The Jeffersonville Historic Preservation Commission met for a regular meeting at 6 p.m.on Monday,April 10, 2017,in the second floor conference room of City Hall. ROLL CALL President Jan Paddocks opened the meeting with roll call.Members present included:President Jan Paddocks,Jill Schimpff,Johnna Anderson,Ed Siewert,Jill Schimpff and Melanie Yates.Member Lisa Green was not present.Staff mem- ber Larry Wallace was also not present. AGENDA Jill Schimpff made a motion to approve the agenda for the Monday,April 10,2017 meeting.The motion was sec- onded by member Ed Siewert.The agenda was approved unanimously. MINUTES After a brief review of the minutes from the March 13,2017 meeting,member Ed Siewert motioned to approve the minutes.Member Jill Schimpff seconded the motion.The March 13,2017 meeting minutes were unanimously approved. CERTIFICATES OF APPROPRIATENESS: •BILL BURNS with Aristocrat Builders was on hand to address the Commission about window replacement at 251-253 Spring Street.Burns informed the Commission he had secured a tenant for the building and that the tenant wanted to change some of the windows on the storefront to windows similar to O'Sheas on Spring Street. "He just wants to replace the windows with something that opens wide;'Burns said. "The size-depth and height—would remain the same as the opening is now.I would imagine theyd be two-pane,wood frame windows with no grills and three sashes.None of the surrounding trim work would change from how it is now." After brief discussion about non-historic alterations that have been made to the building and its fa4ade over time,President Jan Paddocks asked the Commission if it wanted to entertain a motion on Burns'request for a C of A. Member Melanie Yates made a motion to approve the certificate of appropriateness for 251-53 Spring Street"to replace existing windows with operable windows similar to those at HM Franks(O'Sheas). Jill Schimpff seconded the motion and the C of A for 251-253 Spring Street was unanimously approved. •LINCOLN CRUM was on hand to give the Commission an update on The Masonic Temple building at 509 Spring Street. Crum,the listing agent for the property,said he has created a packet including interior and exterior photos of the proper- ty as well as other materials he's using to market the property to potential buyers/investors.Crum also said he had secured a set of blueprints for the property,a fair market appraisal from local real estate appraiser Charlie Mills and a copy of a structural inspec- tion of the property completed by RC Engineers detailing the building and"it's disrepair:' "(The property)is not open to just public showings;'Crum said."Showings need to be for someone whos an interested party.We want to protect everyone's safety." "The more time I spent looking at it and the area around it... I think everyone is just focused on the fagade of 509 Spring Street;'Crum said,adding that he had originally considered marketing the property for a variety of uses-including multi-family, residential.However,Crum told the Commission he thinks there is an ideal use for the property. "The use I'm going after is anywhere between a 30 and 50 room boutique hotel,Crum said,adding that he has had con- versations with people"doing similar things with properties like this all across the country.." Crum said he has talked with Clark-Floyd Counties Convention and Tourism Director Jim Epperson about occupancy potential and that Epperson said"the climate is right for boutique hotels and what's going on in Jeff right now." "I'm not going to turn anyone away who's interested... But this is my target,"Crum said. "Ideally,it will be a partnership.An investment group who is willing to do this' Crum said the next step is to establish who the investors may be in such a venture. Crum also told the Commission that Chris Nolan,the current property owner,has asked about available incentives that might help him be able to undertake repairs,renovations and development of the property himself. "He wants a healthy amount of incentives to keep it and restore it...to the tune of a million dollars' Crum said Nolan doesnt have a plan for the property but that he has told him he doesn't have plans to build anything else on the site but thinks the chances of finding someone to come in and buy it are"narrow" "I told him we have a very small chance of doing it;'Crum said.`And I told him`your heart's not in it,your business isn't in it... I'm really looking for someone else who can do it' "We've had several people inquire... but they're intimidated by the size of the project;'Crum said."I think the idea(for a boutique hotel)is a little far-fetched and out there ... but you're going to have to replace the roof anyway...Why not try to put a restaurant or a bar up there?This is how 21 C started... We've just got to go out and find the money,"Crum said. After Crum completed his update on the property,advisor Laura Renwick told the Commission that on a related note,the Facebook group"Save the Masonic Temple"was asking people to fill out a survey in an effort to establish support for saving the building.Renwick said Chris Harrell,a local developer,was tabulating those survey results.
