HomeMy WebLinkAboutAPRIL 16, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA April 16,2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, April 16, 2018. Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the Invocation and Council President Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Zastawny, Councilperson Jahn, Councilperson Maples, Councilperson Hawkins, Council President Gill, Councilperson Owen, and Councilperson Ellis. Councilperson Samuel was absent from the proceedings. MINUTES TO BE APPROVED: April 2, 2018 Regular Proceedings—Councilperson Owen made a motion to APPROVE with Councilperson Maples seconding, PASSING on a vote, 8-0. APPROVAL OF THE AGENDA: Councilperson Owen made a motion to APPROVE the agenda with Councilperson Maples seconding, PASSING on a vote, 8-0. CLAIMS TO BE APPROVED: Heather Metcalf, City Controller presented the General Claims List in the amount of$1,053,045.55. Council President Gill said that there is a very fine line that and the credit card usage is about to be out of line with the current Ordinance. This will be addressed during the next Finance Committee meeting so that everything is being followed and there will not be any issues when it comes time for an audit. Councilperson Owen made a motion to APPROVE the general claims with Councilperson Maples seconding, PASSING on a vote,8-0. Heather Metcalf, City Controller presented the Parks Claims List in the amount of$129,752.68. There are no changes. Council President Gill said she noticed that the Long Distance Bill for the Ken Ellis bill is getting increasingly out of hand. Council President Gill asked who would need to be talked to concerning that and Controller Metcalf advised that IT Director Matt Dyer should be contacted. Council President Gill wants to make sure that these are legitimate calls and not someone from the outside coming in to use the phone. Councilperson Owen made a motion to APPROVE the Parks Claims with Councilperson Maples seconding, PASSING on a vote, 8-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: Nothing at this time. NEW BUSINESS: 1. Lisa Gill/Les Merkley— PUBLIC HEARING -2018-OR-22 An Ordinance Granting Petition to Vacate a Public Way in the City of Jeffersonville— City Attorney Les Merkley presented 2018- OR-22. This is concerning the property down at Colston Park. The City has entered in to an agreement with a developer and this needs to be vacated to proceed. Council President Gill opened the Public Hearing at 7:04 PM and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-22 with Councilperson Maples seconding, PASSING on a vote, 8-0. 2. Lisa Gill/Kim Calabro—2018-OR-23 An Ordinance Amending 2018-OR-4 An Ordinance Fixing the Salaries of Appointed Officers and Employees for all the Department of the City of Jeffersonville, Clark County, Indiana,for the Year 2018—Human Resources Director Kim Calabro presented 2018-OR-23. On page three there is a request for a Parks Assistant Director. There is also a job description attached to your packet for the position. Parks Director Paul Northam was present and confirmed that he had found the money in his budget. Additionally on April 9, 2018 the Parks Authority approved this position as well. This position will be a paygrade 5. Councilperson Owen made a motion to APPROVE 2018-OR-23 on the first and second reading with Councilperson Jahn seconding, PASSING on a vote, 7-1 with Councilperson Zastawny voting against. 3. Lisa Gill/Heather Metcalf—2018-OR-24 An Ordinance of Additional Appropriations (Public Hearing May 7, 2018)—City Controller Heather Metcalf presented 2018-OR-24. This is for the position that was just outlined in Ordinance 2018-OR-23. Some of these are a negative balance so that it all equals out. Council President Gill asked Parks Director Paul Northam to confirm that these numbers were correct and he stated they are. Councilperson Owen made a motion to APPROVE 2018-OR-24 on the first and second reading with Councilperson White seconding, PASSING on a vote, 7-1 with Councilperson Ellis voting against. 4. Lisa Gill/Heather Metcalf—2018-OR-25 An Ordinance of Additional Appropriations (Public Hearing May 7, 2018)—City Controller Heather Metcalf presented 2018-OR-25. This is money that has been spent out of Parks that is being put back in their budget. Councilperson Owen made a motion to APPROVE 2018-OR-25 on the first and second reading with Councilperson White seconding, PASSING on a vote, 6-2 with Councilperson Ellis and Councilperson Zastawny voting against. REPORT OF THE COUNCIL ATTORNEY Nothing at this time. DEPARTMENT HEAD REPORTS: Nathan Pruitt—Director of Planning and Zoning—Mr. Pruitt was present requesting to offer a candidate for the opening in his department above the incoming threshold for the position. Mr. Pruitt said the candidate is experienced and local and would be able to start the position with minimal training. He is requesting$44,000 to have room for negotiations. This is less than what the position was budgeted for this year. Council President Gill said when she likes about the candidate is they are local and experienced and can hit the ground running. Councilperson Jahn made a motion to APPROVE the $44,000 offer with Councilperson Owen seconding, PASSING on a vote, 8-0. Erik Hedrick—Fire Chief-Chief Hedrick said today there was a meeting with River Ridge. The action that was taken today was that there would not be any action for monetary requests or land requests. It will not be anytime soon that they can assist with the staffing needs of the Fire Department. There is a shortage at Station 4 and an email went out regarding this from Union President Joe Hurt. Council President Gill requested that Chief Hedrick give their best to Bruce DeArk. There is a benefit for him May 18th complete with an auction at the Union Hall. Also there will be Dancing with the Stars to benefit a sobriety house that will take place at Kyes. Joe Hubbard will be the representative for that and you can purchase tickets online. Paul Northam—Director of Parks Department—Mr. Northam requested permission to move forward with interviewing for the new position prior to all three readings. Councilperson Jahn made a motion to APPROVE with Councilperson Owen seconding, PASSING on a vote, 8-0. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Nothing at this time. Councilperson Zastawny—Nothing at this time. Councilperson Jahn—Councilperson Jahn will be on the AIM Council Advisory for the state. If any of the Council has any recommendations for topics please let her know. Also her company will be doing a professional development workshop for the City on April 25 from 1-3 pm. The next City Council meeting there will be two ordinances for the Council to review for handling the nonprofit requests. The first option is that the Council will no longer fund these requests and the second will be a controlled amount to be paid of out gaming revenue and proceeding with an application process. Also the Pay Grade committee will be meeting tomorrow morning and there should be some updates to come from that as well. Councilperson Maples—Everyone have a good time at Thunder. Councilperson Hawkins—Councilperson Hawkins said he will be attending the benefit for Jeffersonville Fireman Bruce DeArk on the 18th. Additionally there is a child of two educators in Greater Clark that is fighting a battle right now and there will be a benefit for him on the 19th. Sometimes terrible things happen to fantastic people and you try to help where you can. Councilperson Owen—Nothing at this time. Councilperson Ellis—Nothing at this time.
