Caldwell, COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 16, 1989 City of jeffersonville, Indiana met in the City-County Building in day of December 1989, at 9:30 to order by Mayor Dale Orem and C. those present to stand and pledge The roll was called and those present were: Councilmen Carter, Grooms, Harrod, Perkins, Williams, and Wale. Absent: None. Mayor Orem presented the minutes of the meetings of December 4, and November 18, 1989 for consideration by the Council. Councilman Perkins made the motion to approve the minutes as presented, Council President Harrod and carried unanimously. seconded by Mayor Orem presented the by the Council. Mayor Orem presented Ordinance No. 89-OR-72, Regarding The Removal Of Weeds, Unkempt Grass, And Rank The City Of Jeffersonville, Indiana for the third and Councilman Perkins made the motion to pass Ordinance No. register of claims for consideration Councilman Perkins made the seconded by Council President An Ordinance Vegetation In final reading. 89-OR-72 on the final reading, seconded by Council President Harrod passing with a unanimous vote. Mayor Orem introduced Mr. Dan Shotwell, and Mr. George Hughes of the Hughes Group, who were in attendance to answer questions regarding the development of the Riverfront. When questioned whether the April 1 deadline could be met, the Council was informed this would depend on the Corps of Engineers. There was discussion of the discount offered to those current boatdockers, with the conclusion that this will be at the option of the individual docker. The dock lease for 1990 will be for 10 months with an option for 12. Questions were raised with regard to the agreement Bonnie's Landing has with the Park Department. Attorney Filer will notify the Council of the date of the public hearing with the Corps of Engineers. PAGE 2 DECEMBER 16, 1989 Council Present Harrod asked Ms. Margie Campion to come forward~ at which time all Council members presented Ms. Campion with a plaque commending her for 24 years as Chief Deputy in the Clerk and Treasurer's Office. All wished her luck on her retirement and gave thanks for her years of service. Attorney Filer introduced Mr. Dave Kieser and Mr. Jim Klausmeier of Pflum, Klausmeir, and Gehrum, a consulting firm that specialize in comprehensive plans for municipalities. They gave general outline of their procedures, indicating a comprehensive plan for Jeffersonville would take 6 - 12 months and the fee would be in the area of $45,000. Councilman Perkins Ordinance Ammending Certain Ordinance Fixing Basic introduced Ordinance No. 89-OR-75, An Portions of Ordinance No. 89-OR-42, An Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 1990. Following all discussion, Councilman Perkins made the motion to suspend the rules for Ordinance No. 89-OR-75, seconded by Council President Harrod and carried unanimously. Councilman Perkins made the motion to pass Ordinance No. 89-OR-75 on all three readings, seconded by Council President Harrod, passing with the following roll call vote: Ayes: Councilmen Perkins, Waiz, Caldwell, Williams, Carter, Harrod, and Grooms. Nays: None. Mayor Orem introduced Ordinance No. 89-OR-74, An Ordinance Transferring Certain Funds Within Same Department. During discussion of this Ordinance the Council agreed unanimously to allow Clerk and Treasurer Spencer to add transfers to this following the payment of all claims for the years. Councilman Perkins made the motion to suspend the rules for Ordinance No. 89-OR-74, seconded by Council President Harrod and carried unanimously. Councilman Perkins then made the motion to pass Ordinance No. 89-OR-74 on all three readings, seconded by Councilman Carter, passing with the following roll call vote: Ayes: Councilman Grooms, Harrod, Carter, Williams, Caldwell, Waiz, and Perkins. Nays: None. PAGE 3 DECEMBER 1~, 1989 Authorizing The Redevelopment Ordinance No. unanimously. Mayor Orem introduced Resolution No. 89-R-44, A Resolution Approving Statement Of Benefits For Purposes Of Real Property Tax Abatement (Jesse Ballew - Mitchell Avenue and Stansifer Avenue). Councilman Perkins again stated his opinions of allowing tax abatements following the start of construction, as he feels this is out of order. Mayor Orem explained the discussions on this started prior to the start of construction. Councilman Grooms indicated he was involved in the same type of situation in 1983 and this is not improper. Councilman Caldwell questioned if this was legal. Attorney Fifer informed him this is legal, however there may be a question with the State Board of Accounts but this is a risk taken by the developer. Councilman Grooms made the motion to pass Resolution No. 89-R~44, seconded by Councilman Williams, passing on a vote of 6-1. Councilman Perkins voted in oppossition stating this is a special favor for one individual. Mayor Orem introduced Resolution No. 89-R-45, A Resolution Transfer Of Certain Real Property To The Department Of (Piggyback). Councilman Waiz made 89-R-45, seconded by Councilman A special meeting before the consider this Resolution. Assistant Police Chief Walter Johnson gave a general overview of the physical layout and personnel positions stating his concerns for station security. Councilman Carter questioned the possibility civilian to work the desk. Council President Harrod asked if a records check fee could be charged to help pay for the radio system. This has been and is continuing to be looked into. Council President Harrod said he not accept the proposal from the City safety and of hiring a a uniformed complaints and noted other advantages to Councilman Carter voiced concern for the Chambers as a court room. He feels it was in poor taste for him to express a desire to stay out of politics and to issue the press realease that he did. Councilman Grooms presented information titled City-County Building Options For Current Comparisons. He asks that the Council look at the information and study the figures. Councilman Carter asked if the possibility of leasing the office area of the Chambers to the County for the use as a juvenile hold-over area. Other options and uses were also discussed. It is possible Judge Lindsey may use the area for City Court. Council President Harrod excused himself at 11:10 o'c!ock A.M. Councilman Grooms if they will not Personnel Director Lakeman informed the Council the Convention Center Committee meetings have been excellent and the next meeting will be the third Thursday in January. He asks the Council to consider funding approximately $20,000 for a feasibility study to make a decision on a Convention Center. Councilman Grooms stated Judge Fleece did not want to participate with the City in regards to a Court Room and he feels certain the other Judges feel the same. It is not new to be in conflict with Judges. Councilman Caldwell agrees with Councilman Williams there have been many controversial issues and it is unfortunate the matter of the Court Room did not work out. Addressing Mayor Orem, Councilman Caldwell expressed his hopes for two more good years. He wishes all a Merry Christmas and a Happy New Year. Mayor Orem stated his disappointment regarding an Evening News editorial regarding the snow removal during the two recent storms. Mayor Orem feels the Street Department did a good job on the first storm, as it hit at the wrong time. A great job was done during the second snow. The salt does not work under 15 degress. He compared Jeffersonville to Cleveland~ Ohio and applauds the Street Department as they work hard and do a good job. Mayor Orem announced the Economic Development Commission will be meeting Wednesday, December 20, 1989 at 10 A.M. in the Mayor's Conference Room.
