OF JEFFERSONVILLE, INDIANA
March 19, 2018
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, March 19, 2018.
Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby
Campbell gave the Invocation and Council President Gill asked those in attendance to stand and recite
the Pledge of Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson
Zastawny, Councilperson Maples, Council President Gill, Councilperson Owen, and Councilperson Ellis
and Councilperson Samuel. Councilperson Jahn and Councilperson Hawkins were absent from the
proceedings.
MINUTES TO BE APPROVED:
March 5, 2018 Regular Proceedings—Councilperson Owen made a motion to APPROVE with
Councilperson Samuel seconding, PASSING on a vote, 7-0.
APPROVAL OF THE AGENDA:
Councilperson Owen made a motion to APPROVE the agenda with tabling number 13 with
Councilperson Samuel seconding, PASSING on a vote, 7-0.
CLAIMS TO BE APPROVED:
Heather Metcalf, City Controller presented the General Claims List. There is a hand carried for the
general. Council President Gill asked if all of the Claims were in order and Controller Metcalf stated they
are. The hand carried is for Public Safety—Medical for the Police Merit for the amount of$1,265.73.
The new total is$1,312,933.83. Councilperson Owen made a motion to APPROVE the general claims as
amended with Councilperson Ellis seconding, PASSING on a vote, 7-0.
Heather Metcalf, City Controller presented the Parks Claims List. There are no changes. Council
President Gill asked if all of the Claims are in order and Controller Metcalf stated they are.
Councilperson Owen made a motion to APPROVE the Parks Claims with Councilperson Samuel
seconding, PASSING on a vote, 7-0.
REPORT OF THE CLERK:
Clerk Conlin requested that if there is a change to an Ordinance prior to a meeting that her office be
notified so that a corrected version can be available for the Council to sign during the meeting. Also if a
Councilperson is going to be absent please notify her office so that a paper copy of the packet is not
made to cut down on waste.
UNFINISHED BUSINESS:
1. Lisa Gill/Ed Zastawny—2018-OR-9 Ordinance Mandating the City Controller Present Public
Information Regarding Funds Paid to Vendors,Sub-Contractors, Contractors Employees and
other Individuals or Entities Paid by the City of Jeffersonville and/or the City's Subdivisions,
Departments or Entities Under the Control of the City Passed on 1st and 2nd 2/5/18 TABLED
2/20/18 TABLED 3/5/18—There is a slight change that needs to be put in. The intent is not to
include recurring expenses like electric bills and insurance bills so we have specified that
Property and Casualty Insurance will not be on this list. On page 4 it will be amended to state
the term Vendor does not include lease payments, cell phone payments, water utility payments,
electric utility payments, gas utility payments, motor equipment payments, tires and tubes,
sales tax paid, fuel and health insurance payments and recurring payments for supplies and then
recurring payments for health insurance and liability insurance payments, payments paid for
purchasing property and cross through payments. On the first page it will be June 1St instead of
March 1st and the conflict of interest statement will be done yearly. On the second page the
State of Indiana and any County in the state will be removed and the W2 and W4 is removed but
left the 1099 in there. After discussion it was decided that the W4 would be struck and Council
Attorney Wilder will send a new copy to Clerk Conlin. Councilperson Zastawny made a motion
to AMEND 2018-OR-9 with the changes with Councilperson Owen seconding, PASSING on a
vote, 7-0. Councilperson Zastawny made a motion to APPROVE 2018-OR-9 as amended with
Councilperson Ellis seconding, PASSING on a vote, 7-0.
2. Lisa Gill Heather Metcalf—2018-OR-18 An Ordinance Transferring Certain Funds within the
Same Department—City Controller Heather Metcalf presented 2018-OR-18. Councilperson
Owen made a motion to APPROVE 2018-OR-18 on the third and final reading with
Councilperson Samuel seconding, PASSING on a vote, 7-0.
3. Lisa Gill Heather Metcalf—PUBLIC HEARING 2018-OR-19 An Ordinance of Additional
Appropriation Passed on 1st and 2nd 3/5/18—City Controller Heather Metcalf presented
2018-OR-19. There have been no changes. Council President Gill opened the Public Hearing at
7:13 PM and as no members of the community came forward to speak for or against the matter
the Public Hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-19
on the third and final reading with Councilperson Maples seconding, PASSING on a vote, 6-1
with Councilperson Ellis voting against.
NEW BUSINESS:
1. Lisa Gill/Dave Simpson/Beth Roberts—Dogs Helping Heroes—City Partners Dave Simpson
introduced Dogs Helping Heros. This is brought before the Council by the NEXGEN group. They
will be doing a charity walk at Big 4 Station Park. We are very excited to have them and this is a
fantastic cause. Lauren Jacob, Adela Zimbro, and Nathan Eckert presented to the Council. Dogs
Helping Heros is a program that trains service dogs and gifts them to Veterans and first
responders. There are different levels of sponsorship for this program. The walk will take place
April 7, 2018 at 2PM and their goal is to raise $40,000 for this cause which will provide 10 dogs
to heroes.
The Council advised the group that they are currently looking at how they will be handling
supporting various causes for the year and they will take everything under advisement and
thanked the group for coming.
Mr.John Wells, a Vietnam Veteran was present with his service dog, Cash. He explained the
positive impact he has had on his life and the good that the organization does.
2. Lisa Gill/Delynn Rutherford—2018-R- A Resolution of the City of Jeffersonville City
Council Diverting Preapproved Bond Funds for the Arts and Cultural District in Jeffersonville
2017-R-5 with Exhibit A Attached) -TABLED
3. Lisa GiII/ Heather Metcalf—2018-OR-20 An Ordinance Transferring Certain Funds within the
Same Department—City Controller Heather Metcalf presented 2018-OR-20. This is for the
Thunder Fund and Department of Law. Councilperson Samuel made a motion to APPROVE
2018-OR-20 on the first and second reading with Councilperson Zastawny seconding, PASSING
on a vote, 7-0.

DEPARTMENT HEAD REPORTS:
None at this time.
PUBLIC COMMENTS:
Nothing at this time.
COUNCIL COMMENTS:
Councilperson White—Nothing at this time.
Councilperson Zastawny—Councilperson Zastawny apologized for missing recent meetings. He is in the
process of training for a new job that requires traveling and that is the cause of the absences.
Councilperson Maples—Councilperson Maples advised there will be a car show hosted by Ross Bros.
Transmission. All of the proceeds go to Shop with a Cop. There are a lot of people in Downtown Jeff
this weekend, it's a good thing.
Councilperson Owen—Nothing at this time.
Councilperson Ellis—Nothing at this time.
Councilperson Samuel—Councilperson Samuel said the meetings are at 7:00 PM because there used to
be a lot of workshops but now that there are not so many workshops he would like to see if there is
interest in moving the meetings up to 6:00 PM. Councilperson Owen said that would not be best for
him.
Council President Gill—Just a reminder that the Resolution will need to be ironed out that was tabled
this evening.

Councilperson Samuel made the motion to ADJOURN and the meeting adjourned at 7:30 P.M.
