HomeMy WebLinkAbout01-27-2003January 27, 2003 1 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA January 27, 2003 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana at 7:30 P.M. January 27, 2003. Council President Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present was Deputy Clerk 'Barbara Hollis. Council President Waiz welcomed all in attendance, asking all those present to stand as Councilperson Ron Grooms gave the invocation~ Council President Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin. ~-~O4c ~-~[~S Absent: Councilpersons Les Merkley and Les-Medcley. Councilperson Conlin made the motion to approve the agenda as presented, seconded by Councilperson Wilson, passing on a vote of 4-0. Council President Waiz did not vote. Council President Waiz presented the minutes of the meetings of December 16, 2002, December 19, 2002, and January 6, 2003 for consideration by the Council. Councilperson Wilson made the motion to approve the December 16, 2002 minutes as presented, seconded by Councilperson Conlln, passing on a vote of 4-0. Council President Waiz did not vote. Councilperson Wilson made the motion to approve the December 19, 2002 minutes as presented, passing on a vote of 4-0. Council President Waiz did not vote. Councilperson Conlin made the motion to approve the January 6, 2003 minutes as presented, passing on a vote of 4-0. Council President Waiz did not vote. Clerk Treasurer Wilder presented the claim list for consideration by the Council. There followed discussion regarding the Cumulative Capital Development claims. Councilperson Coulin wishes the car on the claim list had been brought to the Council before it was purchased. She feels communication is not coming back to the Council. The budget order has not been approved as yet, therefore it is not known how much money will be available. Council President Waiz remembers Chief Smith talked to him about the car. Councilperson Conlin said the January 27, 2003 2 Council should have received a letter from the administration. Councilperson Grooms made the motion to approve the claims as presented, seconded by Councilperson Conlin, passing on a vote of 3-1. Councilperson Wilson voted no. Council President Waiz then cast a yes vote. PUBLIC COMMENT: There was no public comment. DEPARTMENT HEAD REPORTS: Street Commissioner Marvin Grant appeared before the Council stating the need for a new salt truck with plow. Commissioner Grant said the equipment would cost between $35,000 for a decent used model to $50,000 for a new model The City has 5 good salt trucks. Councilperson Coulin said there is a need to have as many as possible. Council President Waiz asked Commissioner Grant to get prices on both new and used and bring them to the next Council meeting. Councilperson Grooms has talked with Commissioner Grant and there may be some equipment that can be sold. AGENDA ITEMS: Clerk Treasurer Wilder presented Resolution No. 2003~R-2, A Resolution Authorizing The Investment Of Temporarily Dormant Funds. Councilperson Contin made the motion to pass Resolution No. 2003-R-2, second by Councilperson Grooms, passing on a vote of 4-0. Council President Waiz did not vote. COUNCIL AND MAYOR COMMENTS: Councilperson Grooms mentioned all had been provided a copy of the 2002 Audit Report. He is concerned with the report notations regarding City Hall Building Fund. The Council needs to be aware of the situation and study options. There are other things in the report that need to be looked at. Councilperson Grooms said there is a need for a plan for annexations in the next 3-6 months. Councilperson Grooms called attention to a letter of invitation received t~om Clark County Council Attorney Dan Moore, inviting the Council to a program on February 5, 2003 with Dr. Marcus as speaker. Councilperson Groom recommends ail attend. Councilperson Grooms has discussed with Council President Waiz the idea of holding public meetings on Saturday mornings in different areas of the City: He would like to look at the idea as it could be beneficial. Councilperson Grooms noted a newspaper article that a 120 passenger boat is coming to Jeffersonville. Councilperson Grooms then informed the Council a Memorial Battleship will be coming to Jeffersonville for 3 or 4 days in July. The Council will be asked for January 27, 2003 3 financial assistance. A permanent home is being sought for the Battleship. Councilperson Grooms will get the information to all. Councilperson Grooms will set a date for the committee to meet with Mr. Toby Woolcott. Councilperson Conlin read aloud a letter from the Port regarding expansion of the foreign trade zone. She recommends the Council forward a letter of support. Councilperson Conlin next gave highlights of the S.I.E.D.C. meefmg. Councilperson Conlin announced she had decided not to run for re~election. She does pledge not to be a lame duck, she will continue to work. She does not feel she would have enough time for the primary due to her Mother's health. She is looking forward to working hard this year. She said not to count her out, as she may run again in four years. This has been a difficult decision Council President Waiz said he is in favor of the Saturday morning meetings and will discuss more about them at the next meeting. Councilperson Grooms inquired about the redistricthag lawsuit. Council President Waiz said a trial date has been set for February 12. 2003. The Council may have an executive session next Monday.
