Mayor Orem introduced Mr. Dan Shotwell, and Mr. George Hughes
of the Hughes Group, who were in attendance to answer questions
regarding the development of the Riverfront. When questioned whether
the April 1 deadline could be met, the Council was informed this would
depend on the Corps of Engineers. There was discussion of the discount
offered to those current boatdockers, with the conclusion that this will
be at the option of the individual docker. The dock lease for 1990 will
be for 10 months with an option for 12. Questions were raised with
regard to the agreement Bonnie's Landing has with the Park Department.
Attorney Filer will notify the Council of the date of the public hearing
with the Corps of Engineers.

Council Present Harrod asked Ms. Margie Campion to come
forward~ at which time all Council members presented Ms. Campion with a
plaque commending her for 24 years as Chief Deputy in the Clerk and
Treasurer's Office. All wished her luck on her retirement and gave
thanks for her years of service.
Attorney Filer introduced Mr. Dave Kieser and Mr. Jim
Klausmeier of Pflum, Klausmeir, and Gehrum, a consulting firm that
specialize in comprehensive plans for municipalities. They gave
general outline of their procedures, indicating a comprehensive plan for
Jeffersonville would take 6 - 12 months and the fee would be in the area
of $45,000.

discussion, Councilman Perkins made the motion to suspend the rules for
Ordinance No. 89-OR-75, seconded by Council President Harrod and
carried unanimously. Councilman Perkins made the motion to pass
Ordinance No. 89-OR-75 on all three readings, seconded by Council
President Harrod, passing with the following roll call vote:
Ayes:
Councilmen Perkins, Waiz, Caldwell, Williams, Carter,
Harrod, and Grooms.
Nays: None.
Mayor Orem introduced Ordinance No. 89-OR-74, An Ordinance
Transferring Certain Funds Within Same Department. During discussion of
this Ordinance the Council agreed unanimously to allow Clerk and
Treasurer Spencer to add transfers to this following the payment of all
claims for the years. Councilman Perkins made the motion to suspend the
rules for Ordinance No. 89-OR-74, seconded by Council President Harrod
and carried unanimously. Councilman Perkins then made the motion to
pass Ordinance No. 89-OR-74 on all three readings, seconded by
Councilman Carter, passing with the following roll call vote:
Ayes: Councilman Grooms, Harrod, Carter, Williams, Caldwell,
Waiz, and Perkins.

Mayor Orem introduced Resolution No. 89-R-44, A Resolution
Approving Statement Of Benefits For Purposes Of Real Property Tax
Abatement (Jesse Ballew - Mitchell Avenue and Stansifer Avenue).
Councilman Perkins again stated his opinions of allowing tax abatements
following the start of construction, as he feels this is out of order.
Mayor Orem explained the discussions on this started prior to the start
of construction. Councilman Grooms indicated he was involved in the
same type of situation in 1983 and this is not improper. Councilman
Caldwell questioned if this was legal. Attorney Fifer informed him this
is legal, however there may be a question with the State Board of
Accounts but this is a risk taken by the developer. Councilman Grooms
made the motion to pass Resolution No. 89-R~44, seconded by Councilman
Williams, passing on a vote of 6-1. Councilman Perkins voted in
oppossition stating this is a special favor for one individual.

approximately $20,000 for a feasibility study to make a decision on a
Convention Center. Councilman Grooms stated Judge Fleece did not want

certain the other Judges feel the same. It is not new to be in conflict

Councilman Caldwell agrees with Councilman Williams there have
been many controversial issues and it is unfortunate the matter of the
Court Room did not work out. Addressing Mayor Orem, Councilman Caldwell
expressed his hopes for two more good years. He wishes all a Merry
Christmas and a Happy New Year.
Mayor Orem stated his disappointment regarding an Evening News
editorial regarding the snow removal during the two recent storms.
Mayor Orem feels the Street Department did a good job on the first
storm, as it hit at the wrong time. A great job was done during the
second snow. The salt does not work under 15 degress. He compared
Jeffersonville to Cleveland~ Ohio and applauds the Street Department as
they work hard and do a good job.
Mayor Orem announced the Economic Development Commission will
be meeting Wednesday, December 20, 1989 at 10 A.M. in the Mayor's
Conference Room.
