BOARD OF PUBLIC WORKS
April 18, 2018
MEMBERS PRESENT: Mike Moore, Mayor, Rob Waiz, Redevelopment Director, Eric Hedrick, Chief JFD,
Andy Crouch, City Engineer, Sarah Green, Animal Shelter Director, Clark Miles, Street Commissioner,
Christy O'Neil, Executive Admin Asst.to Mayor, Nathan Pruitt, Director of Planning and Zoning, Elisha
Gibson, Utility Billing Manager, Peggy Hardaway, City Clerk Admin Asst., Len Ashack, Director of
Waste Water, Paul Northam, Parks Director, Phil Caldwell, Director of Vehicle Maintenance, Shawn
Grant, Asst. Chief JFD, Matt Dyer, IT Director, Kenny Kavanaugh, Chief of Police, Les Merkley,
Corporate Counsel, Delynn Rutherford, Grant Administrator, Amir Mousavi, Safety Director, Bruce

CALL TO ORDER: Mr. Moore called the meeting to order at 9:31 a.m.
APPROVAL OF THE MINUTES: Mr. Hedrick made the motion to APPROVE the minutes from the
April 11, 2018 meeting, seconded by Mr. Waiz, PASSING on a vote 3-0.
APPROVAL OF THE PAYROLL: Mr. Hedrick made the motion to APPROVE the payroll, seconded by
Mr. Waiz, PASSING on a vote of 3-0.
OLD BUSINESS:
Les Merkley for Chris Jackson — Update on request to close Peach Blossom Drive for approximately
two (2) weeks. Work will begin April 18 or April 19, 2018 and will be from 8:00 a.m. —4:30 p.m.
daily in order to move dirt for the construction of new apartments. Mr. Hedrick made motion to
approve request, seconded by Rob Waiz, PASSING on a vote of 3-0.
NEW BUSINESS:
Josh Darby w/JTL— Bid opening for the 2018 annual paving project. Bids were as follows:
Dave O'Mara $1,895,341.10
Louisville Paving $1,655,995.97
E& B Paving $1,565.000.00
Mac Construction $1,338,743.00
Mr. Hedrick makes motion to take bids under advisement pending legal review, seconded by Mr.
Waiz, PASSING on a vote of 3-0.
Clark Miles— Request for approval to change the Yield sign to stop sign at Presidential and
Blueberry Way. Chief Kavanaugh and City Engineer, Andy Crouch said this is a three way
intersection and are not sure as to why a stop sign was not put there. Mr. Hedrick made motion to

replace yield sign with stop sign pending police review, seconded by Mr. Waiz , PASSING on a vote
of 3-0. Mayor Moore requested if stop sign is put up to please put a flashing light on top of it so
people are aware there is a change.
Mike Lanham - Director of Flood Control came to the board to discuss river levels due to Thunder
over Louisville being Saturday, April 21, 2018. Mr. Lanham stated predictions have river cresting at
17 1/2' by Saturday. This will put over lower road and docks at Fisherman's Wharf.
ADJOURNMENT:
With no further action for the Board of Public Works, Mr. Hedrick made the motion to ADJOURN,
seconded by Mr. Waiz. Meeting adjourned at 9:39 a.m.
