REGULAR MEETING
MAY 16, 2017
The Jeffersonville Drainage Board met on May 16, 2017 at 5:30 P.M. in the Jeffersonville City
Council Chambers, First Floor, 500 Quartermaster Court,Jeffersonville, Indiana. President Bob Rogge
called the meeting to order with the following in attendance:

APPROVAL OF MINUTES:
President Rogge presented the minutes from the May 2, 2017 meeting, asking if there were any
additions or corrections. Mr. Burgess made motion to approve the minutes as presented and seconded
by Mr. Guepe. Motion approved unanimously
NEW BUSINESS: None
OLD BUSINESS:
City Engineer Crouch advised the Board that Jason Copperwaite, Paul Primavera &Associates,
requested that Rock Springs Subdivision be tabled until our next meeting. Mr. Burgess made motion to
adjust the Agenda as presented, asking that 5B (Rock Springs Subdivision) be tabled under Old Business
and add 5C Golfview H&H Study to the Agenda. Mr. Smith seconded the motion.
Motion approved unanimously
In regard to 5A on the Agenda for Port of Indiana Billing Refund Request, City Engineer Crouch
requested to table until he can obtain additional information for the Board. Mr. Morton made motion
to table 5A on the Agenda and seconded by Mr. Smith. Motion approved unanimously
Mr. Brian Wallace and Mr.Jared Lesser from Lochmueller Group provided an update for the
Board in regard to the Golfview H&H study. They reviewed the information from our last meeting and
additional information on the 2 and 100 year storm system capacities. (See the attached report) Mr.
Burgess made motion to approve the report as presented and seconded by Mr. Morton.
Motion approved unanimously
PUBLIC COMMENTS:
Mr. Daniel Hockersmith, 2309 Arthur Street in Kingsfield Subdivision addressed the Board in
regard to flooding in his area. Mr. Hockersmith showed pictures of his residence with high water along
with pictures of his subdivision. Mr. Hockersmith was at our last meeting with other pictures and
information regarding his residence. City Engineer Crouch explained he is attempting to obtain a copy of
the original design plans to review the detention basin and confirm it was built as designed. Also, he
stated the drainage crew is planning to check grades around the basin perimeter to ensure storm water
is not overflowing any low spots. He further stated his plan is to provide information from this analysis
and hopefully a potential solution for the Board to consider at the next scheduled meeting.
Mr. Marty Chalfant, 2304 St.Andrews addressed the Board again in regard to Rock Spring
Subdivision. He asked if the Board knew when there would be an answer or when this issue would be
voted on by the Board. President Rogge advised that the Developer and Engineer will have to review
the plans, make necessary revisions, and hopefully that it will be brought before the Board at our next
meeting.
Mr. Larry Franks,4207 Parliament Court addressed the Board in regard to the flooding in
Kingsfield Subdivision. He advised that his house is approximately 45 feet from the trench to the back of
his house and had walked the area back to the railroad tracks. He advised that there is a tunnel under
the railroad tracks that water comes from the pipe into the trench and just wanted to add his
information tonight. City Engineer Crouch advised they are working on a solution.
Ms. Karen Ellmers, 2304 St.Andrews Road addressed the Board regarding Rock Springs
Subdivision. She wanted clarification of when Rock Springs Subdivision updated plan will be coming
back to the Board for consideration and a potential vote. President Rogge advised that he does not
know when they will have a vote until the Board receives the revised plans and reviews them to be able
to vote at that time. She asked if Mr. Chalfant could be notified when it will be coming up for vote. City
Engineer Crouch advised he would notify Mr. Chalfant and that he would make a copy for their review.
REPORTS:
City Engineer Crouch advised there will be some plans that will be listed on the Agenda for our
next meeting. City Engineer Crouch advised that Kevin Feder was at a Stormwater Conference in
Indianapolis at this time. City Engineer Crouch gave the Board information regarding the meeting with
representatives from Elk Run, Brian Wallace with Lochmueller Group and some of his staff. He
described the meeting as good but no resolutions were reached at this time. He added they are working
on identifying common goals with Elk Run, hoping for a resolution between all parties involved.
City Council President Gill asked if anyone had heard from Christopher Burke in regard to the
open ended ordinances and that need to be addressed. City Engineer Crouch agreed and stated that
they are coming before the Board at our second meeting in June to make a presentation of the
proposed ordinances. He stated he is preparing copies for the Board. Council President Gill requested a
meeting with City Engineer Crouch, President Rogge and Attorney Darren Wilder to review the
ordinances before presentation to the City Council.
CLAIMS:
Mr. Morton discussed the 2017 Budget and Expenses with the Board. Mr. Morton reviewed the
claims with the Board in the amount of$6,484.05. Mr. Burgess made motion to approve the claims in
the amount of$6,484.05 and seconded by Mr. King. Motion approved unanimously
ADJOURN:
Mr. Burgess made motion to adjourn the meeting at 7:00 P.M. and seconded by Mr. Guepe.

Subject: Woehrle Road Drainage Study
Executive Summary
The conclusions of the hydrologic and hydraulic study for Woehrle Road and Waverly Road
ditch are summarized below:
1) Currently, all pipes studied downstream of the proposed development do not have
adequate capacity or function as required by Jeffersonville design standards.
2) The proposed Rock Springs development decreases the total runoff from the proposed
development site.
3) As proposed, all pipes studied downstream of the proposed development do not have
adequate capacity or function as required by Jeffersonville design standards.
4) No amount of detention, no matter how large the volume, provided by the proposed
development will bring the downstream culverts into compliance with Jeffersonville
design standards.
5) The Rock Springs development plan appears to include filling operations within the
limits of the 100 Year floodplain upstream of St. Andrews Road resulting in a net loss of
floodplain storage. This may worsen downstream conditions during large storm events.
Evaluation of Existing Conditions
The Rock Springs development is being proposed at the corner of Woehrle Road and
Charlestown-Jeffersonville Pike. During the City of Jeffersonville Drainage Board meeting on April
4, 2017 and again on May 2,2017, residents expressed their concerns regarding previous flooding
in the Golfview Estates subdivision. The specific area within the Golfview Estates subdivision that
was described to have flooding issues is the St. Andrews Road area. The purpose of this study is

to evaluate the existing hydraulic capacity of the storm drainage system downstream of the
proposed Rock Springs development. Additionally, the purpose of this study is to assess whether
or not additional detention would be beneficial to the downstream drainage system. A
watershed map with the results of the evaluation of the existing drainage system capacity is
presented in Exhibit 1.
The existing drainage system was evaluated using HEC-RAS stormwater modeling software. The
results of the HEC-RAS modeling runs are presented in Table 1 below.

All drainage areas, as well as the flow rates for the 10 Year and 100 Year storm events were
obtained from Indiana Stream5tats. The 2 Year storm event flow rates were calculated by
Lochmueller Group using TR-55 and the NRCS Curve Number method using Huff rainfall
distributions. The hydraulic modeling runs indicate that the existing stormwater conveyance
system immediately downstream of the proposed Rock Springs subdivision does not have
sufficient capacity to contain the 10 Year storm event in the existing or the proposed condition.
Lochmueller Group suggests that the Drainage Board consider that future development within
the watershed be required to either (1) address the capacity issues downstream of the project
or (2) provide detention in excess of the minimum detention requirements. The goal of the
second option above is intended to reduced discharge rate to the existing drainage system and
potentially reduce flooding occurrences.
Model Development and Methodology
The Rock Springs subdivision is proposed approximately 150 feet upstream of the 42" by 30"
corrugated metal near 2413 and 2505 St. Andrews Road. No floodplain or floodway is currently
mapped within the area.

Lochmueller Group used the 2012 Indiana MAP Digital Elevation Model (DEM) as the basis for the
topographic surface. Cross sections were cut from this surface using AutoCAD Civil 3D and
include the full valley of the floodplain.
Channel and overbank roughness coefficients were selected based on Google Earth imagery and
site photos in accordance with standard engineering practices and HEC-RAS User Manual
recommendations.
Stream5tats reports for each of the culverts is shown in Exhibit 2.
At the locations studied, the stream is not under the influence of receiving water elevation.
Therefore the flood conditions were simulated with the normal depth boundary conditions for
the 2-Year, 10-Year, and 100-Year storm events.
City of Jeffersonville staff provided survey data of the culvert invert elevations, roadway overtop
elevation, and pipe material.
Findings
Lochmueller Group analyzed each culvert along the existing stormwater drainage system in
accordance with the City of Jeffersonville Drainage Ordinance (2006-OR-20), Section 5.
Lochmueller Group evaluated three (3) culverts along St. Andrews Road, one (1) triple culvert
on August Drive, and one (1) quadruple culvert crossing of the railroad. The model
demonstrates that none of the existing culverts meet design criteria.
The 40" culvert on St. Andrews Road contains the 10 Year flow. The remaining culverts do not
have sufficient capacity for the 10 Year flow.
The 100 Year flow overtops the road on all culverts studied.
The inundation (flooding) areas of the 2 Year, 10 Year, and 100 Year events are shown in
Exhibits 3-5.
St. Andrews Road culverts are undersized and cause backwater flooding on the upstream ends.
The 10 Year backwater of the north culvert near 2413 and 2505 St. Andrews Road reaches
elevation 489.1 feet which is out of the bank and not contained within the culvert. The 10 Year
flow rate of the south culvert near 2603 St. Andrews Road and 2605 St. Andrews Road is
contained within the stream banks and culvert. Inundation maps are included in Exhibit 6
through 9.
The downstream St. Andrews Road culvert experiences flooding in all modeled events.
Inundation maps of this area are shown in Exhibits 10 through 11.

The intersection of Augusta Drive St. Andrews Road experiences flooding in the 100 Year event.
The 10 Year event is also likely to cause flooding, but most of this appears to be mitigated by a
brick wall located on the property west of the crossing. Exhibits 12 through 13 show the
effects of the Augusta Drive culvert during the 10 and 100 Year events.
The neighborhood between Hamburg Pike and the railroad north of Waverly Road experiences
inundation up to approximate elevation 469 feet during the 10 Year flow and 470.5 feet during
the 100 Year. This elevation appears to cause flooding of several structures in the area as
shown in Exhibit 14 and 15. The inundation is due to backwater caused by insufficient culvert
capacity at the railroad.
Recommendations and Potential Next Steps
Lochmueller Group suggests that stormwater from any future approved projects upstream of
St. Andrews Road drain to the south stream located closest to Charlestown Pike which has an
additional capacity of approximately 10 cfs. Lochmueller Group also suggests that future
developments provide detention volumes in excess of the minimum requirements of the
current ordinance.
Additional study of this stream and watershed could provide more specific solutions to the
drainage issues. Some potential next steps include the following:
1) Map the floodplain and floodway throughout the stream and prohibit development
within these boundaries.
2) Regional detention facilities.
3) Design and construct additional culverts under the railroad crossing.
4) Design and construct new culvert crossings at St. Andrews Road.
5) Design and construct a bridge crossing at Augusta Drive.
6) Increase the ditch capacity downstream on the existing Augusta Drive culvert crossing.
The list of recommendations above have been numbered in order of most potential benefit to
the neighborhood near Waverly Road and overall watershed.
