HomeMy WebLinkAbout11-18-1989COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA NOVEMBER 18, 1989 The Common Council of the City of Jeffersonville, Indiana met in regular session in Council Chambers, in the City-County Building in Jeffersonville, Indiana, on the 18th day o'clock P.M. The meeting was called Richard Spencer Jr. at the desk. Mayor Orem asked all allegiance to the flag. The roll was called Caldwell, Carter, Grooms, Harrod, 1989 for of November, 1989, at 7:30 to order by Mayor Dale Orem and C. those present to stand and pledge Councilmen and those present were: Perkins, Williams, and Waiz. Absent: None. Mayor Orem presented the minutes of the meeting of November 6, consideration by the Council. Council President Harrod made the motion to Carter and carried unanimously. The Council favored this unanimously. Councilman Perkins then made the motion to pass Ordinance No. 89-OR-68 on the PAGE 2 NOVEMBER 18, 1989 to pass necessary and legal Ordinances and as the State of Indiana presently has these codes it was not necessary for the Council. Mr. Sheets, an Attorney from Ohio who specializes in this area stated Federal laws regulate this and it is not necessary to have local regulations. Mr. Richard Lancaster asked that the Council not take away rights. Ms. Faye Schon, Director, Clark County Humane Society stated she is concerned for public health and safety as for the last year and one half there have been complaint calls almost daily and most have been found to be valid. Ms. Tonya Tuell, President, The Animal and Environmental Defense Association spoke in favor of the Ordinance saying Federal regulators have not shut down a facility in years. Ms. Phyliss Sutherland of the Clark County Humane Society agreed with the statements made by Ms. Schon and Ms. Tuell. Ms. Phylis Hilton of the Clark County Humane Society read letters from Dr. Gough and Rev. Brown in favor of the Ordinance. Mr. Eric Blow, Jefferson County, KY Animal Control Director, stated the Ordinance was a matter of public health and safety, and encouraged the Council to pass it. Ms. Andrea Reed, Education Director for Kentucky Humane Society also encouraged passage. A Democratic caucus was called for and granted at 10:15 A.M. Mayor Orem reconvened the meeting at 10:20 A.M. Councilman Perkins called for a roll call vote for Ordinance No. 89-OR-68 January 31, 1990. Ordinance No. 89-OR-68 vote: Waiz~ part in saying No to Drugs and $85,000 Grant to fight drugs. Building Commissioner Scales explained the Ordinance is necessary for the collection of fees for work done by the City. Councilman Perkins made pass Ordinance No. 89-OR-72 on the first and second readings time to have the wording looked into, seconded by Councilman carried unanimously. Councilman Grooms made the motion to pass Resolution No. 89-R-43, Resolution Dedicating December 3-9, 1989 As National Cities Fight Back Against Drugs Week, to show support for the "war against drugs"~ seconded by Council President Narrod and passed unanimously. A requirement of the Grant mentioned by Mayor Orem earlier is to hire an additional officer. The Council has provided in the 1990 budget for an additional officer to be hired October 1. Councilman Perkins is working on a request for adequate equipment for the Police Department as it is necessary to show support for the Police Department. PeeWee Lakeman announced the Parks Board is sponsoring a program with youth and is looking for financial help. Councilman Caldwell expressed his concern for the lack of facilities for these programs~ Mr. Lakeman and his staff are to be commended for their work with youth. Mayor Orem explained he a meeting in Indianapolis where a number of Jeffersonville is at.the top of the list for had recently attended dollars were saved and grant funds. Councilman Caldwell has received many calls regarding the streets in District 5. Mayor Orem explained the City can receive a reduced price due to waiting until after the construction period and work will be done on Springdale, Sondra, and North Larkspur. Councilman Caldwell has not received the street paving list as yet and he would like to be infomed. He thanked Street Commissioner Hemingway for fixing the potholes on Hopkins. Councilman Caldwell thanked those Department Heads in attendance. Councilman Caldwell is concerned about the severe drainage problem behind 2019 Blue Teal as this is a dangerouls situation. Building Commissioner Scales explained the problem is a result of development in the shopping area and the paving of the High School parking lot. Building Commissioner Scales, Councilman Caldwell and residents of the area will get together and go to the School Board. Councilman Caldwell is trying to help a 25 year old blind citizen find transportion~ so that she may be employed, and has had the door shut. Several options were discussed including the Council for Aged and Aging and New Hope. He hopes to get something done as the money is there and it should be used. Councilman Carter informed the Council that riverfront boat dockers have been requested to pay $675.00 by January 1, 1990. He would like clarification of when the discount may be used. Attorney Filer will be asked to check this. It was suggested that Hughes representatives be asked to meet with the Council in executive session following the next Council meeting. Council President Harrod announced legislative changes in Congress that would allow those in nursing homes to keep some income and assets. He would like to challenge developers for ideas to help the needy and elderly as the City has been generous with tax abatements. Council President Harrod would like to see central air conditioning in Clark Arms. Councilman Waiz would like to see pressure placed on Carrot Gowens to see that this is done. Councilman Waiz has been informed it company is possible to sue a in a foreign country if the proper papers are filed. Ms. Fredericks would like to know why the Council meeting with the Hughes Group will be in executive session as this is the public's business. Following all discussion on this subject, it was decided to invite the Hughes Group to attend the next meeting.
