OF JEFFERSONVILLE, INDIANA
NOVEMBER 6, 1989
The Common Council of the City of Jeffersonville, Indiana met
in regular session in Council Chambers, in the City-County Building in
Jeffersonville,
o'clock P.M.
The meeting was called

carried unanimously.
Mayor Orem introduced Ordinance No. 89-OR-61, An Ordinance
Vacating Portions Of Indiana Avenue And Ohio Avenue In The City Of
Mr. Carrol
Jeffersonville, Indiana, for the third and final reading.
Gowens of the Department of Redevelopment spoke in support of this
Ordinance. Councilman Perkins made the motion to pass Ordinance No.
89-OR-61 on the third reading, seconded by Councilman Grooms and carried
unanimously. Mr. Gowens thanked the Council and informed them
information on the Riverside Landing Project would be in the mail this
week or next, and a Certified Public Accounts report on the Hawkins
Group will be in the mail this week. Councilman Perkins questioned Mr.
Gowens as to the progress on the annexation study. Mr. Gowens answered
this is progressing and anticipates completion this year.

will be stricken from the Ordinance. Councilman Grooms wished to have

pass Ordinance No. 89-OR-68, with the mentioned changes, on the first
and second reading, seconded unanimously. Ordinance No. 89-OR-68
passed unanimously on the first and second reading.
Mayor Orem introduced Mr. Randy Johann of KIPDA, who presented
a draft of an Ordinance dealing with the disposal of scrap tires. Mr.
Johann asks that the Council read this draft for consideration of an
Ordinance at a future date. Mr. Johann described the proposed project
and the need for this project and volunteered to answer any questions.
Mayor Orem introduced Ordinance No. 89-OR-69, An Ordinance
Amending The Jeffersonville Subdivision Ordinance 89-OR-22 As Originally
Adopted in 1961 Of The City Of Jeffersonville. Building Commissioner J.
Bruce Scales explained the need for this Ordinance. Following all
discussion, Council President Harrod made the motion to suspend the
rules on Ordinance No. 89-OR-69, seconded bM Councilman Grooms and
carried unanimously. Council President Harrod then made the motion to
pass Ordinance No. 89-OR-69 on all three readings, seconded by
Councilman Grooms, passing on a vote of 7-0.

Mayor Orem introduced Ordinance No. 89-OR-?0, An Ordinance
Transferring Certain Funds Within Same Department (Fire Department).
Council President Harrod made the motion to suspend the rules for
Ordinance No. 89-OR-70, seconded by Councilman Waiz and carried
unanimously. Council President Harrod made the motion to pass Ordinance
No. 89-OR-70 on all three readings, seconded by Councilman Williams,
passing with the following roll call vote:

Resolution Declaring An Area To Be An Economic Revitalization Area. The
area was explained by Mayor Orem. Councilman Perkins stated his
objection to again acting "after the fact" by passing this Resolution
following the start of construction in the area, as he feels this
process should be used as an incentive. Mayor Orem explained the
efforts for tax abatement were initiated before construction was
started. Councilman Perkins feels the need to target areas ahead of
time. Following all discussion, Councilman Grooms made the motion to
pass Resolutin No. 89-R-42, seconded by Council Preside?t Harrod.
Resolution No. 89-R-42 passed with a unanimous vote.

Councilman Grooms announced the Convention Center Committee
held a very productive first meeting and will meet again on the 14th or
16th of November at the Ramada Inn. The Council will be notified of the

property. This does tie up the money and it may take 5 years to

Goldman said some bad debts do go to small claims court. Councilman
Perkins suggests looking into making non-payment of sewer bills a
misdemeanor. Mayor Orem feels this is a good suggestion.
Council President Harrod feels a good job has been done on the
Council Chambers. New chairs are being looked at. Councilman Perkins
noted the good job that was done on the construction and feels it is a
fine meeting room that the public will get a lot of use from. The room
will be used as Superior Court II also.
Following all discussion, it was the general

Clerk and Treasurer Spencer informed the Council the estimate
to update the code book is between $2,200 and $2,500. As only $700 has
been budgeted he asks if there were objections to paying for this from
the Common Council budget. Councilman Carter made the motion to
authorize Clerk and Treasurer Spencer to pay this from the Council
budget. All were in agreement with the motion.
Clerk and Treasurer Spencer announced Chief Deputy Margie
Campion who has worked for the City for 24 years will be retiring at the
end of the year. There will be an open house in the Clerk and
Treasurer's Office on November 17, 1989 from 11:00 A.M. until 4:00 P.M.
to honor Mrs. Campion. The Council members, as well as the public, are
invited.
Mayor Orem has been asked that some room adjustments be made
zn the Council Chambers to better serve as a Court Room. It has been
asked that an additional door be installed in the corner behind the
Council desk, that the size of the Judge's podium be doubled, and that
the jury box be rearranged. Several opinions were stated and it was
agreed to hold further discussion at a later date.
There being no further business to come before the Council
Councilman Perkins made the motion to adjourn at 9:05 o'clock P.M.,
seconded by Council President Harrod and carried unanimously.
