HomeMy WebLinkAboutSURCHARGE IMPLEMENTATION POLICY Gil, ( Q ;W City of Jeffersonville , Wastewater Department SURCHARGE IMPLEMENTATION POLICY A POLICY OF THE SANITARY SEWER BOARD OF THE CITY OF JEFFERSONVILLE REGARDING THE IMPLEMENTATION OF SEWER USE SURCHARGES WHEREAS, the City of Jeffersonville owns, operates, and maintains a wastewater collection system, consisting of collector sewers, trunk and interceptor main sewers, and pumping stations, all of which transport wastewater to the wastewater treatment plant owned and operated by City;and WHEREAS, the City's policy is to maintain all of its existing wastewater system facilities on a regular basis, so as to minimize the opportunity for accidental discharges or spillage of wastewater; and WHEREAS, the City is required by Ordinance 2017-OR-31 to issue pretreatment to all categorical or significant non-residential users as defined in said Ordinance;and WHEREAS,it is the policy of the City to implement the best available procedures for the implementation of the surcharges of high strength industrial wastes and wastewaters to recapture the cost of treating said high strength wastewater as required by Ordinance 2011-OR-73; and WHEREAS, the Sewer Board realizes that not all permitted discharges discharge wastewater that have a pollutant concentration which are subject to the high strength waste surcharges; and WHEREAS, the Sewer has determined that theses discharges are subject to provisions set forth in Section 40(b) of Ordinance 2011-OR-73. NOW,THEREFORE, the Sanitary Sewer Board of the City of Jeffersonville, does hereby ADOPT THE FOLLOWING POLICY: Section 1: That it is the policy of Sewer Board will provide a credit for the reduction on the mass loading as a result of the lack of pollutants in the discharge to all permitted dischargers whose daily discharge flow rate is equal to or greater than 100,000 gallons per day (gpd) and the discharge does not contain any other surchargeable pollutant in the wastewater. Section 2: The permitted user shall be credited the amount equal to the surcharge amount based on the normal domestic sewage as defined in Section 1(m) of Ordinance 2011-OR-73 and the total discharge flow for each month as provided in the monthly discharge monitoring reports as required by the individual pretreatment permit. 1 ' U:\Jeffersonville\Policies\Surcharge Implementation Policy.docx Section 3: The amount credited shall be calculated based on the normal domestic sewage for BOD, TSS, and Ammonia-N (NH3-N),in mg/L times the monthly flow,in million gallons (MG) times 8.34 pounds per gallon. The amount credited will be the amounts contained in 2011-OR-73 Section 4(a) Pollutant,mg/L X flow, MG X 8.34 lbs/gal = pounds of pollutant to be credited Section 4: The amount credited will be deducted from the monthly sewer bill as prepared by the Wastewater Department PASSED AND ADOPTED at a meeting of the Sanitary Sewer Board of the City of Jeffersonville, Indiana ha thi 6th day of arch, 2018.
