CALL TO ORDER: Mr. Moore called the meeting to order at 9:31 am
APPROVAL OF THE MINUTES: Mr. Waiz made the motion to APPROVE the minutes from the
May 2, 2018 meeting, seconded by Mr. Grant, motion PASSED 3-0.
APPROVAL OF THE PAYROLL: Mr. Waiz made the motion to APPROVE the payroll, seconded by Mr.
Grant, motion PASSED 3-0.
OLD BUSINESS:
None
NEW BUSINESS:
1. Larry Wallace and Michael O'Brien— Hearing regarding 3012 Eastbrook Boulevard:
Beverly Gray on appeal of Building Commissioner enforcement. Mr. O'Brien stated letters
going all the way back to June of 2014 were sent and or posted at the property because of
exterior structure violation which Ms. Gray has not corrected. Mr. Merkley indicated today's
hearing is to decide if any action should be taken to enforce the code. He also reviewed if the
person has been served in person or if notification was published in the local paper. Ms. Gray
did not appear at this meeting. Mr. Merkley opened the hearing for public comments:
Ann Eldridge—3010 Eastbrook—I live right next to her. I have lived through picking up her
blue tarp because when I moved in the roof was tarped. It disintegrated and I picked it all up
out of my pool, off my vehicles. We pick up siding, insulation, and daily we pick her roof off
our car.

Troy Marcum —3113 Childers Drive—I live just around the corner, on the same street
basically, but its Childers. I drive by this house every day, every week. The house has been
disintegrating; the side of the house is basically gone. She was served or whatever and
according to this put up plywood, which is probably growing mold, which is a health hazard.
There is a window unit on the back of the house which probably tells me the air conditioner or
heat pump is not working. They spray painted the front door. The house is in a state of
decay, it is bringing our homes down in value. How long is this going to go on before
something is done?
Mark Winner—3119 Childers Drive — I am just a couple of houses from where this gentleman
lives. My house is pending at the moment, we are actually moving out which I think is a good
time because of this particular property which looks like a meth lab to me. It is literally holes
right through the house.
Cheyrl Busch —3008 Eastbrook Blvd — I live two doors down. This issue has been going on
since 2012 when the tornado came through. I had to replace my roof because of the tornado
and her roof it took her I don't know how long to get a tarp over it and her roof is still not
right. I had my house appraised and it did not appraise near the value it should appraise for
because of her house two doors overs.
Alfred C Morgan —3009 Eastbrook Blvd — I say ditto to what has been said. We have put a lot
of money into our home just upgrading it; hardwood floors, and new bathroom. We have
done a lot and are still working on our home so therefore, I say Amen to everything that has
been spoken and I support what has been said.
Shayla Shepherd —3102 Gardner Blvd — I think most of us here wants to know what the
procedure to handle this?
Mayor Moore assured those present that he will continue to follow-up with his departments
to get this resolved as quickly as possible. This will be resolve and home values will come
back, Holman's Lane will be finished and Eastbrook will be a great neighborhood again. But
we must have documentation showing she was properly severed to begin the legal process.
Mr. Merkley advised to make a motion to reschedule this hearing for June 6, 2018; Mr. Waiz
made the motion, seconded by Mr. Grant, motion PASSED 3-0.
2. Katie Rajchel, Youth Director— Request for approval of the First Baptist Church (7th Annual)
After Party for Jeffersonville High School Homecoming Football Game on September 21, 2018.
Mr. Waiz made the motion to APPROVE, Mr. Grant seconded, motion PASSED 3-0.
3. Les Merkley— Return of vehicle, 2009 Crown Vic Police Interceptor, from the Town of Utica.
Mr. Grant made the motion to accept the return of the City vehicle, seconded by Mr. Waiz,
motion PASSED 3-0.

4. Les Merkley—2018-R-8 Request for approval of Resolution Declaring Intent to Acquire Real
Property on Woehrle Road. Mr. Merkley indicated that this resolution is to begin the process
to acquire property on Woehrle Road. The City Council adopted a Resolution Monday night
appointing BPW the purchasing agent to acquire the property with a straight out purchase or
to move forward with eminent domain. An offer will go out today/tomorrow to purchase the
property. Mr. Waiz made the motion to APPROVE, Mr. Grant seconded, motion PASSED 3-0.
ADJOURNMENT:
With no further business for the Board of Public Works, Mr. Waiz made the motion to ADJOURN.
