HomeMy WebLinkAboutFEBRUARY 20, 2018 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA February 20, 2018 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Tuesday, February 20, 2018. Council President Gill along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Bobby Campbell gave the Invocation and Council President Gill asked those in attendance to stand and recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson Jahn, Councilperson Hawkins, Council President Gill, Councilperson Owen, and Councilperson Ellis and Councilperson Samuel. Councilperson Zastawny and Councilperson Maples were absent from the proceedings. MINUTES TO BE APPROVED: February 5, 2018 Regular Proceedings—Councilperson Ellis noted that his drainage board appointee's name was spelled incorrectly. Councilperson Samuel made a motion to APPROVE with Councilperson Jahn seconding, PASSING on a vote, 7-0. APPROVAL OF THE AGENDA: Council President Gill requested that a motion be made to table#10 as Council Attorney Wilder is not present to go over the changes and there is not a new copy. Councilperson Jahn made a motion to APPROVE the agenda as with tabling#10 with Councilperson Hawkins seconding, PASSING on a vote, 7- 0. CLAIMS TO BE APPROVED: Heather Metcalf, City Controller presented the General Claims List. Council President Gill asked why on page 2 they were paying for two machines. Controller Metcalf said she believed it was Dell Marketing and it was to avoid late fees. Councilperson Owen made a motion to APPROVE the general claims with Councilperson Jahn seconding, PASSING on a vote, 7-0. Heather Metcalf, City Controller presented the Parks Claims List. There are no changes. Councilperson Samuel asked about the Vehicle for Planning and Zoning. Controller Metcalf said that may have been an encumbrance. Councilperson Samuel asked why the Spectrum was being paid out of two places. Controller Metcalf said she believed it was split. She will get clarity on that. Also for the Grant for the Youth Coalition if it was used to purchase tasers and holsters. Councilperson Owen made a motion to APPROVE the Parks Claims with Councilperson Jahn seconding, PASSING on a vote, 7-0. REPORT OF THE CLERK: Clerk Conlin will be in Indianapolis on Thursday. UNFINISHED BUSINESS: 1. Lisa Gill/Nathan Samuel—2018-OR-8 An Ordinance Amending 2016-OR-86 An Ordinance Establishing the Jeffersonville Public Arts Commission Repealing and Replacing Prior Public Arts Committee Resolutions- Passed on 1st and 2nd 2/5/18—Councilperson Samuel said there were no changes since the first reading. Councilperson Samuel made a motion to APPROVE 2018-OR-8 on the third and final reading with Councilperson Owen seconding, PASSING on a vote, 7-0. 2. Lisa Gill Ed Zastawny—2018-OR-9 Ordinance Mandating the City Controller Present Public Information Regarding Funds Paid to Vendors,Sub-Contractors, Contractors Employees and other Individuals or Entities Paid by the City of Jeffersonville and/or the City's Subdivisions, Departments or Entities Under the Control of the City-Passed on 1st and 2nd reading 2/5/18— TABLED during approval of agenda. 3. Lisa Gill/ Heather Metcalf— PUBLIC HEARING 2018-OR-11 An Ordinance of Additional Appropriation Passed on 1st and 2nd reading 2-5-18—City Controller Heather Metcalf presented 2018-OR-11. Council President Gill opened the Public Hearing at 7:11 PM and as no members of the community came forward to speak for or against the matter the public hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-11 on the third and final reading with Councilperson Jahn seconding, PASSING on a vote, 7-0. 4. Lisa Gill Heather Metcalf—PUBLIC HEARING 2018-OR-12 An Ordinance of Additional Appropriation Passed on 1st and 2nd reading 2/5/18—City Controller Heather Metcalf presented 2018-OR-12. There have been no changes since the last reading. Council President Gill opened the Public Hearing at 7:12 PM and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Owen made a motion to APPROVE 2018-OR-12 on the third and final reading with Councilperson Jahn seconding, PASSING on a vote, 7-0. NEW BUSINESS: 1. Dustin White—YMCA Capital Campaign Presentation—Karen Gutman from the YMCA came and presented to the City Council regarding the programs they offer to the community. They are invested in the community's youth and offer different programs to help raise self-esteem and health. They also have a program to benefit adult cancer survivors as well as their families. The YMCA is looking for a contribution of$5000 to assist with community funding. 2. Lisa Gill/Heather Metcalf—2018-OR-14 An Ordinance of Additional Appropriation (Public Hearing March 5, 2018)- City Controller Heather Metcalf presented 2018-OR-14. This is for the second half of the kiddie feature for the aquatic center. Councilperson Owen made a motion to APPROVE 2018-OR-14 on the first and second with Councilperson Jahn seconding, PASSING on a vote, 7-0. REPORT OF THE COUNCIL ATTORNEY Council Attorney Larry Wilder not present. DEPARTMENT HEAD REPORTS: None at this time. PUBLIC COMMENTS: Nothing at this time. COUNCIL COMMENTS: Councilperson White—Councilperson White said these last couple of weeks he has received complaints on the amount of time it is taking to complete the medians on Court Avenue. They may need to look at focusing on that timeline and he will be following up with that. Also if there is an interest with the Council to support the YMCA in the past it has been contingent upon the UEZ matching the donation. He hopes they will be able to continue to support them. Councilperson Jahn—Councilperson Jahn said she likes the idea of a non-profit RFP process and she is interested in proceeding with that. She is also going to be following through on getting some sort of citizen involvement application on the City website. Councilperson Hawkins—Councilperson Hawkins said he agrees with both points Councilperson Jahn brought up and if she needs any assistance he would be happy to do so. Councilperson Owen—Thank you to the Jeffersonville Police and Fire for exceptional work this week. They continue to make Jeff proud. Councilperson Ellis—Councilperson Ellis said he would like to send a floral arrangement to Parks Department Head Northam. Councilperson Samuel—Councilperson Samuel said they received an email regarding the $14000 needed for the additional training stating it is a priority. He would like to see that payed out of the budget first and then the administration come back and request an additional appropriation if needed. Council President Gill—Just a reminder that Main Street annual chili cook off will be at Kyes. Councilperson Owen made a motion to sponsor a table with Councilperson White seconding, PASSING on a vote, 7-0. Clerk Conlin will need an invoice to process the claim. Council President Gill said both she and Councilperson Hawkins were at an event with Mr. Grooms who informed them they should start getting an additional 40% in the Street and Motor Vehicle fund.
