SANITARY SEWER BOARD
MINUTES OF JULY 6, 2017
The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular
session on Thursday, July 6, 2017 at 3:00 P.M in the City Hall Mayor's Conference Room.
Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike
Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack,
Board Attorney Mike Gillenwater, Utility Billing Office Coordinator Jackie Langdon,
Controller Heather Metcalf, City Engineer Andy Crouch, City Councilperson Lisa Gill,
Jorge Lanz representing Jacobi, Toombs, and Lanz, Bryan Wallace representing The
Lochmueller Group, and Secretary Barbara Hollis.
Board Member Orem made the motion to approve the agenda, second by Board
Member Saegesser, passing on a vote of 3-0.
The minutes of the June 22, 2016 meeting were presented for approval. Board
Member Saegesser, made the motion to approve the minutes as presented, second by
Mayor Moore, passing on a vote of 3-0.
CONTROLLER'S REPORT
Controller Metcalf presented the claim list dated April 6, 2017 in the amount of
$1,403,410.71, all but about $100,000 is debt payment. Board Member Orem made the
motion to approve the claim list as presented, second by Board Member Saegesser,
passing on a vote of 3-0.
Coordinator Langdon presented the Adjustment Certificate dated June 30, 2017 in
the amount of $-15,818.03 Sewage, $-124.60 Drainage and $1,214.45 Refund. Board
Member Saegesser made the motion to approve the Certificate as presented, second by
Board Member Orem, passing on a vote of 3-0.
OLD BUSINESS
Director Ashack presented and requested approval of Enforcement Response
Procedures. Hoard Member Saegesser made the motion to adopt City of Jeffersonville,
Enforcement Response Procedures, second by Board Member Orem, passing on a vote
of 3-0.

NEW BUSINESS
Director Ashack presented a job description for a Utility Communication and
Operation Coordinator, explaining he would like to recreate the position that was
eliminated years ago. He reviewed the position saying it would be a pay grade 5. His
proposal would include the removal of one utility construction worker position. Following
discussion, Board Member Saegesser made the motion to approve the job description for
Utility Communication and Operation Coordinator, eliminate a utility construction worker
position and establish the Coordinator position, second by Board Member Orem, passing
on a vote of 3-0.
ENGINEERING REPORTS
Jorge Lanz presented and reviewed Jeffersonville Sanitary Sewer Projects Status
Report, July 6, 2017. The property acquisition for the Crums Lane #2 P.S. Replacement
project was discussed.
DEPARTMENT REPORT
Director Ashack has provided copies of revised appraisals for the Liters Lift Station
Easement property. The original appraisal was for $40,000, the revised is $12,000. He
requests permission to talk with Land Mill regarding the easement only. He will come
back with the information at the next meeting. Included in the packed is a copy of the
IDEM Inspection Summary Letter for the North Water Reclamation Facility. Director
Ashack informed the Board the City Council has adopted the Sewer Use Ordinance
Revisions on the first reading. A public hearing is scheduled for July 10 for the next
reading. Director Ashack distributed the Semi-Annual Report No 15 on CD. as well as
the June 2017 Flow and CSO Volumes report on paper.
O.W. "Buzz" Krohn of O.W. Krohn & Associates appeared before the Board
regarding refunding the Build America Bonds. He indicated the previously discussed debt
reserve adjustment is frowned on by the State. The bond rating process is underway.
He then presented and reviewed Jeffersonville Municipal Sewage Works, Special
Purpose Report, Dated July 6, 2017. It is recommended to do cross-over refunding to
lock in rates. This report will be used for ratings and potential buyers. Also reviewed is
the Projected Bonding Capacity, Debt Service And Debt Service Coverage - After
1/1/2020 Crossover Based Upon Twelve Months Ended 12/31/2016, which indicates
plenty of room for freeing up cash flow. At the conclusion of all discussion, Board Member
Saegesser made the motion to pass Resolution 2017-1, A Resolution of The Sanitary
Board of The City Of Jeffersonville as well as the Proposed Timetable (Refunding
Revenue Bonds), second by Board Member Orem, passing on a vote of 3-0.
