and not just a pass through. Council President Gill reminded that this is not to change any zoning, it is just amending the Comprehensive Plan. Mr. Pruitt introduced the team from MKSK. They discussed the possible changes for 10th Street. Mr. Pruitt said this came with a unanimous recommendation from Planning and Zoning. Councilperson White told the team they did a great job, and he really likes the plan. Councilperson Jahn said the plan outlines where the City wants to go and she appreciated the funding project at the end of the presentation. Public/Private sponsorship is a great direction to go in. Council President Gill opened the Public Hearing at 8:11 PM and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Jahn made a motion to APPROVE 2018-OR-28 with Councilperson White seconding, PASSING on a vote, 8-0. REPORT OF THE COUNCIL ATTORNEY Nothing at this time. DEPARTMENT HEAD REPORTS: Paul Northam—Mr. Northam would like to do a field trip to Vissing Park to show the Council the need for invasive plant species to be removed. They had one acre done recently and would like to the do the remainder. This will cost around $25,000-$26,000. They will go before the June 4th Council Meeting. Councilperson White said he will just be getting in to town around that time and may not make it. Mr. Northam also advised the Council that Bob Hedge Park is going to be needing some updates. The rubber tiles are beginning to fail and they need to do something fairly quickly. Council President Gill advised Mr. Northam to get with Delynn Rutherford to discuss grant and funding options. WHAS crusade for Children may be able to assist there. Mr. Northam also outlined the recent events coming to Big 4. There will be a Crossfit competition as well as Relay for Life on May 12th. These will be on opposite ends of the park and should not interfere with each other. Council President Gill asked for an update on the play feature in the Aquatic Center. It will be ready by the opening day. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Councilperson White explained the vote against the additional appropriation. It's unfortunate that the equipment for the Street Department was included, he fully supports that. There were a number of projects where we don't own the property and others weren't designed yet. This Council had set a precedent earlier for what the projects wanted to look like before they are funded which is why he voted against. Councilperson Zastawny—Nothing at this time. Councilperson Jahn—Councilperson Jahn asked to have an item added to the agenda for the next meeting. The Pay Grades Committee has their recommendation. Council President Gill asked if there needed to be a workshop before that as there have been no further full Council discussions since the first meeting. Councilperson Jahn will send out the information a week ahead of time to the Council to review for any questions. Also Mother's Day is Sunday, Happy Mother's Day to Lisa. Councilperson Jahn applauded the Administration for bringing the needs of the City before the Council. Councilperson Maples—Nothing at this time. Councilperson Hawkins—There are no better people to follow than frugal people. He is glad to be in the position the City is in with the surplus. Has anything been done with the Taste of Jeff? Councilperson Ellis—Nothing at this time. Council President Gill—She will send out a reminder June 4 at 6 for Vissing Park. In regards to the design for these projects there have been quite a few meetings with Andy and the Administration and he doesn't have the funding for the design phase being done. She appreciates the Mayor coming and formally asking and bringing up the needs of the City. ADJOURNMENT: Councilperson Samuel made the motion to ADJOURN and the meeting adjourned at 8:19 P.M.
